Okay, okay. Well, that's good. Okay, well, we will get started. Welcome to the redevelopment Commission meeting for the city of Bloomington for Monday, October 19, 2026. Let's start the meeting with a roll call, please. Steve Scamalerni here. Randy Cassidy here. John West here. Laurie McRobbie here. Deborah Meyerson here. Directors present, please. Anna Killian Hansen present. I'm in. Christina Denley, hand department. Kay McCaskwell, Hand Department. Anna Gregovich, Economic and Sustainable Development. Thank you. So we have reports. Do we have a director's report? No director's report. Happy to answer any questions. A legal report? Nothing this evening. Okay. Our treasurer is not with us tonight. Maybe later. I don't know. And I don't see our business development update provided. She's also out of town, so. OK. OK, just checking. Yep. OK, well, we will move on to claims. We've got a claim register from November, or excuse me, October 9, 2026. Do we have any questions or comments from commissioners on this item? Move approval of the claims for October 9, 2026. In the first and the second, we'll do a vote where we'll call, please. C. Scambaleri, yes. Randy Gassley, yes. John West, yes. Laurie McRabby, yes. Deborah Meyerson, yes. Passes unanimously. Before we go on to the next item of our treasurer here, we've gone through staff reports and asking if there's any report from the treasurer. Not to report. Okay, thank you. The next AOD agenda is the RBC minutes from October 5th. Do we have any questions or comments from commissioners on this item? If not, I'll take a motion. Move approval of the minutes for October 5th, 2026. Second. We've got a first and a second. We'll do the vote by roll call, please. C. Scandalari, yes. Randy Gasti, yes. John West, yes. Laura McRobbie, yes. Deborah Meyerson, yes. Passes unanimously for the minutes of October 5th. Next on our agenda is for new business, we've got resolution 2680, which is the authorization for expenditure of funds necessary to effectuate the purposes of resolution 2638. We're going to have the completion of the secondary plat of both South and related matters. Who's going to speak to that? I would be happy to address that. In completing the secondary plat, there are a number of things that, little details that got to be taken care of. One of them is the vacation of existing easements. And this, as one example, CenterPoint requires an application fee to be paid in order to be able to, for them to go through the process of looking them up, finding what they got, reviewing them, and then filing for the easements to be vacated. So they charge a fee. The fee in their particular case ranges from $600 to $900. There are no buckets of money set aside in any of the things that have been set aside on this project for fees such as this. So I created this resolution so that we would be able to have a small bucket that we could use when these incidental things come up, so we could get them paid for to keep the process moving along. So this would be for incidental expenses, again, such as this current one is an application fee for vacating an easement, but it would be for these types of things. incident of the expenses. Thank you. Any questions or comments from commissioners on resolution 2680 as presented? I have just a question. It's rather minor, but in the excuse me here, I think it's the fifth, whereas I think there are a couple of words missing that should be in there. It's the way it reads it. But by resolution 2584, any and all bids for Hopewell South blocks 9 and 10, as they did not appropriately serve the goals, I think there needs to be a word rejected. But it would have to be whatever the language is that was actually in the resolution that took that action should be inserted there. Yes. I can do that. OK. It doesn't change the meaning of the resolution, but it doesn't read. Correct. Thank you. Any other comments or questions from commissioners? Just as we as we look forward to try to get this moving forward, is this one of those final things that needs to be done? And what's our time frame to get our plat? It is currently in the process of being finalized right now. It has been sent to CBU and planning preliminarily to try to get some early feedback along with the construction plans. We're waiting on getting the covenants and restrictions ready and the HOA documentation ready due to the capacity of legal that Marjorie Rice has decided to, the Corporation Council has decided to get outside councils assistance with those particular items. So we are working on that. So we'll be getting those incorporated in. Otherwise, it's just working on little details. We've been talking about easement language with CBU and MOU with CBU regarding the stormwater detention. So there's things like that that we're still working on. The hope is as soon as within the next month, month and a half that we'll have everything in place to actually file a complete package for the application for for the secondary plat to be approved. And then that starts the plat, secondary plat would get approved pretty quickly, but it would take probably a couple of months to get the construction plans through approval processes because, you know, there's always going back and forth with CBU, you know, what valves here and things there, and there's that level of detail. There's usually some back and forth. But hopefully things will be ready to possibly get bids ready by the very end of the year, the first of next year for the infrastructure. So our goal, just to be clear in regards to this, to try to get something started from a housing standpoint would be first of next year when season comes in, approximately March to April. OK. OK. Definitely. OK. Thank you. Yeah. It really is getting close. And it's getting exciting when you see the depth of the plans of how they are now. It's really, really coming together. So it's getting exciting. OK. Thank you. Any other questions? If not, I'll take a motion. This is for resolution 26-80. I'll make a resolution or a motion to approve resolution 26-80 as presented with the Scribner's error corrected as was pointed out. Second. We've got a first and a second. We'll do a vote by roll call, please. Sue Scambaleri, yes. Randy Cassidy, yes. John West, yes. Lori McFarley, yes. Deborah Meyerson, yes. Resolution 26-80 passes unanimously. Thank you. Next item on the agenda is the approval of a reimbursement for partial costs at the installation of installation of fire suppression system at the visit Bloomington unit at the 4th Street garage. Who would like to speak to that? It doesn't matter. I'm happy to give you an update. So we learned when visit Bloomington was working on their build out plans that when the previous project in this suite was undertaken that they only did a gray box of the suite and actually did not install sprinklers, which likely should have already been installed. So part of the work that needs to be done is that we need to install the sprinklers into the system. This is something that should have been in place for Visit Bloomington. It is a partial cost though, because if we had had those sprinklers in place in the suite, They would have had to pay approximately $2,500 to relocate some of those based on their buildout, which they're still willing to participate in, so it's a little bit less than the installation cost for us, but it is something that absolutely needs to happen. Thank you. These funds, there are still bond funds available that have not been expended yet, so these funds could come out of that, which again would be construction funds. It was gray boxed, but it was felt by staff that a basic sprinkler system is traditionally available when you rent out a space such as this. So we should at least, and they ask us to contribute, and the $11,000 that they ask us to contribute is less than if we would have just went in there, installed them, and then gave them the space. So there's a little bit of savings there. And again, this would be coming out of the bond proceeds as opposed to RDC funds otherwise. Thank you. Any questions or comments from commissioners? I was just going to comment that just I guess for public information. What they call a gray box, I call a white box or vanilla box. The sprinkler, the infrastructure for a sprinkler system in all the years that I've done this has always been included in a white box or vanilla box. And usually the sprinkler heads get readjusted or moved, but the infrastructure, the piping, the hookup, it's all there. And the fact that it was missed I think is probably Somebody didn't know the definition of vanilla boxing of space. So we should have paid for it then, but we're paying for it now. But I don't consider it an extra cost. Thank you. Do you have a question? Two quick questions in regards to what's left over in the bond fund. I know we've utilized that in one other situation. Just want to make sure what kind of funds are available. $449,696, so $450. Okay, $450,000 is still allocable. It's in an account. Correct. It's in the bond. Yes, it is. Fourth Street Garage. So any ongoing situations that occur, there will be capital to take care of. Yeah, there are capital that would have been performed or could have been performed as part of construction. At the time frame. And then when we're looking at visit Bloomington, this won't delay their particular occupancy time? No, this wouldn't delay because they would have had to alter this the sprinklers anyway for theirs. So their contractor will just simply install them as part of work. So it works out pretty well for them. That works out. Thank you. Okay. Any other questions or comments? If not, I will request a motion for Resolution 2681, please. Move approval of Resolution 2681. Second. Got a first and a second. We'll do a viral call, please. Steve Scambaleri, yes. Brandi Cassidy, yes. John West, yes. Lori Necrofty, yes, sorry. Deborah Meyerson, yes. Resolution 2681 passes unanimously. Thank you. Just check in our agenda. Anything for general discussion for this evening? We were looking to see if we had anybody that would be willing to meet with us as we're evaluating architect RFP respondents. Anna Dragovich, do you want to speak to that at all? Sure. You'll recall at our last meeting, we opened the RFP for architectural architectural services for the BPD project at 714 South Rogers. That's currently open. It will close on November 6th. And we were thinking that a member of this committee could be a part of that evaluation process, be on the evaluation committee. So I suppose we're looking for a volunteer to be on that, Randy. Who wants to, anyone else wants to? No, thank you. Appreciate your volunteering for that. Okay. So, thank you. Appreciate that connection. Anything else for a general discussion? Not that I'm aware of, but if there's anything from you guys, I'd be like, okay. Is this a record? Is this a record? This is a general discussion? I mean, is this a time record? Oh, it is. It is not over yet. Turn German. So moved that was a record. OK, it is a record. Although it's my 15 will have to kind of keep track of whether that's a record or not, but it's definitely up there. So OK. Appreciate your time this evening. Thanks bye Lori.
