Bob on wheels resolution 2025 - 0 19 mobile vendor top-notch Filipino fusion resolution 2025 - 0 20 a mobile vendor a rapa burger update to resolution 2025 - 0 14 the Jill beerman 5k color run and approval of payroll Do we have any items that need to be removed from the consent agenda this evening? Do we have any public comments on anything within the consent agenda this evening? actually We're president Decker. I would actually ask that you remove item number three from the consent agenda and add that to new business I just have one further question. I need to ask of city legal on that one before we go ahead. Okay, so that's resolution 2025 - 0 19 Mobile vendor top-notch Filipino fusion. Do we have a motion to move that to the first item of new business? I move that we move resolution 2025 - 0 1 9 Mobile vendor top-notch Filipino fusion onto new business from the consent agenda Second. All right. I will call the roll Caron I roach. I Cox Deckard. I we have moved that to the first item under new business The remaining items in the consent agenda stand. Do we have a motion for approval on the consent agenda? I move that we approve the consent agenda for tonight's meeting of March 25th, 2025 Second. All right. I will call the roll Caron. I roach I Cox Deckard. I motion passes Next under new business. We have a resolution 2025 - 0 19 Mobile vendor top-notch Filipino fusion We'll pause for a moment He's in consultation Madam president, you may move it down on the agenda if you would like sure We'll go ahead and move on to the next item on the agenda, which is lane closure requests from Duke energy for poll work Good evening Kyle ball from engineering Duke energy is requesting lane closures for polar replacement and overhead equipment installation at six different locations spanning from South Walnut Street Pike and Henderson intersection to East Heather Drive each of these six locations is expected to take one or two days for the work to be completed and Only requesting a lane closure in these locations They plan to implement these closures within the time frame of July 15th of this year and October 31st of this year And these would occur during normal working hours And they have supplied maintenance of traffic for all the work Any questions, I'll be happy to take Any questions on this item? Just out of curiosity The letter from Duke Energy does state that they want to complete the works between July 15 and August 14, but the Closure is requested from July 15 through October 14 I believe they had asked for an extension of that time frame, which is not uncommon for them. Okay. Thank you very much Any public comments on this item? All right seeing none is there a motion I Move that we approve the lane closures request from Duke Energy for poll work Second. All right. I will call the roll crown. I roach. I Cox Deckard. I motion passes Next is sidewalk closure at East 9th Street for Indiana University Kyle ball from engineering again IU is requesting temporary closure of the sidewalk and parking lane on the northern side of East 9th Street This is adjacent to the 801 and 809 9th Street locations This would be to facilitate a demolition and reconstruction of the retaining wall on the south side of those properties Due to the nature of this work construction equipment materials and active demolition will occupy the area immediately adjacent to the sidewalk and parking lane This work is planned to take seven weeks Which would be starting on March 26th and completing around May 14th of this year Per Bloomington code a pedestrian diversion is typically required for these situations The project team and engineering staff have met and considered the requirements but determined that the pedestrian diversion Was ultimately not feasible at this location or favorable? This is mostly due to the traffic lane encroachment. It would be very hard to you know maneuver the currently existing traffic pattern Through that tighter space and also the just the proximity to the actual active construction site So really we're only saving, you know five or ten feet at best in those locations. So for those reasons we Recommended using a standard closure in this instance Thank you questions from the board on this item So would you classify that in this case safety being a factor we would opt for the Industrial movement safety and practicality. Yes. Yes, exactly Trying to get back into the habit of explaining why we're electing to have closures rather than diversions Any public comments on this item Seeing none is there a motion I Move that we approve the sidewalk closure at East 9th Street for Indiana University Second all right. I will call the roll Caron. I roach. I Cox Deckard. I motion passes And next we have approved contract with Caramida for beeline environmental professional services Good evening through eight and with the city engineering department This project is constructed a multi-use path on the east side of North Fountain Drive and North Crescent Road Connecting the beeline trail to the multi-use path along 17th Street Additionally the intersection of Crescent Road and Fountain Drive has been realigned this service agreement With Caramida will provide testing of soils along the beeline trail section of for levels of lead that are above the idem Closure limits for a trail facility the total not to exceed amount to the Agreement will be five thousand three hundred and forty dollars I Questions from the board on this item Any public comments on this item Seeing none is there a motion I move that we approve the contract with Caramida for beeline environmental professional services Second, all right. I will call the roll Caron. I roach. I Cox Deckard. I motion passes Next we have approved contract with Presidio for Hopewell cameras and WAPS Roy eight and again with city engineering This service agreement with Presidio will install wireless access points and cameras into the Hopewell East Commons Park Funding was approved by the RTC through revils resolution 2455 in August 5th 2024 in the amount not to exceed forty nine thousand one hundred seventy four dollars and forty three cents Any questions from the board on this item Any public comments on this item Seeing none. Is there a motion? I move that we approve the contract with Presidio for Hopewell cameras and WAPS Second all right. I will call the roll crown. I broach. I Cox Deckard. I motion passes Next we have approved change order one for Second Street tree clearing Hello, I'm Zach Rogers from engineering This contract was awarded to JR Elton tree experts with the original contract amount of twenty three thousand eight hundred sixty two dollars This change order number one includes removal of additional or five additional trees under the contract This change order is an amount of two thousand five hundred eighty two dollars bringing the total contract amount to twenty six thousand four hundred forty four dollars Do we have any public comments on this item Seeing none is there a motion I move that we approve change order number one for Second Street tree clearing Second all right. I will call the roll crown. I roach. I Cox Deckard. I motion passes Next we have approved preliminary engineering contract with Butler Fairman and seaford for Dunn Street multi-use path. Hello Roy Aitin with the City Engineering Department The this project will begin with the conceptual scoping exercise But as expected to construct a multi-use path on the North Dunn Street from State Road 4546 bypass to clover Lane the project is programmed in the Metropolitan Planning Organization transportation improvement program to use up to 1 million five hundred fifty one thousand one hundred dollars of federal funding for construction BFS BFNS was selected to perform design services for this project based on their responses to a project specific request for information this contract is set at a not to exceed amount of 159 thousand four and seventeen dollars and construction of this project is anticipated in 2028 also on note is this agreement had already been approved by the board at one point We're bringing it back just because some modifications that we had to make to it Questions from the board Any public comments on this item I Seeing none is there a motion I Move that we approve the preliminary engineering contract with Butler Fairman and Seifert for Dunn Street multi-use path Second all right. I will call the roll Caron. I roach I cocked suckered I motion passes Next is approved public improvements at Atlas on 17th Hi Maria McCormick from engineering. This is Acceptance and approval acceptance of the public improvements from the Atlas on 17th Subdivision we will be accepting a little over seven acres of new right of way Which includes the roads of Englewood Drive Aurora Drive Redlands Drive Telluride Street and Breckenridge Road along with two alleyways It's a total of 5052 point two zero feet linear feet of new roadway there is a ten foot wide multi-use path through this subdivision as well as five foot sidewalks That are in the right of way as well along with street trees new storm sewers sanitary sewer domestic water service We will be providing um Street maintenance and repair snow removal for the city streets And then there are 35 lots that were given to the Housing Authority For the low for low-income housing we will provide sanitation services to those lots Thank you questions from the board Just to clarify we talked about this little bit yesterday Trash service is being provided for the lots because they are single-family lots not because of the fact that they are owned by that will be developed by the Housing Authority Standard operating procedure the city provides sanitation services to single-family Homes actually up to try up to quad prep flexes In the city limits are eligible for city trash pickup multifamily Complexes are not eligible for city trash service Any public comments on this item Seeing that is there a motion I move that we approve the public improvements at Atlas on 17th Second all right. I will call the roll crown. I roach. I Cox Deckard. I motion passes Thanks Next we have approved lane and sidewalk closures for AT&T and multiple locations for fiber install Hi, it's Alex Gray from engineering So for AT&T they're having lineal Contracting perform the underground fiber installation along West Bloomfield Road South Landmark Avenue West Ross Lane South Timothy Court and West Allen Street They do have some additional roads that are on the plan set but those are outside of the city's jurisdiction So we are not permitting those those will be done through likely Monroe County But in these ones that we are going to be looking for permitting they have requested lane and sidewalk closures in the area And they anticipate the total work schedule to be between March 31st to June 30th But when they do start in those areas each Street will only have approximately three days Questions on this item One thing we talked about in the work session yesterday just to reiterate is that If there are any outstanding issues related to other types of Fiber boring or other activities that might have been in that area that that's something the city would check on and make sure before this project takes place just to Ensure that those are repaired in sort of a timely fashion alongside this activity We do try to Perform a pre-inspection and a post that way we can ensure that if it is from the contractor We're going to the right people and that we're not having other folks that are not involved Any public comments on this item Seeing none is there a motion I move that we approve lane and sidewalk closures for AT&T in multiple locations for fiber install Second all right. I will call the roll Caron. I roach Hi Cox Deckard. I motion passes Next we have approved lane and sidewalk closures for roof repairs at 455 North College Avenue for nation's roof Hi, it's Alex gray from engineering so nation's roof is requesting lane parking sidewalk Adjacent to the Avenue on College, which is 455 North College Avenue and it's for roofing work. They have requested the two lanes of college Due to the size of the crane which they actually will not need to have the two lanes the total time We have discussed with them and the reason why they do need to utilize The two lanes as we discussed in the work session is because they have to reach into the courtyards and the crane that they're smaller one they're going to use for most of the work is not able to get into it and then they also as term of why college versus West 8th West 9th or Morton they had concerns about Park like closing off sections of the parking garage So they didn't want to interfere with the parking garage and they also were concerned on the Morton side about Lifting over businesses and interfering with them. So that's why they chose college college But The closure that they will have that they have mentioned for college They plan to have two different cranes one of them smaller for most of the work that'll be there And then they'll have one that is larger and that will be for reaching into the courtyards That project they plan to do between May 12th and May 28th So are those the dates for the total project Or is that the specified date for the two-lane closure? I Believe that is for the total work project. Okay, so a portion of that time frame would be a two-lane correct Do we know how many days they're anticipating for that? Representative from nations roof should be online to Actually answer that Yes, we can hear you AJ go ahead Hi, this is AJ Smith with nations roof. I just wanted to comment on this the so we're anticipating about one to two days For the large crane that that should buy us enough time to get what we need done as far as out of those two courtyard areas That are in the middle of their the roof area Great thank you for that update Any other questions from the board Any public comments on this item Seeing none. Is there a motion? I move that we approve the lane and sidewalk closures for roof repairs at 455 North College Avenue for nation's roof Second all right. I will call the roll Caron. I roach. I Cox Deckard. I motion passes Next we have approved road closure at Kinzer Pike subdivision for Bynum Fane. Oh Alex Gray from engineering. So this request is for the new Kinzer ribs of Kinzer Ridge subdivision that is off of Kinzer Pike and a cuff road on the north side of Bloomington they are requesting that they close off a cuff between Kinzer Pike and Prow Road, but specifically The portion that is from the cook entrance to I believe it's Rosewood So those entrances will still be open. So it's only the portion between those the closure is being requested for April 16th through April 24th and It is for sanitary installation for the new subdivision Questions from the board Were you able to talk with MCC SC transportation about their routes I Did not but I did provide it to Bina Fania for them to reach out because they said that they were going to communicate with their Contractor I believe and I think it's either Drew or Daniel that are on April 16th through the 24th wins our next board meeting Have you had any conversation with Menorah County Community School Corporation? We know the vast majority of their buses with the pickup and drop-off use the drive to the north of the football field but one thing we're going to need to make sure we coordinate is if there are any bus routes that are actually picking up students there off of Rosewood and if they use anything off the backside of prow there So anything we might approve tonight We're going to need to make sure we at least get the coordination done with MCC SC on any bus routes in that area with it Being a full closure and how we might need to accommodate that during the morning afternoon bus routes Do you have any info on that at this time? Yeah, we do So we didn't coordinate with MCC SC but we have Because it sounds like cutting that road off during those hours or during school Yearly hours would not be the best solution. So we'd like to propose moving our timeline back Still using five business days But having that outside of MCC SC school hours or after the school year's over So are you're thinking of doing this then after Schools are out in the month of May or were you proposing like a timing difference so that it's not happening during the school Transportation time after the school year's over. So I believe that's middle We'd have to pick a week probably beginning of June I Believe that's correct. That sounds correct from what I have seen with other projects So is there a date span that you would prefer for us to approve? Yeah, the first week of June will will be fine So that would be June second through the 6th Yes, yes Are there any issues on the city side with that time? Are there any public comments on yes Seeing none is there a motion for the updated time frame when I read this into the record Is it worth including the new dates so that we know that we have? Approved this new dates. Okay Then I move that we approve the road closure at Kinzer Pike subdivision for buying a fan yo from June 2nd to 6th All right, I will call the roll Caron I roach I Cox Deckard I motion passes Thank you. Thank you. Thanks Next we have approved sidewalk closure for building trades park improvements for Reid and sons Hi, it's Alex Gray from engineering So Reid and sons is working with the Parks Department at the building trades park off of West House Street they are requesting a sidewalk closure between Fairview and maple and To complete their work. This will be a lot of sidewalk improvements the driveway entrance into the park and That sort of infrastructure changes As part of that they would like to start the project on April 1st and then continue through to June 30th and then we did discuss with them about doing a diversion but it would interfere with their work and We didn't think it would be reasonable and to put pedestrians in the area where they'll be actively working and then also on the traffic control plan it does show on the Westside that it doesn't it doesn't show maple It shows that the alleyway I believe we have told them to move it back to maple because there's no crosswalk like ramps Questions from the board on this item Any public comments on this item Is there a motion I move that we approve the sidewalk closure for building trades park improvements for read and sons Second all right. I will call the roll Karan. I roach I Cox Deckard. I motion passes Next we have approved schedule update for waterline installation at 361 and 371 West Country Club Drive for Blackwell contractors It's Alex Gray from engineering and this is the last one So Blackwell contractors is requesting approval for water Installation that is on West Country Club Drive for the buildings of 361 and 371 This was originally scheduled for December 2024 or yeah 2024 But the request wasn't able to happen due to weather and snow and all kinds of other fun Deadline changes for them. So they have asked that they would like to do it now if possible And This one they would request a sidewalk closure in a partial link closure on West Country Club specifically the eastbound side, I believe Yes, the eastbound side that way they can access the water main that's right underneath the curb And this they would like to start as soon as they can Though I do have a caveat because it came to our attention as we were looking at it a little bit more closely with some of the other projects it is near a Traffic signal and we have looked at it and we're like we're not totally comfortable with the way that the queue may be so we're trying to potentially talk with CBU because that seems to be the concern is that CBU needs to have a time to get out there and we were hoping maybe we could try to do night work instead. So We're working with them to adjust potentially So I'm sorry. I'm in a different spot right now the Timeline currently I have spoke with Lana as well and they're okay with moving the timeline and Adjusting with us until we feel that there won't be a gridlock at Rogers and Country Club because that was our concern that when we when we looked at it again, we were like, wait a minute We don't want to have during peak hours, especially where the cars are backed into the intersection so so does that mean that they are requesting the same dates but different times of day or are they Are we putting this on? Are we tabling or are we? Approving for a different set of dates at a different time These are all these are all the options I perceive right now that we could take up Yeah, I have a question probably for her if we could potentially table it to the next meeting because it Involves some coordination with CBU and I don't want to put them on the spot Yeah So the the question we were just clarifying if you all have a different date span that you were thinking you might do this work at potentially different hours of the day or if you were striving for a similar date span Knowing that the hours might need to be moved It sounds like no matter what there needs to be consultation with utilities which may mean that we need to hold So I just wanted to hear from you what that means for the project and sort of what you all are envisioning for this adjustment Standing after speaking to Alex this afternoon was the concern was was brought up just today What we'd like to do is start it and get it done within five days That would certainly help us on moving forward with Sales and rentals what is rental, you know to register with hand right now Although we're willing to work With engineering to come up with a plan that suits everyone so that we don't have a traffic Backup or situation at that intersection So we can adjust our dates we could also work to adjust the time of day whatever is most helpful to everyone So our next meeting I believe is April 8th So that would mean that the if we were to Table it for that meeting the earliest that work could be permitted would be April 9th Would that be would that still work for your project Yes, we can work with that. That's what two weeks Alex I think from today Yeah, yeah, well that would give us ample time to coordinate with CBU we've been we've been in contact with Mackinzer and So we've been talking to Matt quite a bit about the installation so making sure that we coordinate with CBU that we have someone available at night for night work or Changing our hours of the day to do it, you know later in the afternoon or something But we'll come up with an idea that we can present and see if that works Working with us on this Lana absolutely out of any time. Thank you. Thank you Alex. Yeah, thank you Go ahead and table until the eighth and then we'll we'll get that clarified Okay, do we have a motion from the board to table this item for until the April 8th meeting? I move that we table the schedule update for waterline installation at 361 and 371 West Country Club Drive for Blackwell contractors Second. All right, I will call the roll Caron. I roach. I Cox Deckard. I motion to table passes All right Are we able to bring the item that we moved? Okay, so we're bringing forward resolution 2025 - 019 mobile vendor top-notch Filipino fusion Works department we just wanted to pull that off the consent agenda. I had I was looking through the application I wanted to make sure everything was Appropriately there. We don't have a concern at this time. We would ask your approval for resolution Excuse me 2025 - 19 Mobile vendor top-notch Filipino fusion. Thank you questions from the board on this item Any public comments on this item Seeing none. Is there a motion? I move that we approved resolution 2025 - 019 mobile vendor top-notch Filipino fusion All right, I will call the roll Chrome I broach Cox Deckard I motion passes Next up we have staff reports and other business. No staff reports today Next we have approval of claims Are there any questions from the board on claims this evening?
