The first public hearing is the purchase of DPW equipment under Resolution 07-2026 and 08-2026. So you have, as you've noted, two resolutions before you, and the first one is a resolution which essentially sets forth that the town is purchasing the three pieces of equipment, that being a street sweeper, a single axle dump truck, and the Ford F-550 cab from Sourcewell, which is, as you're aware, a governmental entity up in Minnesota that engages in purchasing powers broadly, and so they can buy large quantities of equipment and items. resell them at a savings to municipalities in Indiana and other states. So the purpose of Resolution 07-2026 is simply to state that you're purchasing the equipment from Sourcewell because doing so offers a substantial savings to the town instead of soliciting three quotes for each particular piece of equipment. And then resolution 08, 2026 is a resolution to amend the master lease agreement with the People's State Bank to approve the financing of the DPW equipment. So the town has already entered into the master lease agreement with People's State Bank on at least a couple of occasions for different equipment. This would simply be an amendment of the master lease agreement to purchase the equipment and the global M4 street sweeper is $382,072. The Kenworth single axle dump truck is $213,272, and the Ford F-550 cab and chassis is $87,480. So there's one master lease agreement amendment to cover all three pieces of equipment. And you have in your packets the amortization schedule for each piece of equipment. And just so we're clear for the public, this is not an actual lease. These are loans, and we will wind up owning this equipment. Correct. Master lease agreement is what it's called. Right. Right. Okay. Are there questions or actions on Resolution 07-2026 to approve the purchase of equipment for the Department of Public Works? Do we have to have public comment for this? So hats off to the department for using it and make it work and take care of it to the point where we could use it that long. So they get their money's worth out of equipment. Absolutely. Second public hearing tonight is the loan agreement to finance repair of the aerial ladder fire truck. This was also discussed at a previous town council meeting. I think the fire chief pointed out that the ladder truck is 2005? 2007. And there are some issues with the ladder truck and it's more economically feasible to go ahead and repair the ladder than to purchase a new ladder truck. And so the resolution before you authorizes the town to enter into a loan agreement with the People's State Bank to make those repairs and the amount of the loan is not to exceed $300,000. We actually think it's going to come in a little bit under that. I just put $300,000 in just to give you some wiggle room in case you need it. And that is a loan through the People's State Bank. That is not an amendment to the Master Lease Agreement because it's a repair. Okay. Is there questions, comments from Council on Resolution 09-2026? Just I want to thank Kevin for being kind of talking us through this process and going through, I mean, we need the equipment. I'm sure you'd prefer to be working. How long is it gonna be out of service again? Six months, probably? Six to seven months, so yes. But this is a relatively inexpensive repair to replace it, you're pushing three million dollars. Right, yes. And the following truck is what, 18 months out still? The pumper or the other area that you looked at? They're looking at 12, maybe 14 months. And the TIFF's paying for that 100%. I'd like to have Richard Parsons and Paul and his wife Tara to come forward if you would. This is a kind of special night for me because I watched this young man grow up. His father and mother back there, Steve and Carol Hall, can you wave Steve? Steve was my communications officer at the state police post when I worked out there. You okay? I am sir, I am. It is a great pleasure for the 25 police officers here that I nominate Sergeant Richard R. Hall of the Ellesville Police Department. He has all the qualities of a true public servant, as evident as his five years of dedicated service to the town of Ellesville is outlined below. Sergeant Hall began his law enforcement career with the Ellesville Police Department as Reserve Officer in 2011, volunteering his time to fulfill his functions as a full-time police officer. Sergeant Hall is a perfect example of the lead from the front supervisor. Since that time, he has excelled in his aspects of his career. In 2025 alone, he responded to 267 calls for service, made 558 traffic stops, and arrested 23 individuals for impaired driving. In addition to his duties as public police officer, and Elstville Police Department Sergeant Hall is also a member of the Monroe County Major Crash Investigation Team. He serves as one of three DREs on the team and responsible for evaluation of drivers involved in vehicle collisions which result in fatality, gastrophobic injury. Just as a reminder, you have three minutes for comment. aware that I have three minutes that's why I sent you my memo so you have it already in your inbox okay and it's and what I'd like but I like the comment about is sort of the end of the memo where I sort of I mean I have sort of acknowledged the that we've written a lot of tickets on State Road 46 but State Road 46 is not the only traffic the only Artery in Ellisville about which we need to be concerned. I think about speeds State Road 46 may be less safe partly because of the accidents, but I also suggest that we consider widely reported and objective measures of performance and in looking at the the uh... internet and what's written on the internet one of the issues and one of the issues raised in one of the articles that i cited one of the public media was the frequency with which vehicles are going ten miles or more over the speed limit uh... and i think there are some areas that are probably worse than state road forty six that uh... that put the fear in this in the in the hearts of citizens in aliceville the other Point I made was reported a performance or reporting a performance for major arteries in Ellisville and in that I would include McNeely Road sale Street Abigail Lane, I know for instance when I'm trying to pull out of the Area 10 agency on aging which I go to every couple of months one of my concerns is pulling out on the sale Street because the the speeds are quite rapid there. And then the other point I raised was this radar control, radar speed monitors with digital readouts, which we had two years ago, and I raised that in a meeting at least two years ago, but I've not seen any of those systems or seen any discussion. I know we've talked about vehicles here tonight and Fairly significant expenditures, but we have but the as my understanding is the radar speed monitors are relatively modest and cost But we had one that I know we sent to Illinois. I Don't know where it is now But somebody else can speak to that I can't and I did send the memo also to Jimmy and to Mike so that they understood what I was the point I was raising I'm done You have you have what I wanted to say though, and I hope there's some action on it. Seeing no one in chambers no one online when I move to supervisor comments beginning with town manager Sure, I'll say something Amanda booth for reorganization to give out information at the farmers market last weekend on Saturday and And so I met some really nice people, a lot of people moving into town for a lot of different reasons. And the two booths on each side of me, they'd never been to the farmer's market, so they were new to the process as well. One family had been here for about 100 years, and the other people, they'd just moved in. They were two years in to being here, and they started a business. and they sold out with baked goods and stuff. So anyway, I just wanted to mention, I don't go to the farmer's market a lot just because I can't get around that good, but it was really pleasant. The farmer's market is worth going down to as produce becomes plentiful. It'll even be better. And there was a lot of nice boosts there and it's just quite the, Quite the thing, so I encourage everybody to go to the farmer's market. Quick question along that line.
