I'm gonna call to order this meeting of, work session meeting in Monroe County Board of Commissioners. It is Thursday, January 22nd, and we have the first two items related to the health department, Ms. Turner-King. Commissioner Jones is here. Good morning. So these two items are related so I'm going to probably talk about them in tandem. So the first item is a settlement agreement with IU health and it is Probably the final step in closing out our public health clinic contract with IU Health. What the settlement agreement provides is how the health department will retain the records that IU Health has, as well as what equipment the health department will be retrieving and using on our new space from IU Health. And it also handles the disposition of a generator which IU Health will be buying. And the second part of it is a contract with Elite Electric to install a new generator for the health department's use in the health department. Let's see if there are, okay, Commissioner Jones isn't at her computer. Do you have any questions? Nope. Okay. Ah, Commissioner Jones has joined us. Excellent. So do we, Can we vote on this today? I think you can approve the MOU and then maybe ratify it at the next meeting. You can certainly approve it today and then ratification. Excellent. OK, so Commissioner Jones, we are discussing items one and two on the agreement with IU Health MOU and the generator relocation contract. Do we have a dollar amount on the generator? I wouldn't categorize it as a relocation because we will be purchasing a new generator and it will be installed at the health department. And I believe the quote from Elite Electric is for 19,500. Now there might be some additional cost for gas piping and things like that, but that was the base quote we received. 19,500. Okay. So IU is purchasing the generator. This is not a relocation. This is correct. Got it. Thank you. Um, I can't open the file. Oh, sorry. Yeah. Um, I don't remember the exact price, but it's roughly 8,000. $600 that IU will be paying us for the generator that will remain at Miller Drive location. All right. And Ms. Pretty, what fund are we paying this out of? Would we pay the new generator out of for the health department? Or do you not? And speaking with Miss Kelly, she's going to look at obtaining or using grant funds. So I believe she said the COAG school liaison grant could pay for the new generator. Okay. All right. Well, and if that changes, we can hit that next week on the road. If we have to, yes. I prefer that they find the funds. Yeah. So Commissioner Jones, any questions or comments? So I'm going to make the first motion, which is to approve the memorandum of understanding with IU health as a settlement agreement regarding the finalization of the return disposition of property. So this is an agreement with NCM Media, but what it allows for is The running of ads at AMC, so the National Cinemedia Contract is part of YSB's outreach strategy, which uses digital and in-theater advertising to educate and promote awareness about the Safe Place program. The ads run before PG movies and their duration of the ads would run from February 1st to January 1st of this year to January 30th of next year. And this goes into, it's part of the Safe Place Grant that YSB has. Excellent. All right. I'm going to go ahead and make a motion to approve the renewal of the contract with NCM Media for $5,000. And this will utilize the Safe Place Grant. And we don't need to ratify this since it's a renewal, correct? Correct. This is a program we've had for years. Yeah. Excellent. Thank you so much. Motion is approved, three to zero. Great. Thank you. Thank you. Our next item is ordinance 2025-45. Now. I heard from anybody and I don't know how to. I don't see where this was. Yeah and that's what makes it tough for me because I feel like. So Mister Brown just for your That's just because it was through the planning commission and I heard it a number of times and so it's just me. So if you would go ahead and tell us about ordinance 2025-45, please. Thank you. So this is a rezone request for 405.48 acres located in the Bloomington township. The request is to convert it from conservation residential 2.5 to institutional and public. The purpose of this is to establish the Monroe County Nature Preserve. So Nancy Huntington was originally the owner of the property, but she passed away in 2023, I believe. And upon her passing, she deeded this acreage to Monroe County for recreational purposes only. There was a determination by a hearing order to determine what exactly constituted recreational purposes, as you can see on the screen here, would the commission, would the board like me to go through them? I'm sorry, I couldn't quite hear that. Okay. Could you hear me? Yes, I can. So recreational purposes according to paragraph eight, page four of the hearing order is the participation in or viewing of activities including but not limited to any of the following or any combination thereof to be interpreted and enforced in the trustee's discretion. A, sports and athletics including but not limited to field sports, court sports, water sports, aerial sports, and recreational leads, practices, competitions, and training camps. B, nature-based activities, including but not limited to birding, hunting, camping, fishing, hiking, picnicking, community gardening, hobby farming, rock climbing, bicycling, kayaking, boating, swimming, shooting, pleasure driving, trail running or walking, sightseeing, photography, viewing or enjoying historic, archaeological, scenic or scientific sites. C, educational workshops and classes pertaining to any of the foregoing. D, community events promoting any of the foregoing. E, facilities and resources necessary to perform or offer any of the foregoing, including but not limited to buildings, warehouses, recreational centers, security and supervision, personnel and storage facilities. And F, the charging of a fee for certain programs, activities, events or events or facility rental shall not be a violation of the recreational purposes of this trust. So this was then changed from the Huntington property to the Monroe County Nature Preserve under resolution 25-32, which was approved by the Board of Commissioners on July 24th, 2025. There are existing structures on the property, including some that were previously used residentially. Discussion about the lease buildings was discussed by Commissioner Jody Medaria during the August 14th, 2025 Board of Commissioners meeting. Also, these leases did not meet the judge's order on the definition of what the property could be utilized for Monroe County. So they don't meet the definition of recreational purposes as outlined in the hearing order. So at this time, the Monroe County has limited plans to develop the nature preserved. It could include, but it's not limited to hiking trails, nature areas, possibly a dog park. We recommend that questions about the nature preserve be forwarded to the Parks and Recreation Departments.
