We'll call to order the Monday, April 27th, 2026 meeting of the Oldsville Town Council. Who would like to do the prayer this evening? John, did you want to? Father, we ask that you watch over our town and look over to all the council members and the public and give them wisdom and knowledge to vote on everything that needs to be considered this evening. And we thank you for your presence in our town. In Jesus' name, amen. Amen. Chief. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Whenever you're ready, roll call, please. here. Here. William Ellis. Here. Trevor Sager. Here. Pamela Samples. Here. Approval of the minutes for April 13th, 2026 meeting. So moved. Second. Motion second. All those in favor say aye. Aye. Any opposed? Any abstaining? Abstaining. Wasn't here. Action to pay accounts, payable vouchers, and payable vouchers. So moved. second also favor say aye aye any opposed any abstaining resolutions this evening of which there is one resolution 06 2026 appropriating revenue received in excess of the 2026 budget for additional payment of financing yes sir this is to ask permission to appropriate funds that we received from from the release of fund bonds paid in full for the police and fire bond that we paid off last year, and we received this check in that amount. And so we were asking permission to use that to pay down the fire loan that we recently took out. And how much did we receive? $59,070.58. Any questions from counsel or actions? How much do we receive from fire and how much do we receive from police? It came as one check, sir. And because of the way the bond was taken out, the paperwork that I had showed that the money had all been expensed. And so this was a surprise to receive this payment. So we don't know what the split, if any, was? No, sir. And when I called, I did call to ask Old National for that and they didn't have any split of how it was split up just as the payments that were made and when they were made and that when we paid it in full. So are they saying we overpaid by that much? It was interest received while we were making payments that was an escrow for the building corporation. from Council. I'll move to approve resolution 06-2026, appropriating revenues received in excess of the 2026 budget for additional payment on the roof financing. Second. Motion to second. Whenever you're ready. Scott Oldham? Yes. Dan Swafford? Yes. William Ellis? Yes. Trevor Sager? Yes. Pamela Samples? Yes. Motion passes. Where does this leave us on the outstanding for the roof finance and do you know. Just ballpark. The first payments not do until the end of this year so this will cut in about half okay. Ordinance on first reading seniors one ordinance ordinance twenty twenty six dash zero eight two men salary ordinance twenty five twenty 26 to remove position of deputy or vacant deputy fire marshal position This is just a housekeeping We reclassified Mike Korman from fire marshal and Shane moved from the deputy marshal to the fire marshal position And so we no longer need the deputy fire marshal in the salary ordinance. So it's just removing it And this was my request last minute, if you guys remember. Questions from council? Is there a desire for council to move this forward into the second reading and passage tonight, since this is just administratively? Yes. Yeah, that's fine. OK. If someone wants to make said motion. All right. I move that ordinance number 2026-08 be submitted for first reading. Second. Motion to the second roll call please. Scott Oldham. Yes. Dan Swaffer. Yes. William Ellis. Yes. Trevor Sager. Yes. Pamela Samples. Yes. Motion passes. I move that ordinance number 2026-08 be adopted on the same date which it's introduced. Second. Motion to second when you're ready. Scott Oldham. Yes. Dan Swaffer. Yes. William Ellis. Yes. Trevor Sager. Yes. Pamela Samples. Yes. Motion passes. a move that ordinance number twenty twenty six dash zero eight be adopted. Second motion second. Scott Holden yes Dan Swaffer yes William Ellis yes Trevor Sager yes Pamela samples yes motion passes. Okay so we have right. All right there are no ordinances on second reading this evening there is no old business under new business. It says none but then it says consideration of vehicle equipment purchases for the Department of Public Works. Okay. I just want to make sure this is something we want to do tonight and it was just on here as a placeholder. Well, I thought we was going to do it on the 11th and we just put it down for consideration tonight. Is that right? Yes. I think the purpose was to have it on the agenda tonight just to keep the council informed and then at the next meeting the resolutions will be adopted to proceed with the loans okay so it really doesn't require anything from us this evening or other than just to notify the council what's going on okay yes no vote will be taken but anybody want to speak to it or is it just so what it is is that if you remember i come to you a couple months ago letting you know that we'd be looking for a new street sweeper that's the first item we've got a global sweeper that's going from a a vacuum type sweeper to mechanical sweeper. We like this set up a lot better. It will be replacing our 2005, which is over 20 years old street sweeper. I tried to entertain a trade in from the company and the trade in was way, way, way below what I wanted to get for it. So, depending on what happens, In November, we might keep it around a little longer to have an extra sweeper We'll put a little money into it to get us going in the first of the next year The second one is a 2026 Kenworth single axle dump truck Complete with the snow plow and spreader. I originally reached out to Kenworth to spec for a 2026 cabin chassis and then get all the outfits. And while I was on the phone with them, they told me they actually had one there set up in stock. The price that I have here, prices I have here are exact prices. And that price there of $213,002 is roughly 20,000 cheaper if I were to wait and order it versus getting one that's already on the lot. That will replace also a dump truck that's at least 18 years old. And again, I will probably not surplus that until we'll see how the fall goes and be the same situation with the last one, 2026 Ford F-550 cabin chassis with the outfits at $87,480. That will also replace a truck that was purchased in 2012. It was just a regular pickup and we'll be upgrading it to a little bit larger truck, but same case scenario, probably hang on to it for a little bit longer, just to see how things go for this fall. I have all the funding in my budgets. The sweeper is solely be purchased out of the stormwater, and I will have the funding for the financing for that under the lease program with PSB, People's State Bank, the Kenworth, I believe it was gonna be four ways. It'd be sewer water, storm water, and street. We'll be purchasing that, so that price will be broke down four ways, as well as the cabin chassis of the Ford F550. Okay. You're gonna bring all this to us at our next meeting? Next meeting. Okay. Questions from council on this evening's discussion? You said a lease. How does that work with something like this? Noel can probably explain that better, but we were doing financing with People State Bank, but now we've got a. Master lease agreement. Master lease agreement. So the master lease agreement can be used for equipment. It essentially is a loan, but we're just putting it under one umbrella to keep it all legal, and Darla could probably explain it a lot better than I. you pass your resolutions, what you will actually be doing is approving an amendment to the master lease agreement. Okay, but we do retain ownership of these. So when they're done, we can surplus them or whatever. Okay. Correct. It's not like it's determined at least, but it's not like the common vernacular lease that you get for a car. No, it's basically as far as on the admin side for the paperwork and stuff, the amending lease agreement or having a lease agreement allows for expedited signing of the paperwork and getting everything filed. Okay. And a lease doesn't count against your constitutional debt limit. Okay. We play trade the folders up here. Any other questions? Seeing none, now petition to hang a sign on the town's right-of-way at 123 North Sale. Matt Mitchie is seeking town council approval to hang a sign in the town's right-of-way at 123 North Sale Street. Mr. Mitchie is opening the Fig Tree Market, a home goods retail store at that location. The sign will be located nine feet from the sidewalk to the bottom of the sign. And this needs town council approval as it's in the right-of-way. Because it hangs above the right-of-way, correct? Questions from council? And nine feet's also the ADA requirement. Any action from council? Make a motion to approve the petition and hang a sign on the town's right of way at 123 North Sale Street. Second. Motion second. When you're ready, please. Hold them. Yes, Dan Swafford. Yes, William Ellis. Yes, Trevor Sager. Yes, Kamala samples. Yes motion passes. Thank you Approvals of the floor anyone having business for the council not part of our evenings agenda No one rises in chambers, no one flags us online supervisor comments beginning with the town manager Deputy chief I'd like to say better tonight when we had all our issues and problems. We were able to get an ambulance in and get Jimmy and get him to the hospital because he suffered fall at the time. So between the ambulance and the car apartment, they were safe, a much, much safer situation for all of us out there. So we were able to resolve the issues that were there, but special shout out to Chief and his folks for helping us out. Thank you very much. Chief? I'll be coming back to you with some quotes. Just want to give you the heads up on it with The community crossings matching grant, when we got that awarded, I still have some extra money, I don't know if it's extra, but still have money in my NVH restricted line that I can only spend on road work. So I am quoting out, I've been with, I've talked with Darla about my packet and I will be sending out quotes for additional streets to be paved. Council comments? Anyone? Seeing no further items on our agenda or before the Council, we'll stand adjourned.
