Our kind and gracious Heavenly Father, we thank you for bringing us all safely here together tonight and we pray that you lead our thoughts and guide our conversations and help us make the best decisions for this town. All right, the first order of business, approval minutes, November 10th, 2025 meeting. Excuse me, Mr. President. May we do roll call first, please? I'm sorry. That's OK. Tom Corman here. Yes William Ellis yes Trevor Sager yes motion passes. All right now we have the approval of year to date redevelop commission financial report. I did want to point out to the commissioners that. In front of you you have. A spreadsheet So you see in the first column 2025 budget, the year to date balance currently used. In order to make the payments for the commissioners that are eligible for payment, I need to move money. I was hoping to ask the town council tonight. I just wanted to make you aware from office supplies, it's highlighted in red. In the orange column, which should be the fourth column, is gonna show the requested amounts. I'm gonna move $1,200. up to the redevelopment commission. That's what we'll be using to pay the commissioners. And then the social security and unemployment tax come out automatically. So after everything is said and done, it'll still leave a balance of $6,192.82 for the redevelopment commission. If you need to see the individual claims and everything that came out, I did have those emailed in the packet that went out. So no action needs to be taken on this. This is just the town council will take action on it at their next meeting. This is just informative for the commissioners. Do you have a question on that? We are keeping kind of a running total of what's been used for the. Correct. So I didn't include all the spreadsheets with that, but the 2024 amounts that were used for claims. If when you're looking on the gateway or any budget forms, if you see in general the one one zero one five the five is going to be the redevelopment okay thank you. Any more questions on that. for that resolution. Okay, I guess we'll go down to the resolution resolution modifying confirming the Declaratory resolution of the Elstville redevelopment Development Commission adopted on August 11 2025, amending the Elstville riverfront economic development and other matters related there too. The commission will recall that you established the Riverfront Economic Development District as an economic development area last November with a declaratory resolution. In February, you passed a confirmatory resolution. Thereafter, there were some issues with regard to the parcel numbers and the legal description. In August, the Redevelopment Commission passed another declaratory resolution to try to correct that because under Indiana law, if there are any changes, if there are any changes to your paperwork. So if the map looks different, if the legal description is different, you have to start all over, meaning you have to start with the declared word resolution and then go to the Planning Commission, Council, and then back to the Re-evelopment Commission for hearing. So what you have in front of you this evening is a resolution to modify and confirm the resolution that you passed in August After he passed it, it did go before the Planning Commission at its October meeting. It was passed by the council at its second October meeting. And so now it is back before you with what I hope is the final, final, really final. For realsies this time, right? Parcel map and legal description. And what I did is I cross-referenced all the parcel numbers that the town intended to have in the TIP district, which were 221 parcels. 190 million in back in February. So that left you with 31 parcels that you had intended to put in the economic development area, the entirety of which is a TIP district. So again, according to statute, if those property owners didn't make it into the TIP district the first time around, they're required to have notice. So I sent letters to those property owners. There may be some in the audience tonight. So hopefully, like I said, what you have is the final legal and final plat map to be approved this evening, in which case it will go over to the auditor to get the LGA. Any questions? I have none. had to put it all back together again. Yep. Well, and there were some questions at some previous meetings about why include right away. And if you were to go to several state of Indiana right away in the district. And also I had to send the state of Indiana letter because there were some more parcels to be included. If you look it up on elevate, it makes perfect sense because what you've got with regard to some of these parcels is everything around it is in the tent And then you have this little sliver or this little triangle on a quarter of an intersection just sort of hanging out there. So it kind of makes sense that if it's in the middle of the TIF district or if it's close to other properties you intend to have in the TIF district, that those right-of-ways be included even though it may net you absolutely nothing in the long run in terms of TIF money. It just kind of makes sense to make it part of the whole. I think, hopefully, that answers that question that has come up previously. It does. Any other questions? None for me. Well, I guess we have some property owners and I just is there details of what's going to be done or is that not known yet? So far, I think and you are sir. Richard and Mary Davis. We have three properties listed that will be sent to us. We have a couple of us real close to here, but I guess they were outside this area. Okay, what's your address? The ones here are 112 North Sale Street, 505 West Vine Street, 501 West Vine Street. Okay. And the one at 37. So now we have one at 321 Vine Street, but I think that's outside of the area. Okay, what has happened thus far is the condition has approved what's called certain projects for the area, and those projects include right now infrastructure projects, meaning the plan is to use TIF money to build pedestrian bridges, signs, sidewalks, street lights, relocating water mains, and replacing the sewer interceptor. So there's no plans to do anything else right now, other than to just do some basic infrastructure. I have a question. If you want to come up to the speaker, the podium. Thank you. OK. This probably doesn't directly concern this, but we've been having problems with flooding. in that area, and I just wondered how we could keep little tidbits of maybe some progress that's being made toward that. We had a flooded place, 321 Vine Street flooded out on us, and then also on Main Street. You know the address? It's right next to Kenny's, right by the alley there by Kenny's. And anyway, that one, so those two got flooded, so just wondered what's going on with that. you have anything to say for this? Well, we don't have any plans with this. I mean, we have plans to do infrastructure improvements downtown, but we haven't decided a priority. We've spent a considerable amount of money downtown up till now to try to mitigate some of the flooding. And so it'll continue to be one of our priorities. and maybe first in line priority, but we have looked at your area. We'll put it on the list and I'll start watching it when it does flood down there and see, I wrote down your address and see what might be able to be done in the interim until we do any major improvements. But yeah, I mean, floods downtown, so, It's always on our mind that I did not realize you was having problems, unless you're one of us. If you're by Kennes, are you just north of Kennes? North of the alley? Yeah, okay. Yeah, okay, yeah. Where that area does flood. But right now, one, we don't have any tip. And so hopefully, I mean, we had our first new building built in the downtown tip area. So that's a step in the right direction. But until we have funds, we wouldn't be using tip money. But we'll all look at what's going on there and make sure stories. That's awesome. That's awesome. We got that fiscal re-development bill that both of us put out. Yeah. They have some pictures of Sale Street, like the old funeral home, one called Sale Street, and right in there in the past. Because the flooding we've seen hasn't gotten that far up. But boy, there, it was like knee deep in the 60s, sometime in the 60s. I think sometime around there, that's when the house flooded down the creek. But anyway, I'll pay attention to it. and make sure there's nothing incidental that we could do in the interim to maybe help you out. I think I found it on the property, Mr. Your RVD and MDOT, we'll see. May I ask a question for you real quick? Did the letter explain what a TIF district really is for you? Because a lot of people get confused with all these terms we use that's kind of government speak. Did that explain that or? Well, I did mention there about, like you were saying, crossover bridges and sidewalks. Where that TIF district, it really doesn't change what you do with your property. What it says is that, and this is in broad strokes, I'm not speaking in legal terms, so Darla, don't be upset, that it kind of freezes your assessed value where it is from the, so that every, because normally when you collect taxes, it goes to the whole town. Some goes to the county, some goes to the school. With a TIF district, it kind of says, okay, this was the amount we started the TIF district. Any new growth in this whole area, that all will be reinvested into that small area again to do these projects. For the actual taxpayer, for the most part, it's invisible. You're not gonna see anything other than those improvements we talked about. So did I say anything that needs to be legally corrected? So yeah, you're good, and thank you for letting us know.
