Very quickly, before we move into everything else this evening, we do want to pass our condolences to Jim Davis's family. For those who are not aware, Jim passed away late last night. For those of you who may not know, Jim was the firefighter and fire chief in this town for decades and set the standard for everyone else to follow. He was the first of our town managers. This building is in fact named after him. And just the legacy that he created and lived cannot go unnoticed. So Jim, thank you for everything. And to the family, our deepest consultances. We'll move now to resolutions, which there are none. There are no no ordinances on first reading. And in ordinance on second reading, there are three. Well, sorry, there is one. Ordinance 2026-3 authorizing a pilot agreement between Richland Senior Assistance Housing, Incorporated. This is our second reading and as was discussed in the last meeting, meeting Richland Senior Housing intends to build housing for low-income seniors at 5965 North Matthews Drive and 6155 Matthews Drive and the ordinance simply states that the town council is approving the pilot agreement for that housing. Questions, comments from council? Any questions or comments from the public? Representatives from Richland want to say anything? Thanks for the opportunity to be here. And I happen to think the greatest small town in America to have been born and raised in. And the town board has many opportunities during the year to really influence and affect people's lives. And I think the job you guys do is second to none. But in this case, it is 100% that this project could not go forward without this resolution being passed by the town. So when you think of the things during your service that you've been able to do, you are 100% partners and responsible if you see fit to pass this in providing housing for those that are 62 and older because it flat out could not happen without the leadership of the town of Elksville doing this. And we're just so proud that we can continue a tradition that's been going on since mid 1960s. And as I said in the last meeting, we continue to just build waiting lists and people that are wanting to move to Ellensville in their senior years. And I just think that's a great thing for the town and it's certainly a great thing for the people. So thank you for your support in the past and what I hope is your continued support in the future. With regard to the Monroe County Solid Waste Management District, as I read the statute for the board of directors, the town council must appoint a member of the town council to serve on that board. Do we have no one that's willing or able to serve? The statute does not say that you may appoint somebody in that person's place. I'll go ahead and do it. You sure? Yeah. Okay. Thanks, William. With regard to the MPO policy committee, according to their guidelines or their bylaws, it states that the town council president is to serve, but if the town council president cannot serve, alternate representation may be appointed by the same board, commission, institutional organization to serve the term of the regular designee. In that case, it does not say that that doesn't mean it has to be another council member. I can't find anything else in the bylaws that says it has to be a town council member if the town council president cannot serve. That is not something I can do. So does anybody want to do that? Well, since Mr. Farmer is not here this evening, We are gonna delegate that to him until he finds a replacement. Mike, I know you're watching and congratulations, you've been appointed. And Jeff, I will say, if there are minutes or proposals from the Solid Waste Management District, since I really know nothing on that, I'll reach out to you to say, what is this translated in English though? I appreciate that. Does Mr. Farmer's assignment to the MPO require a council vote? Or is that just a... I would because the bylaws state that it's a designee chosen by the board. So be it. That's me. So as you may or may not be aware, the town of Ellsville was awarded a community crossing matching grant from the Indiana Department of Transportation. NDOT has requested the designation of a signatory for any time we're awarded a community crossings matching grant and that it be documented in the minutes. Therefore, we are requesting permission for the town council president to sign the grant award agreement anytime we are awarded a community crossings matching grant. Okay, questions from council? Is there actions from council? I'll make a motion to approve the signatory to sign community crossings matching grant agreements. Can you include the town council president in your motion? As stated. I will have to abstain from that agreement and as such we do not have a sufficient quorum to pass it. So we're going to have to let that one go for this evening. Next is adopt a road program. Marybeth King with the Monroe County Solid Waste District contacted me about a week ago and she had an organization from the Old Soul area that wanted to adopt a road and it ended up being within the town limits of the town. So she reached out to me to see whether if the town would be okay. The organization is the the Edgewood High School chapter of the FFA and they wanted to adopt Sycamore Drive and the solid waste district takes care of all of the sign-in sheets, the waivers, the whole nine yards. They even provide the signage that you probably see on some county roads that says this road's been adopted by so-and-so's family or organization and the district will provide them signs. I don't know if they'll put them up or they'll send them to me to be put up. But she was just requesting to see if it would be okay with, if it was fine with Eltsville. So I forwarded the email to Darla so she could look over to the documents and let you guys go from here with us. I'm well for it. I don't know about you guys. Does the FFA know the obligation they're taking? I mean, they're going to adopt the road and that road eventually is going to need school. It's going to need, You can't just ignore it. You have to be able to see it through its problems, the teenage years. As long as they're aware. I think they've reached that there. Okay, so this is more like an adult adoption. Yeah. Okay. Just want to take the minute to recognize Jim Davis and his contribution to the town of Ellisville. I mean, it's been immense what he's done and just want to remember him. He's got three of his classmates are here. Jerry Cravens, Dan Rary and myself. It's been a long, tough road for Jim the last six months or so, so I think he's at peace now. And also you mentioned that the This building or this room was dedicated to Jim? The building, actually the building is named after him and this room was named after former council member Bastin. All right. By motion of the council several years ago. Do we have any signage that indicates that? It's on the plaque. It is on the plaque apparently. Oh, it is a plaque. If we could get those in, I know several employees have received those though. It was actually a lot less painful than I thought it would be for my first audit, but that's a really big credit to Sandy and Amber and the staff and putting everything where it belongs.
