Chief, you want to do the prayer? I have your father look out before you once again and we thank you so much for the blessings you've stowed on us and represented here in the town. We ask you to view this tonight and make the decision that affects us all. We thank you so much for the jobs we have and the people we serve. We regret to say in Jesus' name, amen. Amen. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Pam samples Trevor Sager here William Ellis Dan Swofford here Scott Oldham Due to a change in Indiana law about how meetings have to be recorded the chat feature on The web presence is being deleted discontinued. Unfortunately, there's just simply no way for us to comply with the law and allow the chat function to continue to work. So just for everyone's knowledge, it wasn't something we're doing maliciously. It's, again, just because of the way the records-keeping law is being interpreted by the state. So we'll move forward to opening bids. This is for the Heritage Trail pedestrian bridge over Jax Defeat Creek. And the first bid is CLR, Inc. The lump sum price is $698,890. Second bid is from Crider and Crider. Lump sum bid is $737,250. Third and final bid is from Fox Construction Company. lump sum bid is $541,363. And I recommend that council take the bids under advisement so they can be reviewed by the planning department and the street department. Is there said motion? So moved. Second. Under new business is the 2025 consulting contract with Coppelset, LLC. We're copying. Copying, LLC. Okay, Rick Copic LLC. In any event, Rick Copic has been assisting the town with consulting services or engineering consulting services for the past couple of years. This is a renewal agreement for his services. For one year, July 1st, 2025 to July 1st, 2026. The payment will be $750 per month as a retainer. And after the retainer is exhausted, he will bill for his services at the rate of $100 an hour. There were no changes in the contract from last year. And he is an infinite contractor. Questions from council? Did we use the retainer last year? Did we use it over? I would think so. Yes. Then I'm going to point Andrew Henry, the local business owner, to the redevelopment council. He's president. You want to say anything Andrew? Thank you very much for doing it for us next on the agenda is the parks board appointment Any questions from Council and is this the council appointment? Yes, it's the entire I Forgot the name sorry I Move that we appoint Emily Kelly on the parks board and second Yes Yes, yes We'll now move to privilege of the floor anyone having business for the council that is not part of our normal agenda Seeing no one rise in chambers and no one raise their hand online We'll now move to supervisory comments starting with the town me Okay. Yeah, I'd like to acknowledge Donna Neese and Dan Rary for putting on the picnic in the park Friday for the chamber. A lot of the town and citizens were there, as well as the business owners. We had maybe 100 people. And it was a lot of fun, and it's a good gathering every year. So thanks to them, just another event that happens in Hopeville that makes us feel a little better. Two more concerts to go for our concert series. So get out and take advantage of it. before it's over. Really appreciate everything that's went into that. I think it's been a pretty good event so far. Last, BZA needs an appointment, so we're still looking for a member for the BZA Board of Zoning Appeals, so we're still looking for somebody. Other than that, I'm good. Fire and fireworks go off without a hitch, I think. I don't think there's any problem we had. We worked really well with the fire department. We had a nice crowd. Donations were good, I think, what I saw. So hopefully Denise was there with her bucket. So it worked out pretty good. Next? Nothing, Chief. Two items, one of them's real quick. We have an open full-time position. We're starting testing and interviews next week. So if everything goes well, we'll have a name to bring to you for next council meeting for a contingent offer in the end of physical. The last thing is I sent you an email today regarding the roof at the fire station on Curry, on 46, not Curry Pike. Anyway, we're having some issues with it when it rains it leaks inside We've had a couple people look at it. The decking is starting to delaminate Which is also destroying the shingles on it So we need to replace that rough guess they're Giving me some numbers at a hundred and fifty thousand on the high side So that's the number I'm bringing to you that would do the entire roof and the decking. What I'd like to do is finance that for three years. I can cover that with our cumulative building and equipment fund, and that would still leave some cash reserves in there for incidentals. An engine go out of a fire truck transmission, those sort of things. I was going to put that in the budget for next year. If you guys are good with it, Would like to actually maybe start that this year. I do have the funds this year To cover a payment. I would just need to do an additional appropriations for that but the funds are in the line now and Get started Which would hopefully keep the price a little lower because we've not go through another year's increase after the first of the year When do you expect to have the final number? I can make some calls and get quotes and have it for you next council meeting. I mean, I could have it before then, but because it's such a large job, I think we're going to need quotes, are we not? I mean, the legislature made some changes to the public bidding statutes. Right. I'm asking. Yeah. Yeah. I can, I can do quotes or bids either way for that. That's not a problem. Yeah. I think it went over the magic number for the new law and I'm sorry. I couldn't remember and I was not having any luck finding it before I got here tonight. Luckily enough, we have someone on staff to do that. Yep. So basically, I guess what I would like to know from you guys is if this is something you'd like for me to try to get done yet this year, or if you want me to just run it through the budget process for next year. My thoughts are if he's got the money this year to start with the payments. I think if we're leaking, we should probably fix 100%. Yeah, there's no need to delay it. Yeah. But again, we can't approve it until we have been sure compliance. So yeah. Okay, I can get quotes or bids, whichever is necessary. And then when I figure that out, I can have Noel start the paperwork for an additional preparations. And I can bring the I'll send you guys the final numbers beforehand. Sounds good. All right. I think that's it. Thank you. Thank you. And also I talked to Kevin and I just want your feelings on this. I mean there is water damage. So why not look into the insurance to maybe insurance could cover the damage part would help a lot. So I'm sorry. Go ahead. It depends on what our deductible is on a structure like right. It's a lot of money. So definitely work. I want to look at Yeah, I will check. I want to say, do you recall, I think the structural deductible, is it 10,000 on that? I'll have to look and I can let you know. More than likely. All right. Thank you. Mr. President, I have one more thing. Kevin jogged my mind. We are in the process of a hiring process ourselves, but we're not going to be able to get it to you prior to the first week in August. Just so you know. Thank you, sir. Thank you. Bibe's has got the stone done for the east gateway and I really hate to bring, I don't know if it's bad news or not, but we're going to try to install that stone tomorrow so we'll have one lane shut down on the westbound side of that island so it's going to be a pretty hectic area right there, but the weather has not cooperated either, because we've got to get a rather large crane in there to set that stone. So probably somewhere around 11 o'clock, maybe somewhere around there, 9 to 11 o'clock, we're going to have that down to one lane going westbound coming into Oldsville from Hart Street. What, two to four hours, you think? Probably something like that, because we've got to lift the old one out of the way and fix the base and then put the, set the new one on that. We plan on having, well, we already got them loaded today in the trucks. So we plan on having it all there. So we're not downtime waiting on anything, getting delivered to get it all set up. So just wanna get right heads up on that. Also, if you guys remember, I mean, it don't take us as long to get a fire truck as does the fire department. Our tandem that you, we graciously got, We'll probably ready for pickup this year I would like to maybe bring it to the next council meeting y'all to see that it's set up with snowplow Spread or everything. It's something really nice that we've got that We've been needing for a long time. It's gonna replace a truck. That's 19 and a half 20 years old. So Excellent. It's all good. Thank you, Denise Sir forgot something important. I was supposed to I So we started the budget process today, spent five or six hours, maybe seven. And so we really got the good, we got a good start. We have the rudiments of a budget. Everybody was well prepared for today's meeting. So as we go through the process, we're thinking that do we want a work session? And if we do, we have a date picked in August for maybe a work session prior to the 25th. meeting, the August 25th meeting. And so we just want to know what your pleasure is. Is that a good date for everyone? And we're trying to make the date early enough that Noel can meet our deadlines for getting in the gateway and running through the process. So we make sure we're square with the state. Since we're not a complete council right now, can you just float the date to us on email and let decisions kind of come up off of that? We will and we'll give you some information on the budget as well. And so I just wanted to bring that up tonight so you can start thinking about it. Sure. Thank you for the effort on that. Now moving to council comments, anyone? Okay, seeing none, I know of no other business before the council will stand adjourned.
