I will call the September 24th special meeting of the election board to order. Election central update with mail, voting turnout, and Ms. Kiley, it's yours. All right. So I just wanted to give a little bit of an update of how we're going so far. Last week on Saturday was the first day for ballots to go out. We had a total of 888 ballots that were sent out on Saturday. In total, currently, we have 822 mail that have gone out and 253 online, which brings us up to a total of 1,075 ballots that have been issued by yesterday. That does not include today's numbers. When I left the office, they were busy stuffing some more ballots in envelopes and getting those out in today's mail. And then for the current number of registered voters, we have 76,029 active registered voters, 14,321 inactive, which brings us to a total of 90,350 registered voters in Monroe County. We currently have 554 that are pending with an additional 18 that are incomplete. And then I wanted to give just a little bit of background about inactive and what that means. So we did have a couple of voters who have asked about the inactive We just wanted to make sure that that was pretty clear that on Election Day when you come to vote or during early voting. If you are in an active status that will prompt you over to being active when you come and vote. There are no extra steps that you have to go through in order to vote at that time. So with inactive, it could be multiple things. It could be just not voting within eight years to presidential cycles, or it comes from voterless maintenance. So when the state does voterless maintenance every two years, they send out a postcard. That's your first mailing. If it comes back undeliverable, a second mailing will be sent out. If that second one comes back as undeliverable as well, then you go into inactive status. If you guys have any questions, I'd be happy to answer them. Well, I was going to say, also, we had talked about this Monday when the machine testing was done. And you explained that for the thing that appeared in the newspaper about all this, part of it was that the individuals had a residential address, which you have to have on file so that we know what precincts you're in and things like that. But also, their mailing address was actually that they had not used for many years. So if people get online and check at indianaboters.gov or .com, either one, they can check both their status and what their mailing address is. And if that is incorrect, what's the best way for them to update that? They can update it by filling out another registration online, or they can call our office and we can send them a registration in the mail. And when we send anything out, we send it with a return envelope so that they They don't have to pay for postage to send that back. They can also come to our office at any time, Monday through Friday, 8 to 4, to fill out one of those registrations to change their address as well. And I guess I just want to point out that it wasn't that those individuals were expected to mail a postcard back, which was the impression that I came away with from the article. Maybe that's wrong. But it was that it was undeliverable. And that's why it bounced back. Yes. So if they get the postcard and you don't get it back, then you know that's a hot address. So nothing has to happen other than they do with that card what they do with anything else that they get that they don't want to keep for perpetuity, right? Okay. and it sounds pretty simple to me, doesn't it? Yeah, but also you indicated that it was the state that sends these out, not the Monroe County election office. And I think that that's important for folks to know too. Yeah, so the state voterless maintenance is done by the state every two years. And then last year we did, not last year, in the primary, we sent out a additional card, which was the yellow postcards that let everybody know of their assigned polling location. When those came back as undeliverable, that could have also triggered those inactives. But those were sent out due to the changes of polling locations. OK. Maybe just to clarify, just to recap and clarify for the public, a voter being listed as inactive does not prevent them to vote. When they show up on election day, they will then be moved to active and able to cast their ballot. Just teach the poll worker to say, welcome back to active, and here we go. Right? Doesn't seem hard. OK, anything else on that? You have anything else, Ms. Kiley? We need to approve the absentee voters. No, we heard there was some kind of resolution we were supposed to see with that. Yes, I can provide that to the board. to talk to us about these? So that was the discussion that we had during the LAT test on Monday about having the additional resolution available for the authority to go over to the clerk if there is any other appointments that need to be made in between now and October 1st when training is, which is when our next election board meeting is. Since we do have trainings that morning of October 1st, we just want to make sure that we are and covered in case of somebody does end up coming to the October 1st morning training. Okay, and this will prevent the election board from having to come back and do a special meeting between then and next Thursday, and we appreciate that. Is there any reason we can't make a motion to take to approve both of these resolutions at one time? both of them don't need to be approved they are the same in substance except for the one that grants the clerk authority just has that extra language so there should be one okay all right so these and I believe it's the top one that has the the second paragraph. Yeah, I'm just looking to see which one This one has more parents. So that must be it. Yeah. So this one has both this. Yes. Okay. And then it's just that I see it. Okay. It's just that's been okay. So then I will make a motion that we approve the resolution that approves the workers and gives the clerk the right to add people as needed. I'm going to point out that we have been given the list of voters. And we have been given that list, correct. Of the people that are to vote, rather. Yes. Yeah, we were given those lists. Do we have any other public comment on anything? Go ahead. Go ahead. I've alerted Kylie to this, that the application for an absentee mail-in ballot lists the incorrect address. And that's put out by the Secretary of State, apparently. It still lists the old location. So I want to make sure that everybody knows that it should be 501 North Morton Street in Suite 101 and not West 7th Street. How soon can we get the Secretary of State to update that? had a conversation with them. The answer that we had got was that they would update it if they found that they needed to. No update was changed between the primary and the general. I don't necessarily expect there to be one in between now and the general election, but that is one of the main reasons why on our website we have multiple places where we have asked for the 501 North Morton to be there. In addition, the Google listing for the office has been updated as well. And then we do have the mail forwarding. So if anything were to go to the 401 West 7th, it does still come to our office. I know the local poster clerks are quite good about working with you, but I just want to ensure that there's no slowdown because there are deadlines for when people have to submit the absentee ballot request. I am agog as to why they would not just open up their computer and change that. it's the same one that they use on the state's website. So everywhere that you go, even in other counties, when they have it posted, it's going to have the same address on the back. I believe it's even on the voter registration document as well. So any of the state forms that have all of the county voter registration offices listed on the back, it's going to have our old address still. But how would the Secretary of State know when he needed to do this? He's not the one that sees the things being slowed down or going to the wrong address or how many ever I mean, was a formal request made? Yeah, so whenever you change the location of your office, you have to notify the Indiana Election Division. It also has to be changed in SVRS so that that does show in their system that the address is 501 North Morton. So that's how, whenever you go on to indianavotors.gov, that's when it shows where the office is, that's how that updates. When they receive that, they are notified. And then we also send in a form to the Indiana Election Division that says the address has changed from this address to this address and we sent that before the primary election of this year. You know what you know a lot of stuff Kylie. I'm impressed how much stuff you know about this. One one more thing again. This is something that we've talked about before. I mean, Kylie, not the board outside of this meeting. OK, I hear nothing on the website. It used to be that the forms that people filed for the primary for the can ones and the CFA fours, all your campaign finances and candidate filings. Right now it says that they, why were those taken down first of all? Yep. So there was a bunch of complaints coming in that individuals could not access those files because they had to log into a Microsoft account in order to access, be able to access them. access them, sorry. And so we went through the process of trying to figure out what was going on with that. If you were in in-house, anybody in the county, we were able to get on, no problems. There were some individuals that when they would log in onto their personal cell phones, we could not see any of the documents on there. So that was the first step of that, trying to figure out what was going on there, trying to make those changes. And then the more that we started adding to that, we noticed that there started being more lagging in the software itself, so they were then pulled. All of them have been updated, and we're currently working on getting the rest of all of the CFA force that were filed in the primary uploaded to those as well, and then they should be reloaded before too long. I guess I've never I didn't never have. I mean, there's a lot of problems in it. They're PDF forms anyway, so they were PDFs, but they were inside of a. I want to say it's a Microsoft cloud is what the IT department's using to store all of them and inside of that Microsoft cloud. There were individuals who were not able to get into it. We weren't for sure reasoning behind that, but then we did send a link the other day to an individual and when they clicked on it, it does say they have to log into a Microsoft don't have one. Would you say it'll be done soon? Do we have a timeline? I have noticed that I'm having a lot more trouble accessing different types of files on the phone than I used to have to do. And I've been an Android since 2017, I think, and I used to get into this stuff easily and it's become more and more difficult. So I'm not surprised that, you know, for some reason, Apple and Samsung don't like to be friends. And Microsoft's not friends with any of them, but you know. Yeah, so right now we're just trying to make sure that it's accessible as possible for every individual and taking the steps to ensure that that's going to be as smooth as possible once we transfer it back over. I just I would like to see it back up there because there are people have asked me about it as well. And so yeah, I want to see it back there, I don't want it taking time away from the staff. People do call in or email to. Yeah, yeah, so if we do receive any requests, we get those out generally pretty quickly because whenever a public record request comes in, we review it all together as a team and then we decide on who can who has enough availability in their day to take care of that public record request and then we pass it off to whoever is available that day to get it done. Generally they take 24 to 48 hours to get back to the person. Oh, no problem. Anything else? Then it would seem that a motion to adjourn would be appropriate. Second. Those in favor, aye. Aye.
