All right, I guess our first line of duty here is to select a vice president. It has to be either William Ellis, Andrew Henry, or Trevor Sager, in which case somebody else would have to be secretary because Tom Corman and Cara were appointed by the council. So since now Tom is president, the vice president has to come from a different appointing body. So it's either William or Andrew, or Trevor, and then somebody else will be secretary. I think he's in Japan. He's in Japan looking at big robots. So he's getting ready to bow down to our robot overlords now. So then next in line will be a declaratory resolution to amend the Elstville Riverfront development district. All right. So for the last two or maybe even three meetings, what we've discussed is clarifying the parcels that we had thought and hoped were included originally in the economic development area for the riverfront district or what we're calling the riverfront district. And so after the Redevelopment Commission passed its declaratory resolution and went to the Planning Commission Council, came back to the Redevelopment commission at its February meeting, I believe, for a confirmatory resolution. The information was sent to the auditor's office, and the auditor had some, pointed out some discrepancies between the parcel numbers and the legal. And so we sent that to Bayam Fanyu, who prepared the legal and the parcel numbers and maps for us to begin with, and they corrected it. I believe everything is correct now, meaning that's what's in Exhibit C and D. So we have discussed about the best way to do this. And under the Indiana Code, which is 36-7-14-17.5, it addresses amendments. If the resolution or plan is changed in any way, we need to start the process over again. By that I mean, start here with the declaratory resolution to amend the Riverfront District. It will go back to the plan commission for approval. It will come to council. By Nathaniel, we'll have to present the overlapping taxing districts with the tax impact statement. And it will come back to you for a public hearing to confirm it. And so what will happen is the parcels that were already included won't be changed. They have a base assessment date as of January 1st, 2024. The newer ones that we're clarifying, and what I refer to as the clarified parcels in this proposed resolution, will have a base assessment date of January 1st, 2025. So as long as you get this passed before the end of the year, Baker-Cotillion, the auditor, can add the new parcels to the downtown economic development area, and then we'll be good to go. So what you have before you is a proposed resolution to amend the Riverfront Economic Development District. And you have the resolution. Exhibit A is what was passed by a confirmatory resolution. Exhibit B was the legal description. Exhibit C is the new flat maps and personal numbers. And Exhibit D is the new legal description. And so once these are passed, I think we should be good to go. I know there's also been some issue about whether or not State of Indiana right of ways can be included. When I went through what the auditor had sent me, showing me what was already in the TIP district, it looks like there's the State of Indiana parcels that are already in there. So my advice is don't worry about it for now. Because this is an amendment, what I have to do now this is different from your original declaratory resolutions, I have to notify all those new property owners, the property owners whose parcels are being clarified that they're being added to the TIP district. Even though the town does not intend to acquire their property through eminent domain, I still have to notify them. So I will send a letter to the state of Indiana. If I get a response, I'll let you know what that response is. And then we go to the expense of revising the legal once again. So I would say just let it go for now. and we'll see what happens. But I think this is correct now, so hopefully. And if you pass this tonight, then the schedule will be, it will go before the planned commission at its September meeting, it will come before council at its first meeting in September, and then, or its second meeting in September rather, and then it will come back to you for your October meeting for the public hearing. So that gives you, and you can affirm it or modify it further at that hearing if you want to. But as long as you get this done by the end of the year, then your base assessment date will be January 1st of this year for the clarified parcels. The man has a question. So will September 4th plan version be a public hearing? You know, I can't remember. I'm gonna have to look and see what I did last time. I don't think so. I think the public hearing part is just before the RDC. I'm good with it. I believe I am, too. I think there's just very few minor things that we had to adjust, so. All right.
