Call to order the Monday, October 26, 2026 meeting of the Eltsville Town Council. You want to defer? Yep. Dear Lord, please bless this town. Bless the people making the decisions. Give us the wisdom and humility to make the right decisions for our residents. In your name, Lord Jesus, amen. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Roll call whenever you're ready. We'll wait. Sorry, Scott Oldham. Dan Swaffer. William Ellis. Here. Trevor Saver. Here. I do want to ask Jeff, was that telling your car warranties? Was that tech support or your car warranty was? So probably was. Minutes from the October 12th, 2026 town council meeting and minutes from the pre adoption meeting on October the 5th. So moved. Okay. Either way we'll get a motion to second. All those in favor say aye. Aye. Any opposed? Any abstaining? Next action is the action of accounts payable vouchers and payable vouchers. So moved. Second. Motion to second. All those in favor say aye. Aye. Any opposed? Any abstaining? There are no resolutions this evening. There are no ordinances on first reading this evening. There is one ordinance on second reading, which is ordinance 2026-17 to establish the salaries for the 2027 budget year. This came before the council at the last town council meeting. If there are any questions, I can answer those. The one thing I did want to remind the public when they are looking at the salary ordinance is that the bi-weekly wages that you see is not necessarily going to be indicative of what someone has paid. That is their base pay. The certifications are additional pay. Longevity is additional pay. So the report that you see that will come out in January on the 100R of what we paid somebody in total is not gonna necessarily be their biweekly wages that you see on this salary ordinance. The salary ordinance is for their base pay and officer pay. if it's included in with a position that requires officer questions from anybody on staff public and back to the council to approve ordinance twenty twenty six dash one seven to establish salaries for the twenty twenty seven budget year second Second roll call, please. Scott Oldham. Yes. William Ellis. Yes. Trevor Sager. Yes. Pamela Samples. Yes. Motion passes. Next is the purchase of traffic counters. Is this you, Chief, or is this? This is me. These are our actual counting devices that will, the type I'm bringing to you now will give me in real time of what's going on. First off, the JMAR technologies that this is from, we purchased them originally. We purchased some originally from JMAR back in about 2008. We've had them counters for a decade and a half. They've been really good equipment to have. JMAR comes really highly recommended. That's who I went to first. And then I proceeded on trying to find others that are equal to, or possibly better than what Jamar offers. And there's none other one out there. Jamar's counter, there's some that just does traffic, some does traffic and radar speed. None of them will detect whether, and I don't know whether if this could be an important thing or not, but Jamar's the sole one that can detect whether if it's a semi, if it's a car, it could tell you what size of the vehicle. And it's gotta be by the, the overall length of the vehicles would be. So I tried to go through that process. I did get a few numbers that weren't comparable with apples to apples as far as the pricing for what we would get with this in the bundle with Jamar stuff is software provided with it. What do you call that when you get help from the people? The tech support is no cost. There's no cloud support needed for JMAR. Some of the other counters, you got to have cloud support, so you got an annual fee to go with them. There's no annual fee with this. Once we buy them, they're ours. I automatically get two seats to go with two laptops of our own to be able to download it to and all that. So I come to you to get these right here. I've checked on two or three other pieces of equipment, along with a little bit of pricing with some of them to see where we're at. And for the, for the piece of equipment we get that no other has, it seems like this is what I came up with and it's $14,556. And that's for two counters, what that is. And does this, does this also track speed? Yes, it's also track speed. So you're saying the other ones, you weren't finding one? Some of them do, some of them don't, and they may, I mean, some of them may track the speed, but you may have to get the cloud software to go with it. With this in here, I don't have to have the cloud service. Okay, thoughts? I'd just like to say at a later date, we'll probably come back and buy some traffic monitors that actually show the speed as well. That'll back these up and maybe we can populate some of the neighborhoods and monitor the speed. And I think the ones with the speeds that show up actually do slow people down. So we can't have a police officer in every neighborhood all the time, but this will help. I do think Mr. Perry bring this to our attention and us, you guys working on it over question for you on that. One, are these, are we able to be able to upload the data to someplace so residents can see it after you've done an analysis? I'm sure there's no problem because it'll be like in a, what's that? Okay. It'd be like PD, they're probably PDFs and Excel formats that'll give me all the information that I can give to Noel or whoever to send out. We can figure out where to put it on that new redesigned website. Absolutely. All right. All right. Other questions, concerns. Anyone else will speak to this in the public. One from that back to council. I move to approve the purchasing of traffic counters. Second motion and a second. Yes. William Ellis? Yes. Trevor Sager? Yes. Pamela Samples? Yes. Motion passes. Under new business this evening, a school resource officer agreement with Richland Mean Boston School Corporation. Thank you, sir. For the last four or five weeks, we've been working closely with the schools regarding our agreement with them to provide officers as school resource officers for RBB. They, being RBB, applies every year for a grant, and like a lot of grants and a lot of agencies and any other funding, they didn't get what they normally get. So they were short $12,000 and some change. We agreed to meet them halfway and pick that up. So we thank you to Darla, Sergeant Legio, Dr. Sanders and his team for working on this, especially Darla and today to get the numbers put together. The agreement is the same that it's always been. The only difference is the money. And so for the next two years, it's a sum of 378,000 for the two-year contract to be paid in eight equal installments of $47,250 each. And I have signed it, and then we'll get it over to Dr. Sanders and his team to sign for them. Questions from council? So we're putting in 6,000 per office, or is 12,000 the halfway? six thousand well six thousand would have been our part so they just won't pay they'll only pay six instead of twelve because i mean they're sending the money to us so yeah okay any other questions thoughts from the public back to council i'll make a motion to approve the school resource officer agreement with richland dean blossom school corporation second motion second when you're ready please Yes, William Ellis. Yes, Trevor Sager. Yes, Pamela samples. Yes motion passes Moving not a privilege of the floor any having business for the council was not part of our normal agenda this evening No one rises in chambers no one raising hands online we're now moving to supervisor comments beginning with the town manager I'm happy to announce that Lieutenant Michael called me today, and we did get our grant through Smithville. So we will be getting our speed signs. You ask, we shall give. I'm not sure when that comes in, but as soon as we can get that money, we'll get those purchased. And once we get our training done on that, we'll get them out. I want to thank Lieutenant Michael for last minute writing of that grant and getting it. And obviously, we want to thank Smithville for supporting us. And once we are ready to roll them out, I will be getting with Mr. Perry and ask him where he would like the very first one to be put out. Awesome. And that is all I have. Thank you. Jeff? Yeah, over the last six to 10 months, I came to you for some upgrades at the Elksville wastewater plant. New dump station, new gates, new cameras, new SCADA system. I'm probably leaving an item or two out. But after all was said and done, I'm happy to announce that we were $100,000 under what you approved that we get to keep. And that was due to cooperation between the town staff and BFU staff helping some of the stuff get put in and taken care of. And the place is looking a lot better down there than after a little bit of a facelift. So we do have some things. I'll probably put an itemized report together for you for next meeting so you can actually see it on paper, see where we saved the money. And that was also in cooperation with. Most of the savings come from Wessler Engineering. I think we'd budgeted over $150,000 for their work because we pitched in and helped. that we saved over $100,000. So pretty happy about that. Great. Thank you so much. Great job, Jeff. Thank you. Chief. And all staff. We're getting ready to have our second blood drive for the year. It's November the 7th from 10 to 2 at the fire station. And you can sign up on the Ellesville Fire Department Facebook page. Last year, it filled up pretty quick, and they were very happy with that. So we're doing it again. Excellent. I wanted to invite the council on Thursday, November the 5th, the employees will be having their open enrollment for all their health benefits and insurance. And we are doing a chili cook off that some of the department heads are gonna and departments will be bringing some chili. That will be at noon and the open enrollment presentation for the employees will be at one. Fire department's gotta be the front runner in that, right? It's gotta be. Yeah. Trevor, you have little faith. All right. Council comments? Get out and vote. That's coming up. Appreciate everybody's hard work on getting this information pushed out on reorganization. Truly, I do. Do your research and get out and vote. We look forward to hearing from you. Yeah, do the actual research. Just don't believe in rumor. And I will say with that, it's just kind of weird knowing that this could be, this is the last meeting before the vote. So next meeting, we'll have a clear vision of what our future is. Or is it? Yes. All right, anything else? All right, we stand adjourned.
