Next up is appeals. We have a noise appeal at 702 East University Street. All right. It does not appear that the appellant for this case is online or in the room. This is an appeal of a noise violation at 702 East University Street. We have the officer that issued the noise appeal to officer Dorman issued the noise violation to Isabel. I'm not sure how to pronounce a lot Rigel R Y G I E L for a noise violation on October 25th shortly after midnight. And citation 3 6 9 9 7 was issued for a at 7 20 East. I think we have a typo on the. On the agenda it's a 7 or 2 but in the staff report it's a 720 and she was informed that the appeal would be heard at tonight's meeting. Basically her appeal stated that prior to the evening we spoke to all of our neighbors to let them know we'd be having a few friends over for Halloween and gave them a number in case our friends were too loud. We wanted to be respectful. No one reached out to us. First under new business is amendment one to engineering contract with resolution group for the crosswalk improvement project phase two This is a project that constructed crosswalks that improved crosswalks at four different locations around the city The contract in question is our construction inspection contract They're required to be on site anytime the contractor is doing work as well as doing a lot of paperwork for us Those contracts are set up hourly because they're The amount of time they spend is dependent on how the contractor sequences and how much they you know how much time they take so this is an amendment to increase that contract by It's an existing contract of sixty four thousand eight hundred dollars. It increases it by eighteen thousand eight hundred eighty six dollars and fifty six cents to a new total of eighty three thousand six hundred eighty six dollars and fifty six cents. We've been assured this will take us through the remainder of the projects would be the last contract amendment. Staff has reviewed and supports this amendment and I'd be happy to answer any questions. Thank you. Questions from the board on this item. a recent amendment that was talking about Closeouts of projects and since these are this is an hourly charge is it possible that they may not even use all those hourly funds it is it is possible that they won't I will say that this one because Because the actual construction work is complete and they're only to those closeout tasks now You know, they put together what I think is a pretty accurate estimate. So I would guess they'll use it all but you're correct It is feasible. This project is 11th Street traffic calming between Maple Monroe Street and Maple Street project includes insulation of asphalt speed cushion signs and payment markings within that area. These were publicly open yesterday, November 17th at noon. Um, EMB payment was the lowest responsible, responsible and responsive bidder. The two bids were such EMB was at 38,495 credit and credit was at 92,440. Engineering does recommend awarding the contract EMB additionally with this construction work. There will be lane restrictions and possible road closure at the actual installation of the speed cushions The prep work they can pry flag around and such but the actual installation with the trucks being there but with ors and a couple other roads there should be detours not you know, not hampering anything and The construction time is 25 calendar days and we're trying to get this to where it's completed by July 31st, which is the beginning of next school year. Uh, we've got zach here with um, Uh with engineering he'll just present the staff report real quick Okay, thank you Zach bell on behalf of kyle ball engineering field specialist City of Bloomington utilities is requesting approval for road and sidewalk closures As well as a noise permit associated with phases seven and eight of the West 2nd Street modern Modernization project between South College Avenue and South Walker Street These closures are needed to complete utility relocations and upgrades scheduled for completion by the end of the year phase seven will require a one-night closure of South Roger Street from West 2nd Street and To West 1st Street phase 8 will require a two-night closure of the north sidewalk and roadway of on West 2nd Street beginning at South Walker Street CBU has provided maintenance of traffic plans for all proposed work Actual closure dates will be weather-dependent CBU will issue public notices in advance of each phase to ensure proper notification That's it Thank you All right. Is that a new on this one on this project with these road closures we've been actually doing news releases and putting them out through social media. Gotcha. Try to get extra attention on them. Okay. There is one business there that performs surgeries on Thursdays and so we have to do it a Thursday night into Friday is is why we're asking for those dates. OK that makes sense. Well, I appreciate the effort to coordinate this for an evening as someone who had to do breathing exercises on my way here down Rogers at that very intersection Thank you for coordinating this for a less traffic time And I'm sure public safety is alerted to these potential closures and will be Through the in-road system. Hi Coxdeckard I motion passes Next we have extension of lane and sidewalk closures for Duke Energy Zach Bell engineering field specialists again Duke Energy is requesting an extension of permitted lane and sidewalk closures on West 11th starting at West Fountain Drive and working East until Diamond Street this request is to accommodate the installation of 28 poles and relocation of overhead conductors and With approval, the new duration of the closures will be 40 to 50 working days. Sidewalks will reopen after each workday, except for a three to five day sidewalk closure at 903 West 11th. The traffic control would be in place from 1104 25 until approximately February 15th, 2025. Page Summers has supplied maintenance of traffic plans for all work. Questions from the board Is everything going okay with the project in general Extension so I was just curious if that we've had any issues that have come up that still need to be no issues just a scope expansion Kind of I would think in lapse of communication on Duke and their subcontractors part. So once they got out in the field they saw that the permit was issued wasn't correct. So they reached out and lucky luckily their two weeks extended until today. Next up we have memorandum of understanding for public improvement bond for Kinza Ridge subdivision phase one. Hi Maria McCormick from engineering. This is a request for approval of an MOU between the Kinza Ridge subdivision group and the city of Bloomington and engineering. About the public improvement bond for phase one You approved a public improvement bond back in August This this mo you gives them credit for the infrastructure that they already have in the ground And gives them an automatic Reduction in their bond amount which will help with the carrying costs of the bond to help reduce development costs So the the infrastructure that is in the ground has been inspected as it has been going in And is acceptable. We obviously we haven't accepted it yet because everything is not complete But what has gone in has been accepted the water sanitary and storm They've been able to connect to the city's infrastructure and the They had the roadways in with the exception of the surface layer. They have all of the curves and gutters and the reason that there are two different bonds. If you look at I think it is exhibit a. you can see that there is an extension of Prow Road that continues above where most of phase one is, that is also included in phase one. They have not started on that work yet, so there is one bond for the entirety of that work, and that's the smaller of the two bonds, and then the larger of the two bonds is for the rest of that phase one work that has already been started. So it just it helps the developer out by reducing their initial cost of their bond and you know, then they don't have to come to us and do a bond reduction right away and it it it just helps make it more affordable for the developer in and they do have the infrastructure in and we have been inspecting it as it goes in. And they need to post these bonds to be able to record their secondary plats so that they can sell lots We do have Bill Evans, I believe the developer is available if you have any questions And the the agreement does also make it very clear that until final acceptance happens that the developer is responsible for Sanitation and snow removal services in the development And they have already provided those bonds. Next we have service agreement with Allison farms lawn and landscaping for right-of-way weed control Cassie horny public works for the service agreement We are recommending that we award this to Allison farms for right-of-way weed management So whenever we say that we're basically referring to like medians pedestrian islands side paths sidewalks throughout the city We did actually reach out to every vendor within kind of every county adjacent to Monroe that has a category six certification for industrial weed management to see if they'd be interested in this service agreement. We did receive two quotes from vendors, one of which we would also still award. They're just going through a vendor vetting process, but we're moving forward with Ellison Farms right now. This service agreement is not to exceed $30,000 and to run through 2026 with two optional one-year renewals The way you described that it sounded like this was a new type of contract one that hasn't been done before can you speak to that Jump in there I'm also happy to go ahead. Perfect. Some that's been on our list for quite some time. So we get a lot of feedback about just vegetation management in the right of way appearance wise trying to get those weeds that are growing up between the crack of the asphalt and the concrete. They're unsightly but they are super unwieldy to manage as well. We'll get out there and clean them up and two to three weeks later you come back by again and they're coming right through. So trying to do some more innovative not innovative but do more put more effort towards it into the future. We're going to be looking at seeing sealing those cracks differently with the pedestrian refuge islands trying to do different treatments try to really keep back the weeds from growing in the first place. But if there's a crack and there's any type of aggregate you'll get a weed. And I think I would just add that Part of the goal here is to also reduce the amount of manual maintenance time that we need crews to be out Doing that maintenance and this is a really good preventative measure That kind of increases safety by not having folks have to be in the road And yes efficiency. Yeah, and so this company would they Have a regular cycle or they is it an on-call sort of thing? How does that? Yeah, so there's like a pre-emergent kind of piece. So we'll basically mobilize with them in the spring to come up with a plan. Our current strategy, and this is new, but our current strategy is to work with Allison Farms in particular on kind of the arterials or the higher traffic roads. We are hoping to have another service agreement, like I said, with the other vendor that would also help us focus on maybe some of the other street classes. So our local streets and another so That that's the yeah the plan. Okay. Thank you Is the plan for the other contract to be about the same amount as well? So the city can use either contract up to 30 is it 30,000? Yeah, that's correct They're both 30,000 and we did put in our budget for next year a line item around kind of gateway maintenance as Adam said this has been kind of a priority for us and Any other questions from the board. It would include College and Walnut from Kirkwood to 8th. And then in addition to that, the large walls That span under the beeline on 3rd Street between College and Madison gosh, I hope I got that. All right. Yes that one So those are those also need a good power washing. So that's what this contract is for Very good any questions from the board on this item I'm just curious Kirkwood tends to be pretty heavily traveled so When's the time to power wash sidewalks? I assume it's not in the middle of the night. Yeah, we and we put kind of a broad range in the scope of work that we're hoping to get this work done between now and the spring, but we're leaving it kind of open. So obviously not maybe the height of a football. Weekend, you know, that's not what we're gonna target and we'll do outreach with all the businesses We did also put in there that we do expect the contractor to work in the morning before lunch rush would occur And we would work with every single business along the way to make sure that you know We accommodated what needed to be accommodated. Nix Bagnolo Public Works facilities The service agreement is for snow and ice removal services public works on facilities and key locations throughout the city of Bloomington Quotes were solicited from many vendors throughout the county Similar to the process that Cassie described we put out a pretty broad net to anyone with a web presence or that we had word of mouth on Trico provided a competitive quote multiple vendors will be awarded service agreements for this particular service the broad idea here is to have a Several vendors that we can rely on in the event of a heavy snow event that is just more than the city is able to respond to Staff recommends awarding the service agreement to trinkle for an amount not to exceed $40,000 this agreement would run through 2026 with two optional one-year renewals Thank you questions from the board Just so I'm clear this is for the actual property so things like parking lots and sidewalks around the Buildings and things like that. Is that correct? Yeah, those are included. There's we sort of broke it down into four packages one sort of reflects the work that the street division would typically do so that would include roads and sidewalks and things one includes parking and Facilities so that would be areas like here at City Hall and the city-owned parking lots Another package is kind of what we called like the high priority network That would be like for example Walnut Street between like Winslow and Kinzer In the fourth package was for redevelopment Commission properties Okay, so that third package that would be an Attempt to supplement the work that the Street Department itself is doing. Okay, correct or for example this past February We had more snow than we knew what to do with. And so we were piling it up onto the sidewalks. So just be busy busy otherwise Just noting we're trying to finish up our paving season and wrap up a bunch of our just general construction projects with paving and hoping we can get a little bit more time in to wrap that up and are also wrapping up a couple of our Some some work on some of our parking master plan study So we'll be getting a brief presentation to the board on that at some point and then our pavement and sidewalk condition Analysis that is all wrapping up here this fall as well So we'll be getting all that data and can present that out to you all and to the City Council and others Transportation Commission.
