All right, folks, we've got 525. We will start right at 530 here. We did have a couple items. We had one item removed from the agenda. That's the appeal on the notice of violation. Otherwise, the agenda is correct for this evening's meeting. What staff do we have here? Andrew, if we start getting really low on seats, can you run into the, just grab a couple out of there? I don't think we have too many more folks coming, but yes. But do you want to thank everybody for the adjustment on schedules? We have city council starting at 630 in the council chambers and election day yesterday on our normal board day had us all kind of scrambling to find when we could actually get this meeting in. So appreciate everybody being flexible on that. And then the agenda and packet information, Miranda made just the final updates on the Google Drive after the work session there. So we should be pretty well set. The audio ID was up here. Too many computers in front of me. Did you turn it on? Yeah, I will hear it. OK. Hurry up, hurry up. Then for anybody that doesn't have plans this evening, I recommend you go cheer on the Hoosier soccer team as they go for the Big Ten Championship against Michigan State. It'll be a big night. Are they playing here? Yep. It's 8 o'clock and if they win, they win the Big Ten regular season. You go ahead. Wave to sign. Oh, I'll have to go say hi. I'll get my little buddy back. She doesn't have a high school football game to go to to watch her boyfriend. Check, check, captions working. Perfect. James, can you hear us? Sweet. Will you check your audio just to make sure we can hear you? Check, check, check. Yep. Perfect. All righty folks, it's 529 p.m. on Wednesday, November 4th, 2026. We are in the McCloskey Conference Room at City Hall at 401 North Morton Street in Bloomington, Indiana. This is going to be the regularly scheduled Board of Public Works meeting that has been rescheduled for today, November 4th, 2026, 530 p.m. here. There is a Zoom link on the agenda that's posted on the city website and the calendar. That zoom link has a meeting ID and a passcode for any members of the public that want to attend the meeting virtually. We do have board member James Roach attending virtually this evening and member for President Elizabeth Caron in person and Vice President Kyla Cox Deckard in person. There are quite a few items on tonight's agenda and I do have 530 PM so I'm going to turn it over to Board President Elizabeth Caron. Thank you, Adam. Good evening, everyone. I call to order tonight's meeting of the Board of Public Works on November 4th, 2026. First, we have messages from board members. Are there any messages from the board? Seeing none, we will move into Title VI abatements with a request for continuous abatement at 715 West Dixie Street. everybody I'm Rob with the city of Bloomington Hand Department I am asking for permission to a base full name please no Rob council I apologize with the city of Bloomington Hand Department and I'm asking for a continuous abatement at 715 West Dixie Street first issued ticket was August 17th we subsequently issued more tickets to the property address and we've gotten no response from the owner so as I said I would like to move for a continuous abatement I'm happy to answer any Thank you questions from the board. Do you know about how long it's been out of compliance? This has been an ongoing thing and a member of City Council actually brought it to mind and the directors attention. So that's when I started right around August 17th and taking that property. I think that is my question. I was gonna ask if there's been any past history. Yep, that's. That's where it is. It looks like I'm not 100% sure, but it looks like it's been abandoned for quite some time. That was a good question. All right. Any comments from the public on this item? Again, if you are on Zoom, use the raise hand function or chat. If you are in the McCloskey conference room, you may approach the table. None on Zoom. All right. Seeing none, is there a motion? I move that we approve the request for continuous abatement at 715 West Dixie Street. Second. With the motion and a second, I will call the roll, Roach. Aye. Cox-Duckard. Aye. Caron. Aye. Motion passes. Thank you. Next is petitions and remonstrances. This is a time for anyone from the public to make a comment about something that is not on tonight's agenda. If anyone Would like to make a comment may raise your hand or approach the table. It appears we have no members of the public on zoom right now, so OK. Seeing none, we will move along to tonight's consent agenda, which is resolution in 2026 dash 054 update to resolution 2026 dash 050. Art on a traffic box for downtown Bloomington to specify new location. Resolution 2026-044, ITS surplus declaration to Pantry 279 Inc. Resolution 2026-046, ITS surplus declaration to Hoosier EVA Electronic Auto Association. Preliminary engineering contract with Crossroads Engineering for TAP and Vanguard. Contract with All-Star Paving Inc. for West Dodds Curb Ramp Project and Payroll. Does the board have any questions on the consent agenda Seeing none, is there public comment on the consent agenda? No. Seeing none, is there a motion? I move that we approve the consent agenda for this evening's meeting on November 4th, 2026. Second. We'll call the roll. Roach? Aye. Cox-Duckard? Aye. Caron? Aye. Motion passes. First on new business is a contract with Kimley Horn and Associates for Preliminary Engineering for Safety Improvements and Plan Maintenance on College Avenue and Walnut Street. Good evening. My name is Neil Copper. I'm with the Engineering Department. So this is a new design contract for us. I want to start by discussing the College and Walnut Corridor Study and primarily want to do that to differentiate and show that this is not that study, but make sure there's no confusion there. The corridor study has been going on for years now. It is in kind of final reviews, but it has not been approved. It is not finalized. That study includes many different things, but one of the more visible and prominent recommendations of that study is converting both College and Walnut to two-way streets instead of their current one-way configuration. This study is a very, it's a very long term plan. So our near term projects, our mid term projects are not going to be implementing all of the pieces of this study. Certainly not the two way change for that. The project before us tonight has federal funding support on the order of $5 million for construction. We've kind of been informally referring to it as a low hanging fruit project because we're not tackling any of the you know, more challenging, more impactful pieces that you might see in the corridor study. It's more maintenance focused and also some safety and accessibility improvements. So one of the big pieces of the project is the replacement of five existing traffic signals along the corridor. These are older signals that have maintenance issues that have been prioritized. They need work. As we are designing those, we will keep in mind the corridor study. whatever the recommendation of it is, we will make sure that our design works for the current conditions, but also for the future conditions to the extent that we can. So that might be putting a signal pole in a location strategically that it can work for either configuration, designing the foundation, so that if we have to add a mast arm in the future, we can do that without having to replace the entire thing. Another example of improvements in the project that can work in the current and future configuration is filling in a sidewalk gap on College Avenue. So the east side of College between First and Second Street, there is no, there's not a continuous sidewalk. All of the corridor study options included filling in that gap. So whether that plan's approved or not, it's a project we would like to pursue. So that's included in here. For the design, we did go through a request for proposals process. We selected Kimley Horne as the designer for the project. The contract is set at a not to exceed amount of $1,273,486 with construction of the project eventually planned for 2030. Staff has reviewed and supports this contract and I'd be happy to answer any questions. Thank you. Questions from the board. Seeing none, is there any public comment on this item? Seeing none, is there a motion? I move that we approve the contract with Kimley Horn and Associates for preliminary engineering for safety improvements and plan maintenance on College Avenue and Wallet Street. Second. I will call the roll. Roach? Aye. Cox-Dekard? Aye. Caron? Aye. Motion passes. Thank you. Next is a right-of-way closure request for extension from Heidecker Wheat Lake within Fritz Terrace. Hello, Zach Bell, Engineering. Heidecker Wheat Lake is requesting an extension of a previously approved temporary right-of-way closure within the Fritz Terrace neighborhood to accommodate gas line modernization. Affected streets include West Briarcliff Drive, Briarcliff Court, North Valley View Drive, West Parkview Court, North Kingsley Drive, Meadow Lane, North Stonycrest Court, North Stonycrest Road and North Orbrine Place. The request includes temporary lane restrictions as necessary to complete the work. The closures are proposed from November 3rd, 2026 through December 23rd, 2026. During normal construction hours, vehicular traffic will be maintained, shifted or rerouted in accordance with the approved maintenance of traffic plan. Petitioners shall install and maintain all required signage barricades and traffic control devices. maintain access to adjacent properties and limit the closure to the minimum area and duration necessary to complete the work. Engineering staff recommends that the Board of Public Works approve the requested right-of-way closures subject to compliance with the approved maintenance of traffic plan and all applicable permit requirements. Thank you. Questions from the board? We talked about in the staff report, it talks about the vehicular traffic. Are there any anticipated restrictions for pedestrian? No, there is not sidewalk in this neighborhood. So we don't expect any. Okay, so they'll they'll work with if there are pedestrians navigating what is there, they'll just. Yes. This is a very low impact lane restriction. So I don't I would expect that pedestrians would navigate around it how they usually would just through the yards, not in the road. And because this is an extension, I assume neighbors who live near these streets have been notified as well that it will. Yes, yes, I've spoken to the contractor and he's going to let people know that he is still out there. With the potential to be through the end of the calendar year, yes, OK. Public comment on this item. Again, if you are on Zoom, feel free to use the raise hand function or chat. Nothing on Zoom. I will call the roll. I'm sorry, is there a motion? I move that we approve the right of way closure request for extension from Heidecker Wheat Lake within Pritz Terrace. Second. Now I will call the roll. Roach? Aye. Cox-Deckard? Aye. Caron? Aye. Motion passes. Next is a right of way closure request for Ms. Shalas. Please forgive us for mispronouncing that on South Walnut Street. Zach Bell, engineering again. Ms. Shalas is requesting temporary sidewalk closures adjacent to 404 South Washington Street to accommodate balcony railing replacement. The closures are proposed to occur between November 16th, 2026 and November 20th, 2026 during normal business hours. Specific work dates will be confirmed as the project schedule is finalized. The requested closures include two sidewalk closures, one on South Walnut Street, closure of the sidewalk on the east side of South Walnut Street with pedestrian traffic detoured to the west side of the street. The closure is anticipated to last up to five days during normal business hours. East Smith Avenue, closure of the sidewalk on the south side of East Smith Avenue with pedestrian traffic detoured to the north side of the street. closure is anticipated to last up to five days during normal business hours. Shayless shall install and maintain all required signage, barricades, and traffic control devices, maintain access to adjacent properties, and limit closures to the minimum area and duration necessary to complete the work. Engineering staff recommends that the Board of Public Works approve the requested right-of-way closures subject to compliance with the approved maintenance of traffic plan and all applicable permit requirements. Thank you. Questions from the board? I just want to note that the item on the agenda is closure requests on South Walnut. The staff report talks about closures on South Walnut adjacent to South Washington. So right, yeah, so what the address is Washington, the sidewalk closure, the address of the buildings, Washington, the address, the vocation and sidewalk closure is Walnut Street. Great. Thank you. There's not going to be any impacts on the alley between the buildings. Yes, but that is a duration that does not require Board of Public Works approval. Just making sure that gets coordinated with the school nearby. I think that kids use that alley to go back and forth between the two buildings of the project school. Yes, absolutely. As those dates get known, we'll make sure that they get notified. Perfect. Is there any public comment on this item? Seeing none, is there a motion? I move that we approve the right of way closure request for Michelle us on South Walnut Street. Second, I will call the role Roach. Hi Cox Deckard I Corone I motion passes. Next is a right of way closure request for Olympus on North Dunn St. engineering again. Olympus Properties is requesting temporary right of way closures adjacent to 111 North Dunn Street to accommodate roofing work. The request includes an alley closure for the duration of the project and a contingency sidewalk closure to be utilized only if necessary to safely complete the work. The requested closures include alley closure, closure of the east west alley between North Dunn Street and North Grand Street from November 16 through December 18, 2026. Valley is proposed to remain closed for the duration of project. Sidewalk closure, which is a contingency, will be on the west side of North Dunn Street with pedestrian traffic detoured to the east side of North Dunn Street. This closure will occur only if necessary during normal construction hours and shall not exceed 48 hours of total duration within the approved project period. Pedestrian vehicular traffic will be maintained, detoured in accordance with the approved maintenance of traffic plan. The sidewalk closure shall only be implemented when necessary to safely accommodate construction activities. Olympus properties shall install and maintain all required signage, barricades, and traffic control devices, maintain access to adjacent properties, and limit closures to the minimum area and duration necessary to complete the work. Engineering staff recommends that the Board of Public Works approve the requested right of way closures subject to compliance with approved maintenance of traffic plan and all applicable permit requirements. Thank you. Questions from the board has the property owner coordinated the plan with any of the other surrounding properties that might need alley access for like, you know, sanitation. Yes, I have spoken with Mike about that. Mike is also here if he wants to chime in on all of that. All of them have been verbally. Should I come up here? Sure. And if you would state your name, please, for the record. Thank you. My name is Mike Baltimore, maintenance manager for Olympus Properties. And yes, all of the surrounding areas have been verbally notified and pending approval by the board. They will receive a letter with the details that he just described, that Mr. Bell described. And they have been notified. We do not anticipate the project to last a month. We anticipate. two weeks, probably. We just have that as a safe date. The alley closure will be an imposition and everyone has been notified to use alternate access to that alley. There are other alternate ways. So that alley, you can access Osterio-Rago. Yes. And also parking for Rimsky Spoon off of 6, although that I think you can come in off of 6, so everybody has alternate. As well as Grant, yes. As well as Grant. There is a Grant entrance. Yes, thank you. Yeah. Anything else from the board? Is there public comment on this item? Seeing none, is there a motion? I move that we approve the right of way closure request for Olympus on North Dunn Street. Second. I will call the roll. Roach? Aye. Cox Decker? Aye. Caron? Aye. Motion passes. Thank you. Thanks. Thank you. Next up is a right-of-way closure request from McIntyre Brothers at the 700 block of North Madison Street. Rebecca Davis, Engineering. McIntyre Brothers is requesting approval of a two-week sidewalk closure wrapping the northwest corner of North Madison and West 11th Street to accommodate the re-sloping and repair of the retaining wall adjacent to the Duke substation. The request will provide two temporary crossing locations to allow for the detouring of pedestrians to the adjacent sidewalks. The closures are proposed from late November to early December, including overnight hours. Pedestrian traffic will be rerouted in accordance with the approved maintenance of traffic plan. The sidewalk closure will be on the west sidewalk of North Madison Street and the north sidewalk of West 11th Street. will be detoured to the adjacent sidewalks at temporary crossings at 14th and Madison and also 11th and Fairview. McIntyre Brothers shall install and maintain all required signage, barricades and traffic control devices, maintain access to adjacent properties and limit the closure to the minimum area and duration necessary to complete the work. Engineering staff recommends that the Board of Public Works approve the request of right-of-way closures subject to compliance with the approved maintenance of traffic plan and all applicable permit requirements. Thank you. Questions from the board? Is there any public comment on this item? Seeing none, is there a motion? I move that we approve the right-of-way closure request from McIntyre Brothers at 700 Block of North Madison Street. I'll call the roll. Roach? Aye. Cox-Dekker? Aye. Caron? Aye. Motion passes. Next is a right-of-way closure request from Smithville Communications on South High Street. Good evening. Kyle Ball from the Engineering Department. This request is for planned utility relocation ahead of the High Street multi-use path project. This request is a one-week duration lane and sidewalk closure stemming from the hillside Moores Pike intersection of High Street south to Arden Drive. The lane closure would be on the Moores Pike end of that intersection, and that would be a single day, two-day event max. with a stationary lane closure and then the sidewalk or multi-use path segment there. We are planning for that week duration, but there is a condition within their permit as written that allows for the work to stop for any pedestrians that would need to use that path while the work is out there, given that there's no sidewalk on the west side of the street there. They've also been limited to closures post arrival in the morning for Childs Elementary and removing those closures ahead of dismissal in an effort to reduce the conflict with the student pedestrian population there. Thank you. Questions from the board? Any public comment on this item? Seeing none, is there a motion? I move that we approve the right of way closure request from Smithville Communications on South High Street. Second sketch. I will call the role Roach. Hi Cox Decker. Hi Corona. I motion passes. Sorry, I'm trying to coordinate a kid pick up with mom. Next up is a right of way closure request from Weddle Brothers at the Convention Center. Kyle Paul engineering again. So this request from what our brothers is a closure of the current pest pedestrian diversion on the south side of West Third Street between college and Walnut adjacent to the Bloomington Convention Center site. The request is being made to accommodate lifting materials and equipment movement to move said materials. The requested dates of closure are between November 5th of this year and December 31st of 2026 And we have some representatives from what old brothers in the room if there are any specific questions you might have Thank you questions from the board For this closure this is An extension a closure extension or a newly This would be a new closure, but there were closures existing in the last few months. It's open right now. We talked about this in the work session. It's currently open. It's a reclosure. Correct. Okay. If I could just ask Andrew or Little Brothers, if you guys could just explain what necessitated this additional requests here, I think that would just help everybody just understand what we've got coming. Absolutely. Andrew Sherry, Product Manager of Little Brothers. What we're asking to do here, we're getting ready to set the north limestone feature wall. It's basically a core stone wall, dimensional stone, very large pieces. And we have met with all of our contractors trying to identify how we could set these pieces on that north wall. The safest manner that we can utilize is a wall. And in order to get that access with the building canopy that we've built, we have to be out in the diversion path to kind of swing around and put the boom out to hold these large pieces. 11 and a half inches thick, 12 foot tall, four foot wide, three foot wide. So there's not really a good one. So pretty heavy. Massive pieces. Massive pieces. So again, this would allow us to pull our equipment up there, protect our new sidewalks, kind of take that diversion path and go straight out to the barricades that we currently have and set that wall. Is it fair to say that you're having to use a larger piece of equipment than you originally intended, maybe, or? Yeah, yeah. So we've looked and explored all of our options, cranes, laws, what size laws. Again, from a crane standpoint, we really, with the building canopy, we don't have the access. So it was determined to use this large piece of equipment. Do you expect that the closure will actually last starting this week all the way through the end of the calendar year? Our hopes are that we would be done sooner than that. probably mid-December. Just with this type of work it's such a specialty to see how these all piece together. That's our best guess right now. And so this closure is only the sidewalk area not a lane? Yes, yeah it's just the sidewalk the diversion as shown in the diagram we would just put signage out at both ends they would go to the north side of 3rd Street and then All the crosswalks would remain open. We would still utilize that southern lane where the diversion currently is. It's occupying the diversion. Yes. It's just not restricting the other lane. Yes. That makes sense. One other thing that came up during our work session is unrelated to this request, but related to the project is the signage that is on the it's a long third street that looks like there's a lane restriction as you're heading west on third street there there isn't a lane restriction right so it's not and we've worked we've actually been coordinating with Kyle we have a contractor coming down to remove that signage and then reduce some of our barricades heading south on college to restrict that middle lane I think that they're scheduled for this week. So OK, that's our goal. Sooner the better. I'm getting that I think it yes and if there's anything even in the interim if we can cover any of those or anything just to try to avoid any confusion. As a board president or vice president cut Cox Decker said earlier, we've got that Midwestern way of trying to just follow the rules and then you're not. Yeah, absolutely. I've been convincing myself I did not have to get over every time. We'll make sure that we bag it or lay it down or something or move it until they get here. Thank you. Any other board questions? You anticipate this is the last restriction. I mean, you'll still have the diversion, I assume, but this would be the last full sidewalk restriction on that side. That is our goal. We have a west side feature wall that we're still evaluating. We have more room on that side of the project that we think that we can make it work. But again, after the beginning of January, we plan on taking all this down. There's not a general update on the convention center. Just for the board's application, if you could. So you guys are going to wrap up your construction of the new expanded convention center on the east side of college. And then you'll move into a renovation of the old convention center space. have we worked out any right of way request that might or may work that still to be determined. We don't expect any. We have some majority of its interior innovations. We are going to replace the windows on the existing convention center. We think that we can access that from the exterior side of the building without impeding on any traffic or anything. We're still trying to solidify those plans right now, but there may suggest for the board to know there may. It's there's potential if things arise with the other. with the older Convention Center that they may come back for other things there, but that would be a future phasing request. Thank you. Is there any public comment on this item? Seeing none, is there a motion? I move that we approve the right of way closure request from Weddle Brothers at the Convention Center. Second. I will call the roll. Roach? Aye. Cox-Deckard? Aye. Caron, aye, motion passes. Last on new business is the right of way closure request from Weddle Brothers for Second Street and College Avenue at Seminary Point. Can I have a ball of engineering once again? So this closure request, I want to start off because we identified it in the work session. This is probably my eighth staff report I drew up or reviewed before this session. The actual closure section identified in the diagram below is further west. So it's not included in front of the insurance agency there. But jump me back into the meat here. So this closure request is for a sidewalk closure with a diversion on the west side of South College Avenue with the bike lane also being merged into the traffic lane. So there's enough space to utilize or implement a pedestrian diversion and then actual sidewalk closure on the north side of West Second Street in between College and Morton where the diversion or detour route rather would utilize that mid-block crossing and the crossing at the intersection of College and Second. This request is for November 16th to January 15th. of 2027. Thank you. Questions from the board? I'm still confused. Yeah, please. You go first and then he'll clarify my confusion. You said further west, but I'm looking at it and I'm confused about how so is the section that's along Second Street actually closer to the midsection crossing or the mid section crossing, not in front of the parking area. Yeah, so the building that's closer to Morton there, that segment of sidewalk just outside of it. I guess for the Weddell crew, the big question is, what impacts will be on the insurance agency on the corner of College and Second? And then whatever is in this building? And then the building to the north is now unoccupied. The building to the west is unoccupied. I think the only occupied business is the insurance agency still right yes and we met with her yesterday sat down and talked with her let her know that there will be no disruption to her services or her building but yeah you're right the closer itself will actually be down here in front of what we call the friendly beast this building closer to the beeline so where the trees are yeah that's where that makes sense yeah Any other questions from the board? Seeing none, is there public comment on this item? Nobody on Zoom. All right. Is there a motion? I move that we approve the right-of-way closure request from Willow Brothers for Second Street and College Avenue at Seminary Point. Second. I will call the roll. Roach? Aye. Cox-Decker? Aye. Grown? Aye. Motion passes. Nexus staff reports and first we have a staff report from Kyle bar on icon development varsity villas preliminary construction phasing proposal Kyle ball last and final here So this project is being taken on by Wells and Wells. We had a preliminary meeting a couple weeks ago and good conversation just trying to describe what exactly the crews will need on site, how those will function, local impacts, that sort of conversation ahead of finalizing plans before other boards and commissions. So for the project itself, excuse me, it's proposed to be done in two phases. So demolition phase one and phase two. So the demolition phase one, would occur from May 2028 through August of 2030. In this first phase, first and foremost, construction fencing would go up surrounding the project site and the construction of a new sidewalk segment on the north side of Varsity Lane, connecting the existing sidewalk path there to Dunn Street, the sidewalk on the west side of Dunn Street there. that would be utilized for a closure of the south sidewalk on Varsity Lane that would be implemented for the duration of the project. Then on the Dunn Street side of things, a overhead protection being added to the sidewalk segment there adjacent to the project location. This would be to have a sidewalk closure on Dunn Street, just for the time period of erecting that overhead protection, both adding it and removing it at the end of the project. This also includes a lane closure on the southern eastbound lane of varsity. This would be a stationary lane closure. I think I talked through it a little bit in the work session, but basically allowing the the material movement, equipment movement in and out of the site, and then identifying that in the first phase or the end of the first phase, that building shown roughly at the northwest corner there would be occupied. So the use of the fire lane that we might see at the beginning of the project, which is that entryway on the south side of the street, on the western side, would be eliminated from use essentially because of fire codes. We do have Jesse Graber from Wilson Wells here to answer any questions that we might have. I know we had some good spirited conversation. Thank you. So I'll just start with the first comment, I guess, really quickly, if I may. So just a small project on your plate, Jesse. Nothing real big here. Just, yeah. If you would, Jesse, why don't you come take a test to the table? Because this will get some discussion. We had a good discussion at the board, work session on this just generally. But I know the board's got quite a few different questions. Just trying to understand size, scope, timing. So just, yeah, back to the board. jesse graver wells and wells construction representing park seven development for the icon bloomington project i believe it has been submitted to the city known as 210 east varsity lane but 210 east varsity lane project is the icon bloomington project for park seven some of the questions we had obviously this is a large project it's going to take a lot of time to complete and one of course major concern of the board and probably imagine city staff have discussed it is any impacts to Dunn Street which is a critical roadway, particularly during the school year, but even in the summer. So thinking about in your preparation for the plan, the mitigation of any, you know, use of Dunn Street. Do you have any early thoughts, especially related? We talked about utility relocation, particularly being the likely culprit to affecting Dunn. None that we are currently aware of. We're currently working, obviously, with CBU on the full utility rework, but currently all of the utility reconstruction will take place within East varsity lane. Duke will need to bore across Dunn Street to bring the primary power, but that is planned to be a bore and not an open trench. One of the reasons why we are requesting a separation between east and westbound traffic on East varsity is specifically to help alleviate any concerns with backup of traffic onto Dunn Street because we do 100% recognize the importance of Dunn Street both in a pedestrian traffic but also vehicular traffic for the school. So our intention would be with board's approval is because it is such a long project slated over two years of construction between demo and occupancy is to just create that one way entrance into the property and I might say Park seven does own both sides of of East varsity lane they bought all of that property you know obviously there's tenants but yeah. Is that considered varsity gate apartments that are on the north side of our ceiling there. Or is that a separate property as well? I think that's the one off Dunn. That's off of Dunn. So as you come off of Dunn Street into Varsity Lane to the west, on the north side there you've got one, two, three, four. There's four entrances. There's four entrances. So those will all be maintained. That's not part of this project at all. It is not. So those will all still be maintained for the vehicular access for all of those tenants. Just a right turn only going to exit their parking lot. So what we're trying to do- So right in, right out only. Yeah, right in, right out, but then it separates construction traffic from- public traffic this is another project with a precast parking garage podium decks there's there's going to be a lot of heavy traffic for the construction. So what and construction traffic cannot continue around East varsity onto Lincoln it won't make the turn the roads won't support the traffic so what we want to propose. is that by allowing the separation of East varsity and only allowing a one way in one way out for the public on the north it allows construction traffic that then exit safely back out to Dunn Street and use the appropriate truck routes to get back off of the project without mixing pedestrians or public traffic and construction traffic. So at times, you may change the flow of the southern lane from maybe inbound to outbound to your construction site. So the idea is to have that fire lane around the property in at the point so we can turn in, go around the property, and come straight back out since construction traffic can't exit going westbound through East Varsity. Yeah. OK. It is a complicated site because of how dense it is and the street is pretty tight. The project is slated for a full street reconstruction. So similar to what we experienced with 19th Lincoln and Washington, but thankfully on one street instead of an entire two city blocks. But that would also help limit the overall impact to the public because then The streets that are getting the reconstruction would also then be within our construction fencing and we would maintain constant traffic flow, you know, right off a done and then straight through to 19th and Lincoln on East varsity. Again, the whole purpose of presenting this in 2020 Six for a 2028 project start is one, we want to be proactive, but two, we want to submit a maintenance of traffic plan as a part of our submittal at the end of the month. We've been working with Kyle and Maria for a few weeks, months on this, and just we want to approach the project comprehensively. early on as far as you know it's it's more than just we're going to go build apartments here we recognize where we're at and we need to we need to be cognizant of working together with the public and the city on on the how to do it we appreciate that yeah you know I said Just a couple things to note, we were just awarded a grant from NDOT to repay Dunn Street from 17th to the bypass next construction season. And that all was in process before we knew you all were moving forward with your projects. So that's something we'll have to just think about. It's probably too late for us to shift our, so we'll work within that. Obviously just really noting the athletic schedules and knowing you know where what's been going on around the same with football season. You'll be from the looks of it you'll have two football seasons and two basketball seasons you'll be working through here at minimum so really thinking through that. and the amount of volume that it gets up there during those times. Our construction schedule will actually require a complete shutdown of the job site during home football games. I think home basketball games, there's no tailgating. We can fight it through those. And we have been doing the same at our Hub 2 project as well. Another thing to think about is when we think about closure, if you needed a lane closure or something with utility relocations undone, you know, really focusing on the heart of the summer, not the beginning or the end of the summer season, but that like, you know, June 1st to like July 15th is that real sweet spot or, you know, even maybe May 15th through July 15th. But the amount of turnover we're seeing in the late July month, you know, like it's just a little different than it's not August 15th anymore. It's more throughout the month of July, later July and in through August that we're starting to see a lot of that. Unless utilities asks for any downstream improvements, there's nothing currently planned for down the street. Down the street. Like sewer, water, storm. It's brand new water, brand new sewer, and brand new storm there. We're not anticipating any downstream improvements, but right now there are no current plans for any construction on down the street. Great. Sorry, I just had a thought. would it be possible if there are any. Any relocations that are required outside of this defined footprint. To get those ahead of the construction. Either that or we would complete on one side and then divert traffic around and then complete on the other side, but we would maintain traffic to those four parking lot entrances at all times. Yes. And really are. Having living here but also working here for as long as we have now totally recognize the amount of foot traffic in this area it's it's a little daunting as the project director for this project that's kind of why we want to do the overhead sidewalk protection on Dunn Street and it is why we would strongly request that we not try to keep any sidewalks open on that project side on East varsity will do whatever we need to do to safely get them on the north side and away from that train traffic and construction traffic. And they always listen. They never start forklifts when there's keys in them. is an interesting. Questions after me. No it's great it's gonna take a lot of coordination we. Appreciate all the partnership and conversation and getting it done right so. Yeah. You betcha. As always we're open to answering any questions I realize we're not here for any approval is more for information sake so but this is similar to what we will be requesting on our plan submittal at the end of the month from BKB and Smith Design. So Smith Design will be doing our maintenance of traffic plan for the job. Do we have an anticipated application date for right-of-way permit purposes? Sorry, thinking selfishly for a minute here. Yeah, I mean how long are permits good for? I mean, they can submit it whenever, honestly. OK. I mean, it's a 2028. We cannot start demo until May 10th of 2028 due to leases on site. So we've got an entire student cycle yet before we would start. But we also understand that it will probably take eight to nine months of planning between the departments for full approval. And we want to have our permits in hand in 2027, both building civil and right of way so that we can have, you know, basically a May 10th, 2028 start. Yeah, we're comfortable and all that. Yeah, it'll be nice to have that buttoned up. Yep. Okay. As always, a pleasure. Thank you very much. Thank you. Have a great night. All right. Are we still doing the other staff report? Okay, so moving on to approval of claims. Does the board have any questions on claims tonight? Is there any public comment on claims? Seeing none, is there a motion? I move that we approve the claims for this evening in the amount of $1,311,956.55. Second. With a motion and a second, I will call the roll. Roach? Aye. Paxdecker? Aye. Caron? Aye. Motion passes. And with nothing else on the agenda, I will call for adjournment.
