room Commissioner Madeira and myself Commissioner Jones is absent today and we'll begin with our public statement we the Monroe County Board of Commissioners renew our commitment to welcome and protect the rights of all people regardless of age race color creed disability sexual orientation gender gender identity marital status economic status and national origin and we affirm the right of every person to live peacefully and without fear and we will fight and resist at every step discrimination and harmful policies whatever their source we believe in diversity equity inclusion and belonging we also stand in support of our County Public School systems both RBB and MCC SC and with that we will move on to our department updates looks like we have an update from health good morning commissioners as of March 25th emergency department visits for COVID like illness and COVID hospital admissions have decreased though wastewater concentrations have started trending up flu activity is still moderate across the state of Indiana and the health department in collaboration with the Indiana Department of Health is hosting a measles vaccine clinic on March 31st from 1 30 to 5 30 p.m. this will be located that the Monroe County Public Library Southwest branch those eligible include individuals who are unvaccinated or who received the vaccine between 1962 to 1968 you can call 812 3 5 3 3 2 4 4 for more information all right thank you so much could you could you review that information one more time and and explain why those years are important yes so the March 31st so 1 30 to 5 30 at the Monroe County Public Library Southwest branch and so eligibility between those years it's hard to be determined you individuals could have a tighter but they could be eligible to receive this vaccination and this is at the Monroe County Public Library Southwest branch so in between those years there was a difference in how the vaccine was delivered for measles bumps rubella correct them accepted into our inventory so we put in working with them they decided they wanted to concentrate on the sidewalks right now so we put out a bid for that received one bid sealed for me and be this project we had been working on getting the agreement finalized with the Army Corps and we received that to move forward we do have the Lair grant for funding assistance on the two log jams that will pay up to 80% but not to exceed twenty five thousand dollars the work will be performed as soon as bluestone can't is able to schedule the work to be completed the remainder of the cost will be worked through with the soil and water conservation district and the property owner and then a small portion from our stormwater budget so there's a spreadsheet that I attached with the disbursements there thank you so much comments or questions commissioner Madure no this is again very important because and I also just wanted to highlight as we have in the past how these are great examples of community partnerships with multiple parties you know kicking in to get this problem resolved yeah I'm glad that this is getting done this has been a long time coming thank you for your persistence of the MVH distribution to preservation of the county roads it's split between 1173 budget and 1176 it also reports basically any outside source of income that we use for road projects such as even geo bonds for purchase of equipment if there were TIF bonds or TIF included major bridge so this is putting all the annual report together so we are in compliance and continue our department works if anybody wants to see how busy your highway department is just take a look at support comments or questions Commissioner Redira I have none I have actually one question about the mileage section 5 on mileage so that there's zero change between 2023 and 2024 but but there will be some from 24 to 25 I assume correct yeah didn't take the emerald trace in until the end then we'll have other roads that maybe get completed such as the Fullerton Pike phase 3 Vernal Pike connection those are roads that will be eventually included into that overall mileage I was trying to remember when we took that road legal department to amend this chapter we have a traffic Commission board and I believe there's four members that received constant compensation for attendance to the meetings we have not increased the $25 payment in well over probably ten fifteen years so we had worked with Molly to write the amendment and to raise the compensation to $50 per meeting we had already budgeted this for in our MVH so we won't need to go for an additional or anything so it's just basically for their expertise and attendance for our monthly meetings if we have them thank you so much comments or questions commission over here I think it's very important that we pay people what they're worth because that's a sign of respect for them and for their time and so this seems overdue this is great thank you I'm glad this is getting done and we did this a few years back for the Plan Commission members you know the cost between gas and maintaining vehicles and having to go out to these locations adds up as well and I think that's fair compensation so and and this isn't going to require Council to change the salary ordinance because they already capped it at a higher amount so we're good on that because dollars and thirteen cents I will second that miss Ridge so we are required to do a four year cycle for our bridge inspections we just entered into the last cycle of the four-year cycle phase 2a so the contract is actually to amend go back to the original since it's includes phase one phase 1a 2 and 2a so the actual difference in the original contract that was approved in 2021 is a decrease of thirty six thousand two oh three eighty eight when we finally get to the end of these inspections everything that we put together as a it's an estimate but it's it's a good estimate and you not sure how you're going to come out in the end for the four cycles so that is what this contract is for and it's we get reimbursed eighty percent from in dot for our inspections thank you so much very clear explanation comments your questions Commissioner Madeira no this is just critical as we know our young infrastructure is crumbling and while Republicans in the legislature are worrying about bedrooms and bathrooms we have you know dire needs in the community and the dire needs relate to you know whether our our residents can drive safely on roads and bridges and so we've seen where communities did not maintain infrastructure well and you know thank you so much for for taking care of us I'm glad this is getting done and yeah I don't know how you would do an estimate that would be accurate so I think it's better to overestimate and do it that way so I'm glad this worked out and and so when does the next four-year cycle start March of 2026 that's what our that is our compliance month so we're actually we've already done the RFP process we're waiting for the contract to come from the consultant we do understand that there's a lot of state requirement changes and the next cycle so we expect this is award for the January call for word the community crossing matching grant program it's for approximately 28 miles of paving bids are actually being open today at 1 o'clock for those projects are again our required match is 1.5 million and our County Council is has budgeted for that for 2025 so we thoroughly appreciate the assistance and being able to do this program and being able to you know basically double what we can pave with the funds that we have 28 miles is a lot of roadway that is a lot of roadway it is and like I said if we didn't have this assistance it would drop it in half because we still bid out other projects we still do in-house projects so we tried the last couple years it's been around 50 miles but again if we didn't have this assistance that would we would been a consistent awardee for the community crossing since it started and really can't thank you enough for that getting projects done on time and and they continue to fund and that's a really good order depending on the outcome of the project the sixty two thousand will most likely be from local funds from our local road and street funds but again that won't be determined until the projects ratify what we had worked through with the commissioners office to be able to get the project started we are on a timeline of April 1st to get the trees down before to be within that the bat window as we call it so we were happy to be able to get the quote from bluestone get this phase two started for this project the project has been awarded it was awarded in December to EMB paving so we hope to keep this moving and I apologize for it for being last minute we've been working on trying to get a Duke easement for about two and a half years so we finally have received from the Army Corps the notice to proceed to be able to meet that April 1st window great work there's a bit of scrambling going on there behind the scenes that nobody appreciates but I know it happened all right comments or we had on plans for a while and then the remainder of paving stiff road out to handy road and Moffat okay great and and the bridge replacement for the closure that's gonna occur over the yeah and I now obsolete due to age and the firewire not being supported any longer requesting to replace it with the most up-to-date version it is a microfilm scanner we struggle to keep ahead of scanning those microfilm records and there are copious copious pounds of microfilm and so this as noted is not anything that would require additional appropriations from the council it will come from the clerk's perpetuation budget and the purchase agreement has been reviewed by County County or County legal and so with your permission I'm happy to go forward with that purchase thank you so much that's great balances we have and what we've spent that we thought we would and what we haven't so this is asking for us to repurpose some funds that were allocated for quest our case management system to make changes we haven't needed it but we do use the data visualization and data quality that impact is able to help with us so this is just shifting some money from quest over to impact to continue the in 2023-24 we started exploring better ways to get feedback on the service that we provide in the probation department and one of the things that we offer now our surveys at the end of every probation appointment court hearing and intake it has turned out to be a little bit bigger project than we anticipated which is a good thing so this just allows us to continue working with Indiana University who kind of hosts the survey and they run the reports for us and they help us analyze so much comments or questions Christian with you I just applaud this endeavor because again it's a big it's a good thing that is bigger than everyone anticipated because this kind of feedback is critical towards program success but it's not often done and so again it also illustrates a very valuable community partnership you know IU students are working on this IU faculty are working on this and it really you know epitomizes that close connection between Indiana University and Monroe County thank you for you've heard me talk before what part of what we get grant dollars for to provide programming to community we are offering it's called the parent project and it is intentionally designed for parents of young adolescents through young adulthood who are strong-willed and it supports it creates a support network for parents and also gives real tangible hands-on ways to help to help guide our young people into becoming good adults this session we're going to be partnering with the warehouse we're actually offering childcare this time around which is the first for us but we've heard that for many of the participants that you know not having childcare has been a huge barrier so this is allowing us to provide childcare there will be meals provided to participants and families and then we're also incorporating a bit of a facility rental for the warehouse they're typical hours or until seven o'clock we're asking them to stay open until 830 programming is once a week 530 to 830 it doesn't begin until April 9th so if anybody out there is interested in learning more please feel free to reach out to me my office number is eight one two three four nine two six four nine you can just call the we keep families out of the system all together this has been a great partnership family solutions partnered with us to get staff trained they're the ones that facilitate it and then the warehouse has found I think better equipment that's produced in Indianapolis with the savings of over $3,000 so we're asking them to deduct those two pieces of equipment for each contract for each contract is nine Dwyer met all of the requirements that you were looking for and so this will he will be able to provide some strategic communications planning event planning other public relations services as needed by you and the county generally as you generally speak for them and this will be paid out at a rate of $45 per hour with a not to exceed $25,000 of note this contract is scheduled to to go until May of next year and so what we do note is if the council does not include appropriations for this coverage in the 2026 budget then this contract will terminate and also either party has the option of providing 10 days notice terminate the contract thank you so much comments or questions Commissioner Madure you know I think this is a valuable service there's times during which we need this and there is no other single county employee that can perform these services because everyone's always tasked with other jobs and of course we want to be responsible to taxpayer considerations and you know allow them to do their jobs and foster them in that role unfortunately that would leave these jobs undone and so we do need you know this partial part-time you know hourly help and so this is going to be I think a very helpful addition to our staff yeah I look forward to working with him really it's gonna be stellar so let's see if there's any public comment on this item you raise your hand in teams or come to the podium being none all those in favor of approving the Timothy Dwyer public relations services agreement signify by saying aye aye motion carries to zero next item please I would like to move to approve the board of directors of the waste reduction district of Monroe County for the provision of workspace for extension services fund name County general fund number one thousand an amount of seven hundred dollars a month for 60 months I will second that it was pretty thank you this is kind of just some housekeeping in that our extension services department lease is housed in space that is actually owned by the waste reduction district and we mr. Tom the glass and myself and mr. Cockrell worked on this agreement and I think everybody's comfortable with the proposal and we did make a note and I don't know if mr.
