I've got the list of all the contractors since it's been a while if you want to know that, but the low bid was for milestone contractors, and it was the total bid or the total grant was for $147,834.26. and milestone we've used before successfully. It's actually been a few years since we've had a milestone because it's been such a competitive bid that it's been EMB or Lentz before in the past and they were higher bidders. We just haven't utilized it the last five or six years, and in the fire service, titles, ranks meet an awful lot. Under new business is action to create the position of division chief within the Altsville Fire Department. This is part two of the four parts. What we're wanting to do is make our division chief of training. The plan is to move Mike Corman, which is fire marshal, over to the training division. I'm kind of bringing all three of these together so it all makes sense. And then the solid organs would take care of Mike Corman's spot. It's the same pay. The solid organs matches the fire marshal pay that's currently in the budget, so there's no change with that. And then that would leave Mike Corman's fire marshal position open, and the plan is to move Shane Jarrett from deputy fire marshal to fire marshal, and he will maintain his pay level, just it's a title change. So no salary changes at all this year. And then I don't have any plans in the near future to fill the deputy fire marshal spot because should a large amount of inspections, anything like that come in, Mike Corman will be able to help backfill that. So it's truly just reclassifying everybody's title. Okay, questions from council or comments? Are we able to do this before we approve the salary ordinance? Probably not. Okay. I would like to request one thing, though, and you'll have to do it the next council meeting, bring us back an amendment to the salary awareness that vacates the position of deputy fire marshal so it no longer exists, because otherwise it's an unfunded mandate that's out there just kind of hanging. That's fine. Yeah. Next is the approval for repair of the aerial fire truck. This is kind of a two-part. The first part is should we fix this truck? It's an 07. It's in good shape other than the issue we're having right now. It's totally fixable. To order a new truck to replace this one is just a little over $2.5 million. So this is rather a small cost to fix it. And it's currently out of service. As far as the aerial ladder, we can still use the ground ladders off of things like that. But to send it up, get it repaired at the authorized repair facility for the truck manufacturer, it takes about six months because they actually have to build the latter section for it. And that cost is estimated at $261,209. And when it comes back, it'll be completely repaired, inspected, certified, ready to go back to work. So I guess the first question I got is, what's the pleasure of the council? Do they wanna see it fixed? I would think, I mean, just from, I mean, if there's nothing else wrong with it, then that's the only thing. I think fixing it, the delay, the six month delay, it's gonna take probably years to get another one if we just decide to buy a new one. Four years is what they told me. Okay, so I mean, not only is it the less expensive option, it's a faster option. Is there any chance, Kevin, that more repairs could be added on when it goes up for service or? Sure, anything's possible. I mean, obviously, just like taking your car into the mechanic when they tear it apart, you might find something else. So part of my plan is to have a little contingency fund in caught, if you will. So if they find something else, we can get it taken care of. Realistically, if this gets fixed, how much longer do you think the truck can be serviceable after the repair? Aerials don't really have a lifespan until they're just out cost prohibitive to fix, as long as they pass the annual inspections, pump test, all of that. Honestly, I think when you get much past 30 years, the technology just changes enough that it's probably not worth it at that point. And this was a 2007? Correct. Late six, but it's actually called an 07. Looking toward what we at least are looking at for consolidation, I don't see it to be practical for us to not fix this. the size of the count our size of the township the size of Things that may be headed our way in the future. I don't see where we Quite frankly have the option to not fix it because redundancy is the is the keystone for public safety And this would only make the third one even if we keep us a spare in the county, correct be the fourth I think if when it comes back online, it would be the fourth. Yeah, so that's not a whole lot for a county with a the population we have and particularly some of the bigger apartment complexes that are not righteously ours currently for Ellitsville, but through mutual aid and, frankly, with the proximity of the airport and everything else, I just don't think it's good fiscal policy not to fix this one. »» Agreed. »» What were your funding sources? »» Obviously I don't have that in my annual budget, so a couple options or really the only option I have is to do a loan, like a four-year loan, and that definitely maxes out my CB&E line. So anything should happen. There's no room for error anywhere in the line for four years. So I'm not sure if the town has any revenue that maybe come up with part of it, or I can stretch it out longer, It just doesn't seem prudent to pay for repair for six or seven years. Again, with the economic situation, with SBA 1 still unknown when it takes effect, I would put forth the council that I would allow him to go ahead and loan it, maximize our cash assets that we have in hand, and if we have the money earlier, we pay for it. If we don't, at least we know we have a solid plan behind it that we're not getting in trouble with anything else. Since we don't know what the true effects of SEA 1 are going to be or if it's ever going to take place and if so under what format let's make sure we keep as much cash reserve as we can so I would put forth we get a loan to fix it. I would agree. Usually I'm against doing that but I mean this is not a small expense and is would it be fiscally prudent for us to get a longer term but just pay it early? That way, if something happens, you have some wiggle room in that CB&U line. Sure, absolutely. It'll probably change the interest rate a little bit. I don't know. They're giving us a decent interest rate to begin with, so it might bump up the interest a little bit. I don't think I care about a half point or so if we can stretch it out longer just to be on the safe side, but if we're talking some outrageous 3% or 4%, which I don't know. I seriously doubt that. And like I said, for the most part, we've paid all of them off early anyway, so. Right. And that would still be the goal. I just, I don't like locking us into having no other options. No, I agree. Yeah, I'm good with that. I can call tomorrow and see what I had in a year or two. Okay. Now, is the truck actually going to have to go away for the period of time, or are they going to manufacture it and then we take it up and place it? Correct, they're gonna manufacture the ladder and as soon as it's completed then they'll call us and they said it takes three to four weeks once it's built for them to jump on and take care of it. Okay, but you still have the apparatus for six months in the end and maintenance and everything else? Correct. Yeah, okay. So it can be used for other things just not the ladder portion? Yeah, tonight I'm asking for approval to make a conditional hire. We have an individual that's got some background in law enforcement. We can't get him in to the testing until April 25th, but we'd like to have permission to go ahead and do that. OK, so what has he passed for you so far? What has he what? What has he passed? The physical test so far he's already he's already a certified Okay, but is he passed any physical tests for you? We haven't given physical test. Well, I just mentioned that the reorganization committee has done their job. We have a final draft and the township board, the Richmond township board and the town of Ellensville town board will have to review the final draft and decide whether they want to move forward. Would you expect to bring that to council? met with Mr. Cook after the last meeting, and I told him that I would put together a tentative schedule by end of this week and circulate it. So it's... I just wanted to make the board aware that we have completed the upgrade for our accounting software from the dot net to the cloud. The reason for that was because the dot net was going to be sunsetting. We weren't sure the exact time and we didn't want to be left scrambling. The good thing about this cloud is it makes it easier for the residents to go online and pay their utility bills where they can see the history of usage and stuff, so it gives more options too for e-check and things like that. And then we're waiting on the hardware equipment to come, but the police department, instead of sending residents over to my office to take VIN payments for credit cards, they'll be able to do that at the police department. So it should be good for the residents all around as well. Okay, anything else? Yes, sir. just that with echoing Mike's comments about reorganization, I thought we had a great set of meetings, great consensus. The final plan passed unanimously. And that was between town officials and, or, you know, township representatives and town representatives. So I look forward to getting the draft plan out.
