Oh, yeah, I can answer that. That's Showers West, and yeah, It showers west and it's basically a system that makes sure that the fluid going to the HVAC doesn't freeze. Well, it's a claim for hundreds. That's a portion of our annual payment to them for the partnership agreement and for that they manage basically the facilities and portions of all of our trans-district activities. Is that a rollover agreement or do we renew it every year? It's multi-year and it will take me a second but I can look up when the We renewed it in 2024, I believe. And I think it goes into 2028. I do want to call attention to a letter that we received from five council members related to the south parcels and potential trade. I also do want to call attention that the capital improvement board did vote last week to move forward on the parcels that the RDC actually transferred to the CIB, which were formerly parking lots. for the host hotel. So I do have a question related to that. We did perform an appraisal on those parcels, totaling $3.15 million. And I think that was actually really, I think we were missing one of those parcels because we thought it was previously owned by Public Works. So we only did the appraisal on some of those parcels, not realizing that we actually did own that fourth parcel. So would it be OK with you guys? Would you have any objections for me to share that appraisal with the CIB? Any objections? No? OK. We've already transferred the parcel. We've already transferred it, but they may find that beneficial in utilizing those appraisals. Make sure they just know that it's on three of the four. Yes, I certainly will. Moving forward, happy to answer any questions. And Isabel, did you want to say anything about the letter that was sent from the Common Council? Moving on. Legal report. I have nothing to report, but I'm here for questions if you have. Thank you. We have a judge's report. So because of some staff leave we do not have the the formal treasure or the formal rdc project status report we'll have that by the next meeting but i did kind of want to call out just talk about the the fund balances a bit just because we have now received our spring settlement i think i talked a little bit more detail about that a couple of weeks ago but i just wanted to let everybody know what the what the fund balances are right now. In the RDC fund, that's the 25-19 fund, we're at $1,475,935, so $1.47 million. For the consolidated TIF, we are now up to $39.8 million. That's an increase from the last report of $27 million after the spring settlement. We, the pro-TIF, We've got 833,000. And the meridium tiff, the spider tiff, still has a fund balance of zero. And that's, I also wanted to mention that I've been working with the assessor's office and the auditor's office to try to sort out what's going on with that. I will just say the technical term is it's a mess. And it'll take us probably, and apparently this is a mess that goes back years. I managed to contact the former controller, and she was quite helpful in helping me understand how far they got. But at some point, we need to see some of the increments show up in that spider tiff, and it's not yet. That's still zero. So expect more soon, but we don't have anything yet. Quick question just to verify, you say on the PROW TIF there was $838,000? $833,000. Which I said the PROW TIF. It is the PROW TIF. I wanted to make sure. $833,000. And that has to be dealt with in the next year. No, it just won't continue to grow. It won't continue to grow. Thank you. And then the consolidated TIF, that's where the funds from the Trades District went? Yes, ultimately. Okay, that's what I wanted to verify. It wasn't in the 2519 account. Correct. Okay, thank you. Okay, any other questions? Thank you for that report. Do we have a business development update? Yeah, just a couple updates. One, I wanted to let commissioners know that we submitted our application for a designation for 2.0 Opportunity Zones and we applied for the census tracts that include Hopewell East, Hopewell East, West and South. So we're hopeful that that will be approved and we would find out about that in October. That would be approved by the governor's office and then recommended to the feds. And then the second thing I wanted to mention is that the city is is really excited to be partnering again with the consortium group on a ready arts and culture grant that we received in the amount of $3 million that will foster more development of an arts campus in the trades district and will have some of that activity centered on the showers admin building which was an original RDC redevelopment project way back when. So excited to see that continue to evolve and support growth in the creative economy in the trades district. So essentially three million dollars will be spent for programming for. It's pretty it's multifaceted probably more than I can summarize here but it's a regional play so it'll help us invite regional artists into Bloomington and will facilitate different disciplines and there are multiple sites across the community that are supported and then there's also a resource hub that will be online just for artists across the uplands region. Okay, so it's not just specifically here. Not just specifically here, but key part of it is housed in the trade district. Okay, and just for everybody, what is the REDI exactly? I cannot recite the acronym to you, but it's a state, yeah, it's a state economic development transformative grant thinking opportunity that grew out of the pandemic been really successful in transforming placemaking and quality of place across the state. And so it's continued. Hopewell received a REDI grant for Jackson Street. There was another REDI grant received in an earlier version, or REDI 2.0 in, sorry, REDI 1.0 for sewer extension, kind of adjacent to Novo Nordisk. Summit has, Summit District has received a REDI grant, again, for infrastructure, $4 million. And then this is kind of the newest, Arts and Culture was like another third round of grant making, supported by Lilly. And the city of Bloomington has put those in, submitted, and been successful in this. Yes, but this ready, this Arts and Culture grant, IU is the lead, so the city's really in a supportive partner role, but not a lead role. Which is nice because we don't have to do all that administration. During the 2.0 opportunity zones, what are the implications of that? That makes this grant eligible, I assume? Yes. So that whole program exists to attract private sector development into highly distressed census tracts. And so the hope would be, well, and what it does is for those private investments, if they set up what's called a qualified opportunity fund and they invest in those pre-approved, highly distressed census tracts, then they get a protection tenure protection on capital gains. And so the idea is that those tracks hope well, and if there were three total that we applied for, if they get approved, then they'll kind of be magnets for private sector development. And they'll make it really easier for us to market those projects and parcels. Thank you. Thank you. OK. Well, thank you for those reports. We'll go on to new business. And I will read out the names of who has proposed and see if I can find a brief summary in the order in which that they were received. Let the record show at 5, 16 PM. I am opening the first. It is a proposal from Concord Hospitality, TWG Development, Ratio Design, and Shield Sexton. Bear with me. Let me see if I can find a brief summary. Our proposal recognizes the opportunity for both a hotel that meets the functional needs outlined in the offering sheet including approximately 160 rooms, full service amenities, and support for convention center activity, and a complementary mixed-use residential component that supports downtown vitality, integrates housing, including replacement of significantly affordable below market rate units, and activates the district beyond event-driven demand. So what that means, we will need to do a deep dive into what these actually say. And then the other offer received, bear with me, it's opening, is from Dora Hospitality and the Louder Bag Group. They're submitting the proposal for the redevelopment of College Square. The proposal delivers two complimentary projects on a single site, a 135-room boutique upscale hotel on a southern portion of the project site along 3rd Street, and an approximately 100-unit market-rate apartment community on the northern portion along 4th Street. Connecting them is a landscaped promenade running through the interior of the block, a shared gathering space that activates the heart of the site and draws pedestrians from College Avenue to the beeline. So again, we haven't analyzed these. I don't have any other details. Those are the summaries. We'll have to talk about what's going on. I'm getting messages that the audio is not working. And I wonder if we might need to just check the audio. And then I don't know if we should reread those responses. Yeah, I'd kind of like to hear the list of the proposers again. Is it working? Next item in the agenda is Resolution 2646, which is the approval of an undulate artwork concrete foundation construction agreement with the NB Paving LLC. Who would like to speak to that? I can. So undulate art is the art that's been approved for Hopewell Commons and Hopewell East. Within that contract that was approved in Resolution 2467, it says that The city will take responsibility for site preparation. So we did a bid through our OpenGov procurement system. For 30 days, the dates are escaping me right now, but we received three bids. The lowest responsive and responsible bidder is EMB Paving. Their quote is for $48,295. Like I said, this would laid concrete foundations in order for the artist to install the actual art sculpture onto them. As a part of that bidding process, we made it very clear that the site is sensitive with the brick pavers and all of that. And so we're being really specific about where they can access it and how to go about accessing it. So we're very protective of the site as I'm sure you all are as well. That's it. We're asking for that funding so we can get this art piece installed. Any questions or comments from commissioners on resolution 2646? Have we done a, we're going to do a site evaluation of the existing site prior to thing on this contract because the whole site was done by milestone previously. And this was bringing another contractor in to make sure, as you said, protection of the site. Yes. Once it's been awarded, we will do a site walk with the contractor as well as engineering department and parks department have been heavily involved and are aware of all of those staff work that Miles did. They have that historical knowledge. As you said, we want to make sure that we don't tear up anything that we've already done. Exactly. All right, thank you. And this is all just clarification. This is all part of our. Thank you. OK, the next item on our agenda is resolution 2647, which is the acknowledgement of estimated costs of public infrastructure improvement design for Sudbury Drive and South Adams Street within the summit district planning development. Who would like to speak to that? happy to discuss this one. This is just an acknowledgement. You have already approved a memorandum of understanding and agreement with the Sudbury group as far as agreeing to pay for the design of public infrastructure for Sudbury Drive and Adams Street that lies within the Sudbury PUD. Our engineering folks have worked very diligently going through step by step with Stantec, who is the engineering folks that Sudbury is using to be able to make sure that all of the design work that would be paid for from funds by the RDC is only for those things that are public infrastructure and necessary for the installation of public infrastructure. So they've done a really good job of keeping that separate from what might be private. I know that was a concern of the RDC to keep that separate. Again, engineering has been going through this with a fine-tooth comb. But I felt for record keeping that it would be, and for your knowledge, of course, that it would be nice to have an acknowledgement that the estimated project cost for that design work is $1,188,000. And they are completing their estimate for the private design. And then they'll be entering into a contract to be able to move forward with beginning that design. So again, hats off to the engineering department who worked really diligently to make sure that they separated out everything to make sure that public dollars were only being used with what was absolutely necessary for public designed for public infrastructure. So again, this is just an acknowledgement. And even the attachment shows the breakout of the different classifications of the different areas. And you can see some of the detail that they went into for that. So we just want for you to acknowledge that this is the amount that they they have estimated, and that it's part of your record. OK, thank you. Well, I'd like to ask a question. Oh, yeah, I'm going to open this question for you. Did you or did I? I am. It's open for questions. This, I'm going to ask Dana, but Randy, you may want to weigh in on this. I'm not a huge fan of a time material contract. Is this typical for this type of work? My understanding from. Our focus on engineering is yes that it is because there are so many unknowns this early on to get an exact amount that this is and not to exceed amount at this time. And so they would not be able to go further without coming back to the table. At the end of the day it will be the five million rolling. then not to exceed for all of the things that the RDC is looking at in that area, yes. But for the design of these two roadways, this is what the RDC would be looking at. And this is for the engineering for all of the public structure for Adams Street and Sudbury Drive. Correct, sir. Which connects the north-south thoroughfare and then also creates an east-west Yes, east-west connector between that and Wimmer Road or when they may be there. Yeah, at a future date. And with that, given the time frame they're looking at, we're talking approximately a year. Yeah. OK. Yeah. Request professional services is what this really comes down to. And then this will allow to get an idea of what construction costs would be for that without doing this, we would have no idea. Essentially, once this is done, we have a design for what is going to be built for the public infrastructure in order to help construct hundreds of thousands of homes. Yes, this is definitely public infrastructure, making connections that need to be made for North-South thoroughfares. The other parts of this is is just one part. The other parts in that area include looking at Vanguard connecting from Tap Road up to Weimar in a straight line. It also includes offsite developments, looking at intersections to improving intersections. So this will greatly improve the connectivity of that whole area that is very underserved with roadways at this point. OK. Any other questions or comments from the commissioners that's not open for public comment? Nothing in line or in person? I'll entertain a motion for resolution 2647. I would like to make a comment prior to something. I happen to be an adjoining property owner to this, so I'm going to abstain from voting because this does impact a property, or could it potentially impact a property that I do own. I have a simple question. Does each of those projects have a financial number attached to it? I didn't even go that far. I mean, but do they? I didn't see that on the first two pages that I glanced at, so I have no idea what they said. We hear the CIB offers those money attached to them, and I wondered if each of these offers had a dollar fee. It wasn't in the project summary at the top, which is, that's the first. The RDC's opening of proposals is not exactly the same as how CIB does it. Will your deep dive be done before they bulldoze Seminary Point? What is the? Is there a timeline associated with that? Yes.
