Next we have title six abatements. There is a request for continuous abatement at 914 West Third Street.

This is a property that we cited on May 8th, May 22nd, June 2nd, June 12th and July 1st. It has not
been mowed and we're asking permission to abate the property and we're asking for continuous abatement.
Thank you. Questions from the board? Mike, do you have any idea what the situation might be with the
property owner? I think the owners, the recorded owners are deceased.
And so we're having trouble getting contact with the recorded owners. But it is for sale now. So we
may be able to get information from the real estate agent couch been removed or is it still there.
It's gone. OK. I also just want to mention we talked about in the work session yesterday that there
had been a continuous abatement that expired.
It expired on May 9th the day after the first citation was issued Okay, so that was a 12-month continuous
abatement and as soon as that expired then and when we weren't went right back to the same situation

Contract Addendum 2 with CGR services for bus stop shelter installation and payroll. Are there any items

first item on new business is the noise permit request for secretly event on 9 26 26.
Okay, this is a request as part of secretly secretly groups 30th anniversary and it would be on the
final night of the Grand Flume Festival At their warehouse down the beeline as a nod to both their start
in doing shows and giving back to the community The show would consist of two short sets by secretly
bands on the loading dock of the warehouse The original permit is requested from 10 30 p.m. To 12 30 a.m.
On Saturday, August 29th 2026 Attendees would set up in the parking lot and admission is free
secretly has been in touch with the neighborhood associations as well and staff recommends the approval
of this permit Thank you. Are there questions from the board? On this item and apologies because I was
not in yesterday's work session. So that is probably where some of these questions come from but I was
wondering about the conversations
with the Neighborhood Association as far as what that collaboration has has looked like. And I know
we may not have the petitioner here because it was on consent agenda but just trying to get a little
bit more clarity around those discussions.
permit just states within the permit itself that they have when the petitioner filled the permit out
they stated that they had contacted the neighborhood association that's in that location. So I don't
know if they've contacted the other neighbors. I would assume that they did that once it are not in
the in the neighborhood association there but it does state that it was the neighborhood association.
My main concern with this one is that
In the past for noise petitioners we have had a we've had two fairly strict cutoff points one is 11 p.m.
One is 12 a.m. So I would be comfortable with approving this to end at 12 a.m. Knowing that they may
have some tear down that's happening from 12 to 1230 and I think that is probably fine. I think that
the the noise of greatest concern is the amplified music.
You know my main concern is just the fact that we have not allowed other petitioners to go on past midnight
and it is while it's half of the property is facing a park the other half is very much in the neighborhood
and while I definitely appreciate that they're working with the neighborhood it's not clear to me that
like all the neighbors have said we'll be there and you can you know
Play until 1230 like it's not a neighborhood block party right. It's not the neighborhood themselves
hosting it. So I would just be concerned that there would be neighbors who would find it to be you know
problematic if they're playing past midnight. And I certainly appreciate that. And as we have gone for
consistency not doing a one off extended time makes sense to me.

the IU foundation Has requested to close Kirkwood Avenue between Walnut Street and Indiana Avenue on
Friday, October I think 30th. Sorry that is I'm correcting that as I'm talking from 5 to 7 30 p.m For
the IU homecoming parade Washington Street between 6th and 4th Street would be closed for staging beginning at 2 30
All other bisecting north and south streets including Lincoln grant done in Indiana will be closed once
the parade begins at five thirty and will reopen as the parade finishes.
The IU homecoming parade is a long-standing Bloomington tradition that has celebrated the partnership
between IU and the community for more than a hundred years Returning the parade to Kirkwood Avenue supports
the goal of creating a true town and gown Celebration by bringing the event into the heart of the downtown
where it can be enjoyed by more residents students businesses and visitors as a free family-friendly
Tradition the parade strengthens community connections and celebrates Bloomington's unique relationship
with IQ And I'm happy to answer any questions. Thank you
Questions from the board. This is I think maybe a forward looking question that we don't have to deal
with at this very moment. But at first when I read it and I saw it was the 31st I thought OK this isn't
going to be a potential conflict. But I am wondering I don't think we've received an application yet
for downtown trick or treat.
It might be that those two events would intersect. Do you know yet if those things are going to overlap?
So we don't receive a right-of-way special event application for downtown trick-or-treat because they
don't close any roads But I did actually reach out to Talia who was the event organizer for that and
gave her heads up that this request had come in and she has worked to schedule that a week in advance,
so she's aware and they're they're gonna
Adjust based on this. Okay. Yeah, very good. It's it's just like downtown trick-or-treat is amazingly
busy So I was imagining like the supercharged event of both of these things taking place But I think
it'll be good for downtown to have two Special events happening to Fridays in a row. That sounds great

Next is the preliminary engineering contract with HNTB for the 10th Street safety improvements project.
Hi Kendall Kenoki engineering department. So this is a upcoming project that's already gone through
public outreach last year with planning. This is safety improvements to 10th Street. So this is one
of our corridors identified in the safe streets for all plan as it's on the high injury network. So
it was prioritized for safety improvements.
So a lot of public outreach was done and some of the there's about a 30% concept plan that came out
of that that shows raised cross or raised intersections shows additional curbing And tree plots along
the roadway street trees shows lighting upgrades things like that So there's various safety improvements
that will happen as part of this project many of them are still you know going to be developed throughout
the design process of exactly what we're going to do and
But there's also a lot of storm sewer work that's proposed as part of this project to facilitate the
raised intersections So this is a preliminary engineering contract with HNTB to provide the engineering
services and design for the project and then we will bid out the project and Hopefully get it constructed
next year as the current schedule and
The amount of the contract is three seventeen five hundred HNTB was selected due to their inclusion
on engineering's pre-approved consultant list, which we put together and we've had it for a long time,
but we updated it last year and so we're kind of able to look at everybody's proposals and their expertise
and what their past projects are and kind of can pick consultants that we feel are going to be good
fits for projects and
So H and TV was selected for this project. It's going to be funded out of engineering departments annual
budget for safety improvements in this year and Happy to answer any questions about it. Thank you questions
from the board What is the section of 10th Street? Yeah, that's that's a good thing. I Should have said
started that so officially it's from Morton to Park and
Don't think we're going to be doing a whole lot between Morton and walnut but we went all the way to
Morton just There's that intersections been identified as possibly needing to be improved and kind of
conjunction with some of the things happening in trades district and this is kind of this corridor kind
of ties IU to the trades district if you will and then park was selected just because there
was an intersection improvement done with Woodlawn that kind of extends to park and so park is kind
of where I
The old cross-section starts and where we're proposing some improvements. Yeah, so it's really you know
what I think of as like the the Bloomington City part of that East 10th corridor, it's running through the
Section as you're heading into campus. Yeah, not so much the section that's running through campus That's
correct the section before that and it's probably worth noting that IU received some kind of a federal
earmark to improve 10th Street further east in their section, so this shouldn't be Confused with that.
Those are actually two separate projects. So What kind of community input? Will we get for a project
like this?
Yeah, so planning's done a lot of legwork. They've had pop-ups along the corridor Like they've set up
a table with the plans and then as people were walking 10th Street has a lot of foot traffic So as people
are walking by they came up, of course, they advertise this they did like an online forum I think they've
done notice that they've done a lot of the initial legwork So now that engineering is kind of taking
it over what we're gonna do is kind of update the public on the design process and get feedback at various
Stages 30% we're kind of at 30% right now. So 60% 90% and then inform them about the construction and
everything So we're kind of taking over what was started by the transportation planners And you know,
they'll they'll be a part of it too to a limited degree But we kind of lead the public outreach effort
once they hand it off. So Okay. Thank you
Portions of this corridor are very tight There's not a lot of right-of-way there and there's you know,
it's historic retaining walls and all sorts of things would you anticipate that most of the improvements
are like within the Bounds of the right-of-way within the bounds of the current streets cross-section.
Yes, we are not Anticipating to acquire any right-of-way as part of this project. So we're working within
the existing right-of-way there are a lot of
Opportunities IU owns a lot of property along this corridor where I think and in the preliminary concepts
the IU has seen we're actually showing You know taking a little property from IU. So they're kind of
a partner in this project in a lot of places Also, there's a lot of redevelopment happening along this
section of 10th Street and those Buildings are building a 10-foot wide sidewalk and an 8-foot tree plot
in front of the of their new building which is kind of
Almost widening our our right of way that we have to work with there So in those places, you'll kind
of see the road shifts a little bit We're providing a tree plot on the other side of the road to kind
of get one on both sides Whereas in other places we have to kind of just stay in the middle and just
get a little bit of grass on each side So yeah, there's definitely and it seems to be changing every
day with which lots are redeveloping so as we move forward we're definitely going to try to maximize
the benefit to the community and
Work work around all those projects, but yeah, we're not going to acquire any additional right-of-way
Most of the old properties the buildings are right up to the right-of-way anyway, so Not a lot you can

request for Renovia at 1425 North Dunn Street. Renovia is requesting temporary right of way closure
at 1425 North Dunn Street to accommodate exterior work. The request includes temporary closure of sidewalks
as necessary to safely complete the work.
Conclusions are proposed from July 27 through August 14th during normal construction hours pedestrian
traffic will be rerouted in accordance with the approved maintenance of traffic plan Have the work broken
up into three separate closures 18th Street 17th Street in North Dunn Street But yeah, they've submitted
an MOT and Looks good and I'm satisfied with what they've submitted
Thank you questions from the board I see there's a date range for the first closure Yes, that's that
is my mistake if you look at the traffic plan that they submitted that information is actually on there
so East I can just let you know Yeah, East 17th Street is Friday the 31st through the 7th of August
and then 18th Street is Monday the 10th of August and
through the 14th of August and is is evolve the only property along that stretch. Like are there any
other property owners that are impacted by those. Yes. Yeah. From what I can see. Yeah that is they
are the they own they also own the right away or whatever and there's no other properties that
that would be affected except for like downstream of the sidewalk closure and there will be the proper
MOT set up. So within the work zones nobody but evolve will be affected. I just want to note that we
talked yesterday during the work session about what a potentially challenging time of year this is for
a project like this and we just trust that you will help them with coordination.
Yes yes I'm going to stop by this one and coordinate with them and check out their MOT and make sure
that it's right. And if they need improvements I'll work with them to make them. And if it's something
where we need to stop we'll stop work and we'll get it right and then they can start back up.

Zach Bell engineering CBU is requesting approval of temporary right of way closures at 901 North Indiana
Avenue to accommodate work on a sanitary sewer main. The request includes temporary closure of Indiana
Avenue and East 12th Street as necessary to safely complete the work.
Closures are proposed from August 4th through August 9th during normal construction hours and overnight
vehicular traffic will be maintained shifted or rerouted in accordance with the approved maintenance
of traffic plan. So there's two closures that will occur simultaneously from the fourth to the fifth
and then they will be shifting to just a closure of Indiana. I think that's correct.
Yes Indiana and then 12th and then just Indiana. So both streets until the fifth and then just Indiana
from the fifth to the ninth. Sorry. All right. Thank you. Questions from the board. Do you know if utilities has been
coordinating with IU on the anticipated closure I Would the the usual way is through inroads so CBU
would update inroads and then everybody gets that update and that's usually kind of what our go-to is
I can talk to James to see if he's reached out to somebody and make sure that that we coordinate with
anybody that Has and could have any issues
Yeah, it looks like it will be completed before the bulk of the flow of traffic through the area that
might be related to the university. But just making sure there's not some either one last special summer
program or something like that that might be directly affected. It's also outside of the footprint,
I know, of campus proper.
I'm pretty far north but they do have properties up there. So yes yes absolutely. Making sure I'll talk
with James and make sure that he reaches out and ensures that that IU is fully aware. I do see the note
about maintaining access to the property. So if there is like move in activity happening with some of
those residential properties during that time I am understanding from this that people trying to access those
Properties will still be able to access the yes. Yeah, that is part of the idea is that they will maintain
