I would like to call this meeting to order. It's the Monroe County stormwater management board. The date is Wednesday, November 5th, 2025. It's now 3.34 PM. And so the first agenda is public input for items not on the agenda. So we have actually no one here in the NatU Hill meeting room and looking for folks online. I do not see any raised hands. So Tina is not here to give her usual update for you all, so I will try to do as well as she does. So September we had our NAFSA conference, so we had One more one new staff member that we had to pay for their conference registration for and then you'll start to see some stiff road expenditures coming in. So those are gonna be some of our larger bills coming in. And then one other item of note is the logjam removal we paid for through Bluestone. So we submitted the paperwork to get that grant reimbursement. So very, very happy to have those logjams over on Promise Creek, the two locations both removed. Any other questions about the expenditure report? I actually did not have any. Commissioner Thomas? I guess the log jam removal and I guess just the status of our goals of kind of targeting the Clear Creek area. Was that part of you said two or? This was specifically a layer grant only for two locations on Brummets Creek. The Clear Creek one is separate and I can give you an update under the staff report section for that. wondering real brief status, like if we're still ongoing with it or not. So we're looking into it. OK. Excellent. Thank you. I would like to move on to new business. First, we have a contract with MSI Security for flagging and traffic control. Yes. So we regularly re-evaluate all of our contracts. we wanted to have a kind of a backup slash alternate primary flagging and traffic control contract. And so we met with Marshall Security, and they are very happy to work with us. So this is also going to the commissioners tomorrow for approval. Excellent. Is there a not to exceed, or is this just basically having one on retainer, I guess? on retainer. Just as we're doing work throughout the county, we may or may not need flaggers, and so we coordinate with them on a week by week basis. So we'll start figuring out that expenditure through the monthly reports and things of that nature. Okay, I just was curious. Not to exceed equals the budget. Yeah, exactly. I'm going to move approval of the master service agreement between Marshall Security LLC and Monroe County Highway Department stormwater program. All right, we have a motion and a second. Do we have any other comments on that? All right, do we have any public comment on that contract? Seeing no hands online, I would like to vote all in favor of approving the contract with MSI Security for flagging and traffic control, say aye. Aye. And that is unanimous. Our second item of new business is GPRS incorporated pipe televising services contract. Yes. So as we're moving through working through our infrastructure, we are recognizing the need for televising before paving projects to really identify pipes or other stormwater infrastructure that might need replacement. before we pave these nice roads. And so having an on-call contract with GPRS would aid in our ability to adequately replace this infrastructure prior to these major paving projects. First piece of business would be having Curry Pike televised, a section of Curry Pike prior to some upcoming repaving and work over there. Same question, is there a not to exceed on this? No, it's just an on-call. It's also so that we can kind of see how much we're using the service and if it would justify needing our own equipment in the future. So we can start to kind of plan for that in the long run. Before you make the motion, I was just wanting to give a shout out to Paul Sarley, our highway engineer, with upping his coordination with our PLSS side of work in the surveyor's office and making sure that we preserve those monuments and location. It was really nice to see the two offices start working in tandem to preserve that as much as make sure that we're not paving over things that we need to dig into. I'd like to make a motion. I think we're voting to make a positive recommendation to the commissioners to approve the GPRS agreement with Monroe County Stormwater and Highway. Second. All right, we have a motion and a second. Yes, so I was not sure if we would have a December meeting, so I wanted to bring these to you sooner rather than later. We don't have the books together for this room for 2026 yet, so we can't necessarily confirm that the room will itself will be available. But we can always set our January meeting date and then in January confirm the rest of the meeting dates for the rest of the year if you'd like to take that route. I think that would be a wise move. We have to look at this with the holiday schedule and with the room schedule and put it all together. So I will make a motion that our first meeting of 2026 should be January 7th at, do we want to say 3.30? Does that work? 3.30 p.m. That was Nat U Hill room. I'll second. All right. So that concludes all of our items of new business. We are now on to staff reports. So I'll keep this brief. I did speak with Martha Miller at the Soil and Water Conservation District and let her know that we probably would not have a December meeting. So she's prepared to come to you in January with a 2025 year-end update report. She did say that the major update right now is that they've allocated all but $5,000 of what we've provided to them, but they do have two pending applications and expect approval of one at their meeting next week, which would be about $3,000. So they've got a few other projects in the queue. So they'll have some people ready to go for 2026. And then from the stormwater program, Stipp Road is underway and on schedule to be paved before Thanksgiving. So that's great. South Shore, those crews are wrapping up over there. I believe the road should be open now. So they're just doing all the finishing touches. And then we did put the Redbud Heights drainage improvement project out to bid. We will be opening those bids next week on Thursday the 13th out at the highway garage. And that'll be for spring 2026 construction. Excellent. Did you want to mention anything else about the? Oh, yes. So the emergency watershed protection program that we had submitted the application for. With the government shutdown, we're not hearing anything. It's kind of all on pause. So the Clear Creek logjam was part of that submittal. So we're hoping that the government shutdown ends soon and we can hear something shortly thereafter. If not, we are keeping it in mind for a potential 2026 logjam project. Well, thanks for the update. I was just kind of curious. you have any concerns about the bids being opened on the red bud uh and then we're not meeting is that is that going to put anything off if we wait until january to approve a contract or anything or That's a great point um okay i hope not okay well keep that in mind I would I guess just for scheduling convenience. If it's only one item and if the rooms available, maybe after a commissioner meeting if they're able to stick around for a couple more minutes, we could. Yes, we make so much more sense. Yeah, we could just try to do a special meeting. We just need that 48 hours so OK. Make sure that it gets done. I don't want to put that one off. Yeah, it just one other shot out to I guess your. PR I can't think of a better term right now of putting stuff on Instagram on our social platforms. I watched the South Shore video and I thought that was really cool because it showed a lot of like. equipment and work getting done, and it's just kind of something I think is kind of neat to watch. Are you referencing the drone footage? It could, yeah. OK, because that was not us. That's a private citizen that has a drone, and they like to go out over Lake Lemon and capture footage.
