I'll call this special meeting of the Emergency Management Advisory Council to order on September 14,
2026 at 10.03 a.m. Do we have any old business from staff? Not necessarily an old business type meeting

carried on, then how about new business? So we do have the public assistance policy that has been emailed
out. Now we just need to review and approve if it pleases the group today. Very good. Do we have any
questions or discussion from anyone on council concerning the public assistance policy that was shared?
This is just a procedural thing so we can better line out how we move this through the different departments
and get those paid out more efficiently. And I know that a lot of counties don't have a policy for this.
We are trying to take it to a higher level. Have you spoken to some counties that do have a policy and
and enjoy it. I'm sorry. Most don't. It's very hard to find. I have yet to find one that actually has
a policy for that. This is basically for reimbursement situation from a declared disaster. Yes. Public
assistance. Any other questions or discussion? Can I get a motion to approve the public assistance policy

Thank you. Then we have a discussion on EMAC meeting dates and times. So we've had kind of a struggle
trying to get a quorum just because life. So I just wanted to bring it up to discuss maybe changing
the date and or time to make it a little bit easier to manage.
I know schedules change, so we want to be able to change with everybody's times. We want to move it
to Monday. October 20th is what day? Tuesday. Just as a reminder, we've been on Tuesdays at 10. So if
we want to move to Mondays, we can do that. Wednesdays are the commissioners meetings.
I think we probably want to do Wednesdays just from a county perspective, but we're not beholden to.
I. Have a conflict until the at least the end of the year with a teaching position at IU. Goes from
935 to about 11 o'clock in the morning on Tuesdays and Thursdays so. If your goal is to ensure quorum,
then probably we need to find a new date, at least for me, so that I can be here to conduct the meetings
for you. We can do afternoons too if that's better. Yeah. Not on Tuesdays. Okay. Not married to Tuesdays?

I'm flexible. My time is the commissioner's meetings. It's actually our first. Oh, it's just our department
head meetings. I get that straight in my mind. It's just the department head meetings, but that starts
at nine, so that'll be able to attend. Some meetings really last. I can make Wednesday mornings work.

So in October, we had a conflict with the FAC
AC exercise on the 12th. That's in the morning, I believe. The family system center exercise. Is that
a save the date or is that a? So we had to save the dates. I don't remember which one. The 14th is open
from my go. We could believe before 22nd.
Okay. I got both days. I just noticed both days, but yeah, I didn't take the other one off. Okay. So
the next meeting will be Wednesday, October 21 at 30 in the morning.

at me and said he always has something to say. Yes, sir. I began coming to these meetings in 1982. Most
of you weren't even born yet. Look at that guy down there, he's laughing at me. I was born. I was born.
I will, on my next birthday, I'll be 84 years old. I like coming to these meetings. I'm interested in
what's going on and all these things matter to me. But you guys might look over and go, we got to get
somebody younger than that guy. So I want you to think about for just a moment, should I continue or
should I say I've had a nice time? I'll see you later. That's solely your choice to make. It is. Yes.
He usually tells me that there are no decisions that he doesn't make. So trying to be careful to not
offend our attorney, you know. Anyway, if you guys think I should leave, if you'd like me to go out
of the room while you talk about it, whatever you want, but I wanted to make sure that you all know
that this is not my fault. Charlotte Zittler did this to me. Besides, I like seeing her.

I got to say this. Having been here for more than 40 years, I've seen various people lead this organization.
When I first got involved with it, the guy that led it didn't lead it at all. He saw his role as going
from one fire department or police department or whatever else every day,
to do political things. Nothing to do with safety for our community. He was lazy and he was silly. And
his dad had been in charge of something in the county. Anyway, to make a long story short, I've seen
a lot of lousy, really lousy leaders here. And I want to say this with real strength.
These two have changed this place so dramatically that you never have thoughts like you did back in
the days with all those lousy leaders. We rarely had anybody who was any good. If we did, they didn't
stay but a few months and they were gone, who knows why or where. But the point is we really have an
outstanding crew running this department. They're outstanding. Let me say that again.
y'all could sleep well at night because you don't have to worry about what you got here, I'll tell you
