We don't have member president Elizabeth Caron tonight. So we have a

of 2026. First on the agenda, we have messages from board members. Do we have any messages from the
board this evening? Next, we have Title VI abatements of 4310 East Hector Drive. Good evening. I'm Sean
Hampton, Neighborhood Compliance Officer with Housing and Neighborhood Development.
Am seeking continuous abatement for 4310 East Hector Drive due to excessive growth The first ticket
was issued in early July from the previous compliance officer of the area I took over that neighborhood
zone on August 1st and wrote my first ticket which had been the second ticket on August 4th The final
ticket was issued August 12 resulting in my request for continuous abatement I believe this property
is vacant in or abandoned and
And no compliance will be made. No contact has been made with the owner and the owner has not been able

curb ramp replacement project phase one Good evening board Adam waste and Public Works director on behalf
of the staff down at the Street Division and Deputy Director Joe Van Dievander So this is a project
that is going to replace construct 36 curb ramps curbs and sidewalks on Allen Street Adams Street and
Woodlawn Avenue we Got six RFQs through our
Procurement portal that were opened at the Board of Public Works work session on August 10th Rivertown
construction LLC was the low Low bidder on that one in the amount of two hundred and eighteen thousand
eight hundred and ninety five dollars We also received bids from all-star paving milestone contractors
smocks smock fans their corporation EMB paving and forced construction company But again Rivertown was the low
This project and we ask that you approve awarding the contract to Rivertown construction in the amount
of two hundred and eighteen thousand eight hundred and ninety-five dollars and zero cents Thank you
questions on this item just one question out of curiosity more than anything else did this come about
because of Continuous review of sidewalks and curb ramps or is this an advance of a like a paving project?
So this is one of our I Believe this is actually I'll confirm via email, but this is going to be I believe
MPO HSIP money safety improvement program money because in what we've been talking about in our conversations
about future requests for funding through the MPO is
curb ramp replacement phase 2 3 4 & 5 and so I'm almost certain this is the first one of those phases
and those get identified through Not only to get ahead of our future paving projects, but also for specific
areas where we know we have substandard ramps and Curbs and sidewalks there so even though
we'd be authorizing this contract
The money be reimbursed through the federal funds. Let me follow up on that. I don't want to miss it

request for a Bynum Fanyo on West Dodd Street Good evening Kyle ball from engineering Bynum Fanyo is
requesting a temporary closure of the sidewalk adjacent to 221 West Dodd Street
for a period of three days starting September 1st through to September 3rd of this year. This would
be on the south sidewalk just adjacent to both the entry or both sides rather of the drive cut to the
extra space storage facility there on the southern side of West Dodds. This closure would detour
pedestrians to the north side of West Dodd Street For that time period I did have a discussion with
vine and venue today and let them know if they need any additional Need to add any scope to this work
as we discussed in the work session yesterday To please let me know and we'd you know, we'd work that

CBU is requesting approval of a temporary right of way closure at the intersection of South Maple Street
and West 4th Street and the intersection of South Fairview Street and West 4th Street to accommodate
stormwater maintenance work. The request includes temporary closures of the road intersections and sidewalks
as necessary to safely complete the work. The closures are proposed from August 31st 2026 through September
25th 2026 in two phases during overnight hours.
Pedestrians and vehicular traffic will be maintained shifted or rerouted in accordance with the approved
maintenance of traffic plan Breaking out in two phases Motorists should use alternate routes while closures
are in place and expect increased traffic in the surrounding area CB staff will work to minimize disruptions
and maintain access to nearby homes and businesses throughout the project as with all construction activities
the schedule is subject to change based on weather and field conditions
petitioner shall install maintain all required signage barricades and traffic control devices maintain
access to adjacent properties and limit the closure to the minimum area and duration necessary to complete

Miller pipeline is requesting approval of an extension for a temporary right-of-way closure at 1455
West Bloomfield Road to accommodate service upgrades. The request includes temporary closure of a travel
lane as necessary to safely complete the work. The additional closure is proposed from August 25th through
September 1st during normal

And again public works director just a couple quick heads up We've got some still major projects going
on throughout the community with second and Rogers. We've got the worker on the Convention Center So
still asking the public's patience as we work through all the projects both public and private There
will be additional night work taking place on South Walnut Street starting tomorrow for a paving contract
with EMB paving
Staffs been working with them determine the night work made the most sense to try to limit the traffic
impacts given all the other Construction projects going there. So from Grimes up to I believe it's first
Street Maybe second but on walnut that'll get a fresh coat of pavement and they'll start the milling
on that tomorrow and
We do have a lane stripe the longline lane striping contractors in town So you may have seen a lot of
no parking signs around 4th Street down to hillside on Lincoln and Washington that's to facilitate the
on-street lane markings associated with the bike lanes and the traffic
just the traffic markings in on Lincoln and Washington from 4th to Hillside so we had to mark a lot
of no parking to keep the paint from going on to those cars as that work takes place but as soon as
that dries we'll get the no parking signs removed hopefully it'll be a limited impact on the residents
down there but it is a large area so
Wanted to bring that to the board's attention and then last thing we had our last night of budget hearings
with the City Council last night for our presentation our preliminary presentations Good questions from
the council have some follow-up to do but overall just pretty standard study budget year as we're kind
of dealing some with some of the impacts of SEA one and financial Implications that has on municipal
government. So that's all I have for tonight, but appreciate all that you do Very good. Thank you
Roger Street now reopened fully. I know to the southern part of it is thinking about the Grimes Grimes
to whatever that was Kyle's shaking his head. Okay Bridge The second Rogers intersection is definitely
open I believe the work that was going on just south of there on Roger Street has been largely completed
with some auxiliary work going on I think there was a water line
issue there that CBU was working on. So some of those were conflated unintentionally during those two
things together. And just for awareness the third street two week closure between Walnut and college
for the Bloomington Convention Center is starting. They're setting up tonight with full implementation.
Tomorrow morning we are awaiting the second Rogers intersection to be reopened before deploying that.
So a lot of coordination going on between those two projects right now. But Rogers and second open.
