I Next is new business first center new business is right-of-way closure request for CBU for West 2nd Street modernization Good afternoon Kyle ball engineering So CBU is requesting a closure in two phases on West 2nd Street the phase phase one would begin on August 3rd at about 8 p.m. And then wrap up the following morning on the 4th at 6 a.m And then phase 2 is looking for starting that 6 a.m. On the 4th of August and then wrapping yet on the 15th of August This work is being requested as part of the second Street modernization project So first of a few that I'm sure we're going to be seeing here in the next few weeks this closure I know we had a question about it in the Work session yesterday. So the detour has been added for both phases as part of this as part of the staff report So what we're looking at here is essentially utilizing the of course, I printed it too small Utilizing walnut to third for that northbound flow and then Third going down to Rogers and then jogging over to first to get back down heading south So that would be for the phase one. So just that evening and early morning phase two Looks at using Rogers and first as well as college in first Thank you any questions from the board on this item I Just confirming for phase two that the The stretch is closed continuously for 24 hours during that time period. It's not just overnight or in the morning. Okay. Yes, so CBU has been in coordination with them. So they actually came up with a traffic control plan that would keep that drive-through line flowing. So obviously the entrance would be to the east there, just off the southern end of the parking lot. So we wanted to make sure that traffic could flow through the parking lot. This is a Project at the intersection of Grimes and walnut the project is primarily maintenance based the existing traffic signal has passed its useful age and needs to be replaced So it's mostly signal replacement. We're also including some Minor geometric improvements focused on pedestrian safety and accessibility We've discovered that we need right-of-way acquisition at three of the four corners in order to complete the project so this item is The board confirming that the project serves a public need and is our first step in the right away acquisition process Staff supports this resolution. This is the same project this actually amends the existing design contract for the services required to acquire that right-of-way I'll also note there was a question in the work session. We clarified that this project is outside of the limits of the ongoing corridor study for College and Walnut, but that we did confirm with the planning and transportation department that we didn't expect that we were building something that we would then turn around and tear out. But this amendment adds $64,465 for those right of way services for a new total contract amount of $170,015. Staff supports this amendment. I'd be happy to answer any questions questions from the board on this item Does this actually include the Cost of the right-of-way or just the services to survey and acquire the right-of-way just the cost of the services for appraisals and buying and things like that and so This adjustment is because the original contract did not include right-of-way services. So this represents a of the acquisition services Correct often we make an assumption about initial right away and include some services We were not expecting to acquire right away on this project originally Question so this company will be also I assume subcontracting to do appraisals and things like that. This is looking for the Longview Greenway project stemming from Pete Ellis to Smith Road The Eastern Drive approach at the address of 3200 Longview was installed incorrectly by the contractor found to hold water after a rain event what we plan on doing is taking a portion of that Easter that approach and and adding like a curb and gutter line with a angle on it to flow it into a drain there to rid it of the water that has been retained the original contract price was 540,000 Pardon me five hundred forty nine thousand four hundred thirty three dollars and forty five cents the additional charge through the contractors three thousand six hundred eighty six dollars and twenty eight cents bring the new contract to five hundred fifty three thousand one hundred nineteen dollars and seventy three cents and Just to note this does add three additional days to their work schedule Any questions questions from the board on this item You mentioned this came about because of in an incorrect installation It was a correct insulate it. Excuse me correct installation, but it was known to hold or it was Spotted after a rain event that unfortunately with that it did hold water. Kendall Kenoki engineering department So this is a contract for utility staking for the West Second Street modernization and safety improvement project You heard some work going on earlier about this project. There's going to continue to be a lot of utility work going on this year so this is kind of the first step where as part of the end up process utilities can request that we Stake out the future locations of roadway improvements so that the utilities don't conflict with those locations and we've compiled as part of the process they've had to list everything they need staked out we've compiled everything and we've brought that to a consultant Smith design group who Can stake all of those locations out for us for? $7,500 not to exceed Looks like during the work session there were some questions about when they're gonna do that as soon as I issue the NTP They're gonna get started So I anticipate they're gonna start next week and they should only take two weeks I put through August 22nd to kind of give them some wiggle room for weather But we anticipate the first two weeks of August they should be done The good slash bad news is as soon as they're done. Everybody's gonna come in and start tearing stuff up So you'll probably get some more Permitting requests some more lane restrictions sidewalk closures could be full closures, especially at Rogers and second coming up. So Just to be aware, but I'm happy to answer any questions about this particular contract right now Thank you questions from the board on this item That was going to be my question was once the staking happens like what's the window of time that? utilities have to You know get the work done that they need to do Yeah, that's a really good question. So I think there's seven total utilities I believe five of this actually there's eight five of the eight can start immediately and will probably start immediately the other three are kind of waiting on and The others to get done. So those are the communications folks So I would say a majority of the intensive work that's going to impact the public is going to start Pretty much right away after we get this done Any other questions from the board And when those closures and Changes to the right-of-way come about will the board be hearing some of those as they come up Or how do we get the updates on? Yeah, so the individual utility companies they have to apply for permits So all of those closures will come through the board when we award the contract for The construction of West Second Street all of those maintenance traffic plans will be a part of that award that will also come to the board So you'll be fully aware of all the closures that are happening Okay We can probably anticipate that over the course of like the next two meetings. Maybe if the staking I don't know how long they will take to complete that staking but Yeah, probably August and maybe into September you'll probably see those and then this project lets in September so I would anticipate October November time frame is when we're gonna be awarding that project to a contractor and Good any public comments on this item? Thank you Next we have approve addendum number one to service agreement with specialties company LLC for handrail at third and Miranda Beaver with the Public Works Administration office Presenting for a Joe van Dievander for the Street Division This is an addendum to the service agreement with specialties company LLC and this was to provide Repair to a damaged section of the handrail on West third. This will now Upon further and In-depth inspection it was discovered that more repairs and replacement were needed to actually make this pedestrian safe and so this will be a additional eighty six thousand five hundred dollars not to exceed amount to Cover that more immediate safety need that we didn't anticipate and during the work session there were some questions about replacing are we replacing only on the north side or on both sides and This fencing will be on both sides of the northside sidewalk. So the north and south side of that northside sidewalk and then the Significant price increase is due to the fact that we only Anticipated replacing that small section of the fence and now we're replacing the fence on both sides There is talk that we will replace the south side of section of sidewalk Within the coming year that possibly make that a project for next year. It is currently still meeting safety regulations So that side is still good And then there are no expedited fees. That was another question that we had But we are assisting with traffic control on this one to help keep some of the costs down since it was such a significant increase and the new timeline for this project is that once we were able to put this order in the materials should arrive within three weeks and They're anticipating one week for work on that Any other questions Thanks questions from the board It seems like part of the significant delay that there has been so far as material acquisitions So they're pretty confident that they can get the materials within three weeks and there won't be more of a delay than that Yes, that is what Street relate to me this morning is that as soon as we get this contract signed they're gonna replace this order in the morning and that they've guaranteed them a three-week delivery timeframe had had they received the Pieces they had ordered when they originally were working on just a I don't actually think that we have them in-house. I think they did receive them at the distributor But because we were still looking at having to replace more of it. We have not received them like at Street yet. Okay So we can anticipate the entire Material delivery to happen within the next three weeks. Yes And so the inspection has there been an inspection on the south Sidewalk, I think they did a preliminary walkthrough It was not I don't think it was intense as intensive as the one on the north side But I can't you can't quote me on that I think because I I'm not 100% sure but I could find out for you and bring that back to the next meeting Yeah, I mean from just the casual observer it doesn't look Like it's in the same dire condition that the north sidewalk does but I am a little worried You know given the condition of that other sidewalk that there could be some deterioration Similar deterioration on the other side and just making sure that it's not You know a risk obviously it's ideal if it's safe that we keep that sidewalk open and As long as we can while this other sidewalk is being taken care of but if it if it appears that it's unsafe in some way, I think that would be another priority Also keeping in mind the construction that's happening and anything that might I mean if I know that part of the convention center is not likely to See as much activity on that edge, I don't think but Obviously that is another I think they want to address that north side first and then they're going to immediately address the south side to see what we what the need there is if we need to Move quicker on that or let it be one of the projects that we set aside for next year Any other questions on this Any public comments on this item?
