It is an encampment with literally Tons of trash on the property. We've reached out several times to the owners They've rarely Reached back to us for anything. They said they were going to clean it up but that was about a month ago and there's been nothing done there, so that's a Hopefully we can get that passed through and get it going because it is a quite the mess over there right now Thank you questions from the Commons here, so we public works have been working with hand as well as with Downtown resource officers and social workers through Bloomington Police Department at this location. This is directly behind Wheeler Mission on the old red cross property That's been abandoned. We also have some adjacent public parcels and property that have had Quite a lot of trash and debris left so if this abatement if the property owner doesn't take the action to clean the property themselves and we do order the abatement we Will do property we will define the property lines and such and also have the contractor Do some city property at the same time. I motion passes Next we have new business a first under new business is approved change order package with change orders one through three for Winslow Rogers resurfacing Good evening, Jason Kerr with engineering This is for the Winslow Rogers resurfacing project project is milling and resurfacing with new curb curb ramp and crosswalk median along Winslow and Rogers Road between Allendale and Sayre Road The first change order is for an additional crosswalk median at Spicewood Lane and Rogers Road Is that better, all right, sorry I'm gonna start over with the change order one order is an additional crosswalk median at Spicewood Lane and Rogers Road also curb insulation at the northeast corner of Abbey Lane Change order two is the covered extension of three feet. We had a retaining wall next to a multi-use path Addition to this is a sanitary manhole section pipe to lift the manhole cover up in Grade with that multi-use path Change order number three is reconstruct the eastbound turn lane at Spicewood Lane to a pavement section meeting requirements for mainline Road This falls back to change order number one with the median at Spicewood They're creating a mainline lane on that D De-acceleration lane will become a mainline the initial contract part price was one million three hundred forty thousand All three change orders would add sixty two thousand four hundred sixty one dollars and eighty-four cents Bring the grand total of the contract at this time one million four hundred and two thousand four hundred sixty one dollars and eighty-four cents And if I may I'd like to touch on the roundabout closing if I could to get that out there the roundabout for Winslow High and Rogers will be closed May 27th, which is this coming Tuesday following Memorial Day and Is expected to be back open July 14th as a 45 day full closure. There is still access to the park I believe there's pedestrian access on the east side and on the southwest side of the roundabout to the park That parking lot is closed for the park, but the child's elementary is since they'll be out of session Has agreed to allow parking up there as well. This is a request from BCM contractors for the use of Certain portions of the West University Street and South Jackson Street unimproved right-of-way This is the contractor that's constructing the core community flats project. This is a private development project. However the contractor is using several areas adjacent to that property for staging construction access Has been for several months and so what we're trying to do here is formalize the proper approvals from the proper bodies For the use of this property. So What's shown in yellow in the staff report is the Board of Public Works unimproved right-of-way and what's shown in blue is RDC owned properties and the the board Facilitated by the engineering department is going to be beginning the construction of South Jackson Street and the reconstruction of South Rogers Street This summer and so we wanted to formalize these approvals and make sure that the contractor was aware that if there's Conflict with our project our project will take priority over theirs They'll have to ship things around get out of the way We anticipate both contractors will work together very well But we want to get everything kind of formalized and continue to do so in the Hopewell area in general There's probably going to be a lot more development from a lot more developers and so I'm working on a GIS site that'll kind of show all the approvals and Who approved what and where and when? I motion passes Next is approved lane and road closures for Arlington multifamily project Good afternoon Kyle ball engineering Stinger excavating is requesting lane and road closures on Arlington Road northwest of the West 17th roundabout These closures have been requested to start May 27th of this year and end August 1st of this year This would take place of course during NCC SE summer break These requests are stemming from a need to upgrade water storm and sanitary utility systems and some transportation infrastructure The applicant has been coordinating with the adjacent property owners in the area signage for the closure has been in place Since at least the 12th of this month Coordination with BT is ongoing as well as NCC SC Happy to take any questions. We do have been from Stanger if there any project specifics Thank you questions from the board on this item So we talked a little bit yesterday in the work session about the About engineering's preferences on the way that this is handled. Could you just recap a little bit about the The date span that we're approving and then also the type of restrictions That would be approved. Yeah, at least requested by engineering. Yeah, absolutely So I would say engineering staff's position is a little bit indifferent as to the length of this requested closure period We've had similar projects that took a shorter time span, but that might be crew specific crew dependent So it might just be resources being allocated As far as the need for closure the submitted MOT there's going to be a few tweaks to it just some additional signage things like that Some of the local access there's still questions on So any points of this project? I'm going to work very closely with Ben to make sure that we're keeping as much as that open for as long as we can keep open Making sure that you know things aren't just being closed for the sake of being closed And you know alleviating much of that public nuisance as we can Is there any Anticipation that one lane will remain open During this closure or is the request from May 27th through August 1st to be both lanes Potentially closed through the duration. Yes, so We don't have that specifically lined out, but that'll be the goal to keep those as open as we can So the specific constraint here is as you get closer to that West 17th roundabout that lane narrows quite a bit As you go further north, there's more shoulder width to work in And then of course we want to make sure that we're not putting traffic in a position to where they're going to be Putting any kind of pressure on any of those open excavations even several feet away The sub grade can be affected by heavy traffic flow. I Think because it's such a long time frame and there were so many questions about Not sure what will be open when I'm wondering if we can get a report partway through the summer Just how it's gone and for traffic flow Yeah, that would be helpful for the board to get midway through Great, thank you. This is a request for a phased set of lane closures for utility relocations For hub to which is going up on the north side of town It will be bordered bordered by 17th Street to the south 19th Street to the north Washington Street to the west and Lincoln Street to the east They are proposing a phased closure of three weeks per phase To relocate the water sanitary and storm. They are also doing a full-depth repave of the roads They will also be doing sidewalks tree plots In conjunction with all of this then they will be putting in the final layer of asphalt When the project is complete, I believe that is in June of 27 So they'll get the roads will get rebuilt but they will leave the top layer of off the tip top final layer of asphalt off Which is standard practice In in these situations you see this a lot in new public improvement developments They'll build out the roads, but they'll leave the top layer of asphalt off so that it's not damaged during construction So this request is for the closures of North Washington Street East 19th Street and North Lincoln Street There will be additional utility Relocation work in 17th Street, which we will come back to you at another time For those closures. This closure does not include any work on 17th Street at this time Thank you Questions from the board on this item. So just confirming what I heard the dates for these closures are summer 2025 and the project is expected to be done in summer 2027. So the closure that we are requesting will be for This summer and we would reopen the roads prior to IU school season starting With the exception of the final coat of asphalt, which would be done at the end of our building project in June of 2027 So that we will maintain Maintain residential traffic to every property affected throughout the construction But because of the separation of utilities required between water and sewer We are basically going to have to dig up the entire road as we go And so the temporary will be you know milled asphalt and or gravel and steel plates But we will maintain, you know for all residences on those streets. We will remain Maintain full-time access to their properties and then with the Commitment to having the base asphalt down and the curbs poured before the start of school of 26 and 25 26 season And can you describe what pedestrian access looks like to those other properties? So currently there is no pedestrian access there there are no sidewalks along Washington at all There are sidewalks along the there are some sidewalks along the north side of East 19th Street And there are some sidewalks along the east side of North Lincoln. I believe the sidewalks There they're disconnected. I believe that they will leave as much sidewalk That's there on those sides that are not affecting their closures. They will leave as much of that open as possible Because the sidewalks that they're the pedestrian facilities that they are building are within their properties so This is not an area that has really much pedestrian infrastructure at all at this point in time So they really aren't impacting any pedestrian infrastructure Because there's none there. Mm-hmm. And our MOT also includes a POT. So there is a pedestrian Pedestrian maintenance of traffic plan. That's right. That's being implemented as well as Basically what sidewalks are there will have if they're if they can't keep them open They will have a diversion right next to where the sidewalks were. Okay Any other questions I'm just looking at the notice of temporary road closure included in the packet and that goes through August 24th it looks like The closure dates on this staff report go Through August 13th. Yeah, I think we have just a little bit of extra wiggle room in there Okay, I just I literally just went three weeks per on the calendar And I think that their closure just gives them in a little bit of extra wiggle room Okay, and I thought that you know, we would rather be done sooner than later Especially because I you classes start again Monday, August 25th I'm sure you're aware up in that area. So the move outs will begin August 1st They usually do August 1st move out August 15th move in so it'll really start to pick up They're heavy in that very first part of August. Thank you approve closure requests for popular development It Was missing the s That's all right, so it's Alex Gray from engineering so FA Wilhelm is working on the poplar's development with IU and they are requesting some additional closure To help working on the building and for those that don't really know where poplar's is it is along East 7th Street between North Dunn and North Grant So it encompasses those kind of blocks and then on the back side is an alley that's right by the parking garage there so this request Would be that they would add to their additional closure Which is where they have the bike lane on seventh closed between North and Grant they would like to add the sidewalk on the Eastern side of North Grant Street and close that as well That way they can push their fence out and have a little bit more space on that side when they go through and start doing masonry work And this closure they would like to have it be from May 29th to July 25th of this year and Let me see they originally normally the way the code is is that If there isn't if there's a potential to where to do a walk around we like to do one in this instance there is a concern that if we put a walk around which would be on Adjacent to the sidewalk it would make it where that's the cars and everything else that was in that area would not be able to Make the turn from 7th on to grant because there's a bump out that is over at the entrance which makes the turn radius a little too sharp for most vehicles and so we didn't think that was reasonable to Kind of allow because then it would essentially close grant which is not what we want so we have requested them to do a Just a regular sidewalk detour and then we also had some discussion about whether or not we wanted to put it at mid-block Which would be kind of a less of the sidewalk closed and that would utilize the alley and then kind of the curb ramps there but we found that those were not a DA accessible and we didn't want to Have someone go through and use those and there was also concern of lighting if it was going to be lit enough at night So we just said that they can use 6th Street and then 7th. This is Adam Wason public works director on behalf of JD Borough This was A result of last summer We had the storms come through in June last summer and we had damage to the Street Division's awning down off of Miller Drive Took quite some time to Get all this figured out. We originally had done an emergency purchase justification through the controller's office on this and then after realizing we had some electrical infrastructure feeding into a Emergency weather siren at the location. We had months of delay finally getting this All taken care of and this is just to formalize the contract with Renaissance for the 22,000 for demolition on the awning We're hoping to get reimbursed some of that from the state, but we're still waiting to hear Questions from the board any public comments on this item Seeing none Is there a motion Miranda do you have something?
