We have an abatement at 1205 West East Branch Road Hello Mike Arnold with hand This is a property we've sent four citations to for garbage and debris and overgrowth and have not had any success in getting things taken care of. They did mow one time, but it's back to eight inches again. So we're requesting the board give us permission to abate the property. Are there questions from the board? Has there been any response from the property manager or owner regarding this? Property no, I did get one call About two weeks ago saying that they had mowed and they did actually mow somewhat But the garbage and debris is still on the property Whoops looking over the materials I just want to Thank city staff for updating what we talked about yesterday. This is Janice Greenberg and she wanted to just make sure the board was aware of her support for support for allowing a private dumpster trash service for the property at 420 East 6th Street that we've seen come for abatement in the past. More working actively with the property owner on just that. I second I will call the roll Cox Decker and I Caron I motion passes We will move along to new business First item is the right-of-way closure and noise permit request for Crider and Crider at North Walnut and East 19th Street Criter and Crider are requesting approval of temporary right away closures at North Walnut Street to accommodate completion of a sanitary sewer connection associated with the hub to project the request includes temporary closures of the north sidewalk along East 19th Street the east sidewalk along North Walnut Street and the intersection of East 19th Street and North Walnut Street as necessary to safely complete the work closures are proposed to occur June 2026 for a two-week period pedestrian and vehicular traffic will be maintained shifted or rerouted in accordance with the approved maintenance of traffic plan They've also submitted a noise permit But if you have any further questions, I can answer those on this and we also have James here, too Their board questions on this item as well. Next is the right of way closure and noise permit request for Weddle Brothers at the convention center. Thank you. Zach Bell on behalf of Kyle ball engineering Weddle Brothers is requesting approval of a temporary right away closure at South College Avenue to accommodate completing the enclosure at the connector portion of the Bloomington Convention Center Expansion project that will span from the new expansion on the east side of South College Avenue to the west side of College Avenue The request includes temporary closures of the Western sidewalk the existing Eastern pedestrian diversion and College Avenue south of third as necessary to safely complete the work. They're proposed from June 30th through July 24th and pedestrian vehicular traffic will be maintained shifted or rerouted in accordance with the approved maintenance of traffic plan. If you guys have any questions we also have representative from Weddle here today. I'm sorry if I may just add real quick just another thing to note with this closure and such I did talk with some representatives of Weddell today We also have a major art component that will go into this project as well That is early in the early stages of design development and all that there may be subsequent closures of college for shorter periods of time in the Well out into the future for that art installation, but we don't plan that the art installation would occur during this period There may be some hardware added and such but that would be about it Footprint the same as the closed footprint when the initial installation for the skywalk was put in place pretty similar Okay So all the access points that we kind of went through last time for my sister's closet and all of those conversations, those all are maintained in that way. Just the noise permit application only be used to meet the deadline and the permit has worked from 12 a.m. to 1159 p.m. Can you just talk about the case that you might need to use that? Yeah, you can just use the microphone there and state your name for yeah, Andrew Sherry project manager with little brothers So the noise permit is our saving grace if you will if we get into crunch time We have an unforeseen condition or something like that. We don't plan on working extra hours. Maybe ten hour days We're currently working eight But again, just a fallback if we need that to hit that July 24th date In this kind of instance, is there any That the contractor reach out to city staff to let them know that they plan to work I'm sure and yeah, they do a really good job communicating with city staff if they're getting behind we're gonna know yes We've notified all the tenants between second and third sent letters everything updated Google Maps with Kyle ball and his team So the same thing the process from before. Thank you. Yeah We talked a little bit in the work session about the coordination effort Not only I mean this project on its own obviously has a ton of coordination. It's a very important project It's takes a lot of people working on this but for city staff there's also coordination between this project and some Repaving and construction that's happening on one of our alternate routes being Rogers, right? So can you talk a little bit about what we talked about in the work session, but also just what do we perceive as being the overlap between those two projects? Yeah, so the Grimes, Patterson, Rogers, and Kirkwood Paving Project will kick off yet this summer, probably in the next couple weeks. What what for any of the paving on Roger Street? we would have the south by for any lane restrictions on Roger Street associated with the paving or Concrete work that would occur in advance of the paving Southbound Rogers is always going to be open so There is any lane closure or diversion. They're always going to keep the southbound traffic moving south on Rogers If a detour for northbound were to have to occur they detour that over to Walnut Street Knowing that Rogers is the detour for this closure that southern Traffic is the biggest key for us right there. So that's being taken into consideration We also have work taking place on 2nd Street as part of the 2nd Street rehabilitation project or rebuild and so there will be Some planned closures at Rogers in second, but that will not overlap with this that is that is off the table. Yes But as you mentioned it is requiring a lot of coordination We have another really really busy paving season both with contracted and in-house work at the Street Division that is definitely going to overlap and that but that key detail is that South Rogers would remain open at all times and And we had talked a little bit yesterday regarding the Rogers project that for the purposes of the Repaving portion it's handled with flagging. So Do we imagine that that's going to happen during this June 30th through July 24th window and for flagging I Would imagine that would mean northbound would be closed southbound I mean Somehow they're getting people around they're not allowing traffic in from the other direction If that's the case, it'll be accommodated. Yes, there will be There could be times where Rogers is in underpaid. Let me take this so There's a small chance the Rogers paving will overlap with this portion We don't have that full Gantt chart of the timelines for that project yet. That's still being worked out with the The lane closures for the Roger C project are only related to concrete work. So that that and that's where we would keep the southbound open when they're paving what Kendall was talking about yesterday with the the paving portion of the Roger Street project that would be done under a condition where they would do flagging of traffic to as they're you know, either milling or paving at that same time. If it makes most sense to detour the northbound traffic for volume reasons, we would take that step as well. The good, and I'll just add one, we were all really, really worried about the first closure, and that was during the school year. That was when we had, you know, full, you know, full population in Bloomington. We didn't have any issues. We didn't see a lot of, we didn't see backups. We managed some traffic signals a little differently, but everything we had fears about didn't really come to fruition, so that was good. Knowing it is summer, lighter traffic, no school buses, you know, We're confident. We'll be able to work it all out. Yeah. Yeah, I thought it was very smooth during that I mean as smooth as shutting down a major thoroughfare can be but it was smooth, you know, I traveled through that corridor all the time and didn't experience any like a major hardships Making that I had fears that 3rd Street would be backed up to college that Rogers would be backed up to 3rd Street That never we never had any of that which was yeah Yeah. And I think I mean it's nice that we're reviewing this with time before the closure is happening like it's not happening starting tomorrow which sometimes where that's the situation because I think it does allow residents to make decisions about how they want to travel which helps to change those patterns. We'll do similar sign boards like we did the last time to just let the traveling public know what's coming. I think if it just so happens that the Rogers Street paving is scheduled not during this window that would be amazing. I know that there's work that has to be done on Roger Street and that might be unavoidable because of the issues related to all the people involved in that work but it would be delightful if they weren't hoping for is that they either get the concrete work done with the Rogers paving project very quickly and they can start and get Rogers paved and done and out of there before June 30th or that it's right after that July 24th, like we're gonna try do our best Manage that schedule accordingly. Yeah, I think that'll be one less worry on the on the table Yeah, we just need not to have the rain. We had a couple weeks ago that delayed everything. So yeah for sure And thank you to well brothers and the city staff both for all the coordination as we've been talking about this is a very it's a heavy left and Is there any public comment on this item? I Temporary right-of-way closure at 112 East 3rd Street to accommodate dumpster placement and building related work The request includes temporary alley closures and a pedestrian diversion as necessary to come to safely complete the work Sidewalk diversion is proposed for approximately Excuse me. Yeah, that's 60 days on that one Sidewalk diversion is proposed for 60 days Pedestrian and vehicular traffic will be maintained shifted or rerouted in accordance with the approved maintenance of traffic plan The alley closure is also proposed for 60 days It's currently closed by bollards which need to be removed to facilitate the placement If you have any other questions, I can answer those This is also near the area that we were just speaking about but just confirming that this is sidewalk and the alley not at all into the Into the street correct? Yeah, so this diversion will utilize the no parking zone there. We've coordinated with BT Shelley at BT has approved this It's not ideal for them. But really it's it's about the only way this can be done correctly and And we will be able to leave room for about one bus to pull over and then maybe two vehicles could also still fit in this but we will take up a portion of that no parking zone But nothing will will protrude into the street. I Caron I motion passes Thank you next on the agenda staff reports Public Works director just I've been talking a lot about construction and all the things going on around the community right now We do as mentioned earlier. We do have a really busy paving maintenance season ahead of us and ongoing currently lots of work being done around the downtown with our contracted paving work So this is 6th Street 7th Street Madison Morton 9th 10th as well as the north-south alley from 8th up to 11th, I believe between college and walnut. So just lots of investments going on there. We are going to have a delay with our parking lot Surface parking lot repaving project. We approved it earlier this year. We're having some issues with the contractor on that one and getting That project started it was supposed to start next Monday, but that's just not going to be the case So we'll hopefully be coming back to you with a secondary award for to the Contractor that had the second bit on that one And then just lots of coordination going on right now with with all the different projects the Kirkwood brick paver maintenance project is moving along the rain did push that project back a little bit and So EMB is really trying to catch up a little bit there. They're still in that 100 block doing the brick, paper, maintenance, extensive work. It's going to be really great when it's done. But we're making sure we're doing all the communication out to the businesses and restaurant owners and everything else to make sure everybody knows what schedules are and just making sure they're aware of any delays and things that are occurring. Big thanks to the street division and their team for all this as well as Cassie warning She's been doing a great job out there.
