All right, next we will go to the controllers report, starting with cash flows. And we have Teresa Gones on the team. The cash flow summary is on page six of your board packet. Here are the balances as of April 30th. Operating is $4,508,039.30. Debt service is $101.46. Capital is $46,201.47. Landfill post closure is $830,206.24. The individual cash flow statements are on pages seven through 13. What questions are there on account balances? All right. Any questions about cash balances or cash flows? I do have a couple of things I wanted to just point out. So looking at the rate of expenses and the operations fund, The line for other supplies is largely, is already depleted. There's only 28% remaining. So I wonder, is that, do you have any problems with that before the end of the year, or can you move things around in the supplies category? We could certainly move things around, but I would, would want to look into more to see why the balance is currently where it is. Perhaps there was a beginning of the year planned expenditure that was large that's happened. And the remaining budget is what was anticipated for the remainder of the year. But regardless, I don't foresee any issues. The worst case scenario would be a need to come to the board to move money between categories. Is that, I see there was an $89,000 purchase in that line in March. Was that for orange bags? Okay, so that is a once a year thing. That's a lot. It is. How many bags is that? Mr. Long? There was a question about that $89,000 purchase, how many bags? was that how many how many case we ordered by the case. Uh, I could look that up and get it to you. But yes, it is a usually a once in the year purchase and we purchase that before the price goes up. So right around that time we get a 3% increase every year. So we make our large purchase for the year right then that way we avoid that 3% increase. And we also agree to buy any of the overage that they run off. So as they're printing them and making them, they usually have an overage. We usually buy whatever overage they have. That way we get them at a cheaper rate. So this would last us at least a year. Yeah, these will last us until spring of 2027, for sure. And I'll place another large order again, depend on the price increase as what we order. And we go from there. But yeah, this will run into 2027. Given, you know, recent purchasing data from the retailers, yeah, the supply of bags that we have in-house and on order will last us, should last us well into next summer. One of the things that we appreciate about the vendor that we currently use is that they allow us to order a very substantial quantity of bags and they will hold about half of that for us for six to seven months so that we can move what we have and have space to store the remaining part of the order. Do you know then what the cost per bag is? I don't have it, but I can look it up and get it to you by the time I do my report, I believe. Okay. Yes, Councilor Welch. In the first four months of this year, we brought in almost 80. Is that right? Am I looking at that correct? That does sound right, and you have to remember that the retail price of that bag also includes transportation and disposal of the material that goes into the bag. If you look at the cost we pay per bag, we're making money off of those bags, but that sale price also has to include account for our cost to haul and dispose of the material right and then the other thing that I noticed was we haven't had any insurance workers compensation is that line I'm sorry it's on page eight of the packet in the expense table there's no expenditures in that. Does that mean we haven't spent anything on the insurance or we haven't paid out anything to workers? And those renew in December of every year. Any other comments or questions on the cash flows? Seeing none, we can move on to claims for approval. Ms. Goins. On page 14 of the packet, you have a summary of the pre-approved payroll and claims since our last meeting in the amount of $168,577.57. The backup for those numbers are on pages 15 through 52. The payroll claims for approval this week were sent in an email on Wednesday in the amount of $103,133.07. Documentation was included in the Wednesday email. That brings the total of all payroll claims that we are recommending for approval to $271,710.64. And you can see that the vendor does maintenance and repairs on our inventory of roll-off boxes. As advised, we have a number of boxes that are in need of some major repairs. Some of these boxes are 25, 30-plus years old. And to the point that repair costs are approaching or meeting what it would cost to just replace them. So we have been able to reallocate existing appropriations to be able to purchase four replacement boxes, two of which are already in our possession, and two of which were just recently ordered. In fact, I think the payment for that was in the claims that you just approved. Having done that, we would like to have four of the boxes that we have deemed un-economical to repair declare surplus property so that we can see if there's anybody local interested in purchasing those or we can get them scrapped at the local scrap yards. And then there's a truck as well, right? Ford F-150 pickup that is it's it's staffs no longer using it for what it was you know for any of its intended purposes we've you know over the past couple years have purchased some new trucks and those are those are satisfying our needs and so we'd like to give you able to make this truck surplus and resell it and get it off of our insurance. Moving right along, we have Resolution 202606 for an additional appropriation. Yeah, and to a degree, this is related to the resolution that was just passed. As I mentioned, we have a substantial inventory of roll-off containers, boxes that we use at our collection sites for the materials that we collect. And you can see, starting on page 58 of the packet, I've pulled off of our asset inventory the roll-off boxes that we have. The ones highlighted in yellow were just declared surplus property in the previous resolution. But that was just to kind of show the age of the boxes that were. that we're dealing with here. And so in addition to the four that we have just replaced, we have a number of other boxes that are also to the point that repair costs are going to meet or exceed replacement costs. So the memo on page 56 shows the type and number of containers that we would like to purchase with the portion of the appropriation for the equipment purchases. A total of six, nine, 10 boxes for $69,000. And that we would be looking at anywhere for probably from eight to 12 week delivery on those once they're ordered. But once those start coming in, we would anticipate coming back to the board with another solution to declare additional box of surplus property being the ones that those would replace. And additionally, in this resolution, we're also asking for an appropriation for the roof of the administration building. With some of the weather that we had this spring, we had some shingles And while having repair work done on those, we were advised that this is the original roof of the building, so it's about 30 years old, and it does need to be replaced. So we got quotes from three local roofing contractors for both shingle and a metal roof. And the lowest received quotes are, In the memo in the packet, they're on page 57 of the packet. And in discussing this with the executive committee, there was a preference that we think the best option would be to go with the 29 gauge ribbed metal panel roof. Would note that the quote for that $45,199 There is sufficient funds in our cumulative capital improvement fund to cover that. But if you'll recall, for this exact circumstance, DLGF has always advised us to adopt a zero-sum cumulative capital fund budget. So we have the budget adopted. It just has nothing appropriated. So we need to do this additional appropriation to appropriate the funds out of the cumulative capital funds so that they can be used to replace that roof. So that's what we're asking for in this resolution. Thank you. Can we get a motion on the table, please? Approve resolution twenty twenty six oh six. Right. Are there any questions from directors on this resolution? briefly tell us the difference in maintenance and expected life on the three different roof systems. For my understanding and discussion with roofing contractors is that the metal roofs certainly have less maintenance. They're not as susceptible to wind damage that shingles would be. Hale can be an issue. You can get some denting and stuff. But the experience of the contractors I talked to is that the weather we get in this area does not cause significant damage to those roofs. And, you know, depending on the conditions, the roof is subject to, you know, a 30 to 50 year lifespan. But just the metal and how does that compare to the shingle roof? The single roofs are more susceptible to weather damage and would have higher maintenance costs. And I've been told we were very lucky to get 30 years out of this one. About 20 years is the expected life on an asphalt single roof. You may not know this, but do you know if insurance will be slightly less with a metal roof? I do not. No, we can certainly inquire about that. I mean, that is, you know, if assuming that this is all approved and we we make the installation of a different type of roof, we would certainly advise the insurance company. Yeah, if it can be a couple hundred thousand, not a couple hundred thousand, a couple hundred things a year. Let's take it. Yeah. The other thing about a metal roof is that at the end of its life, that metal can be recycled or an asphalt roof, those shingles go in a landfill. And they're petroleum products, so it's not a good source either, environmentally. We're using silver, not gold. I have a question about the containers. Mr. McGlasson, you said, you say 10 containers, but there are nine listed here. We're talking about nine, right? Did I miscount on the? Well, the last line is shipping, so. Oh, yes. Yes, nine containers and one item of shipping. Sorry. And you said the lowest quote received is listed here. So how many quotes did you receive? Um, we had, we had three roofing contractors looked at it, look, look at it, and they were asked to provide quotes for both shingle and metal roofs. No, I mean the containers. Oh, the containers. Um, uh, Mr. Long, he was the one that did that. Okay. I have two quotes back and I have another quote where they referred me to the lowest quote. That's who they buy them from. and I've got two other quotes out and haven't got no response back yet. Or I've talked to two other people asking for a quote and haven't got no response yet. Okay, thank you. Do we have a policy we have to take the lowest of the submitted quotes or is there a minimum quote number? Our policy just refers to the state statute, so we have to seek three quotes. And there certainly have been instances in the past where we have requested quotes from three suppliers and not received all of them back, and we can't do much about that. But we would go with the lowest and most responsive quote that we received on the Criteria put forth in the request. So are the three codes required even for this dollar amount with each one less than $10,000? For the individual containers, they would not be. But because we were looking at a bulk purchase, in essence, we looked at what the total we estimated what the total cost would be and exceeded $50,000. So we went ahead since we were buying multiple containers. 50,000 you said? I believe 50,000 is the threshold to see quotes. Thank you for clearing that. All right. We unfortunately are not in a position at this time to recommend a candidate to the board, but I guess would ask and have reviewed this process with legal. I get the request. The member executive committee members are here can correct me if I'm wrong, but the request would be for the board to delegate slash authorize the board chair or the executive committee to make the offer to the selected candidate so that we can get that process completed and have somebody in place to help out for some overlap with Miss Cohen's for training purposes. and then would bring that back, that offer back to the board at the June meeting for the full board to ratify that appointment with the district. And Mr. Ellis, for your benefit, so the way that our organization is set up, the controller is supervised on a daily basis day-to-day operations basis by the executive director, but as a direct report to the board. I think Mr. McGlasson's of what might work best is accurate to reflect what we had discussed as executive committee and I would be in favor of the board for delegating, delegating, making the offer and working that out to the board president. than bringing it back at the next meeting. My first bullet item, I was all prepared to come up here and tell you that we're anticipating grant applications tomorrow, but hadn't had any yet, but I got one just before the meeting started. So we have our first grant application. And I think that I have mentioned before, we have had a number of inquiries about this second round of applications. So we do anticipate that we will receive multiple applications this time again the deadline is 4 p.m. tomorrow and kind of previously mentioned those would then be forwarded to the CAC for review at their meeting next next month and then presented to the board at the meeting with any patients from the CAC. Also want to point out that although the ordering deadline for the rain barrels and compost bins has passed, we do have we just sold the last rain barrel today, but we do still have compost bins that had been delivered that are available for purchase. And anybody can contact at least a pull crawl at our office to make arrangements to purchase those. Waste Tire Amnesty Day scheduled for Saturday the 16th at the Monroe County Fairgrounds, 9 a.m. to 2 p.m. And then we were able to have a presence at two different Earth Day events this year. One held on Dunn Meadow on the IU campus sponsored by the American Conservation Coalition at IU and the city's Earth Day at Switchyard Park. event that they do every year. So we're happy to be able to be present at two events that doesn't we don't have that opportunity a whole lot because of scheduling and and then we will again this year be present at the Monroe County Fair in the commercial building. That'd be happy to answer any questions. Thank you. Any questions on the administration department report? We will move on to Joey Long and the Recycling Reuse and Recycling Center's report. All right, I will start off with answering Mr. Ellis's question about the orange bags. We buy them by the case. We pay 47.92 per large case, which is 10 rows of bags, and there's 100 bags per case. We're paying 48 cents a bag for those. The small bags we pay $41.41 per case, 20 rows per case, which is 400 bags. We're paying about $0.10 a bag for those. And like I said, I order those once a year unless they call me and say, you know, they have overreached them. Usually I agree to buy them because we're buying them at a discount price. And with the recycling and reuse, we sent out 13 Gaylords of clothing to Martin County average about 322 pounds of clothing per box and they send those out through different organizations that helps their community down there. So all that gets recycled and all that's from Monroe County residents. The materials for the arts we had a very nice thank you letter from Rebecca Fidget for Clear Creek Christian School. It's always nice when they come in and show us what they've done and how they used stuff and you know It makes everybody feel good. We pass that on to the residents also that come in and we show them that what they're dropping off does get reused and different people like it. The hazardous materials, it's operating as normal right now. They're going through getting shipments ready, so we will be having some shipments going out real soon of different stuff. And the real recycling centers, they're operating as normal. And we've got a lot of compliments on the two new 42 yard compact receiver boxes. Everybody likes seeing the new shiny stuff. I'm glad that it can be reused, but I'm wondering why it goes to Martin County. Is there no organization here in Monroe County that would take it? We always tell him to take it to different places, but I don't know the rules and regulations on different organizations and what they will and will not accept. So we always try to tell people take stuff there and we usually take what they won't take and Martin County takes it free of charge for us and they go through everything. So instead of it being thrown away, you know, we try to be like another option if, you know, Goodwill or Salvation Army or some other organization won't take it. I would just, Martin County has some, works with a lot of mission groups and so like the things that go down there, as Mr. Long said, generally are things that have been rejected by some of the local services and so they, we send them to martin county and they get taken by mission groups uh who overseas uh to people in need okay well i'm glad that they're not going to landfill so that's the main thing um councillor welts so are these clothing items brought in by individuals or are they they brought in by the donation agencies having rejected them. Good afternoon, Lee Paulson here. Just want to highlight on the report there that a couple of weeks ago we received the response from ITEM for the November 2025 groundwater sampling event, which basically told us to do the same thing that we've been doing. The statistics and the numbers of those things were consistent with previous events and continue as we have. We actually just got finished with that. The May event yesterday, Marybeth and I got weather was good, equipment was good, so we're able to get through all that stuff. Cases are down a little bit because we've been down a vehicle, which makes it difficult for three people with one of the trucks being damaged. But that is back now, so we're hoping to next week get back into a rhythm with the three of us getting out to get these numbers up and addressing roadside conditions. Adopt-a-Road has had a banner month, end of April into May is usually a pretty good month just with the IU organizations that want to take care of and do their community events so that they have stuff to post within their public organizations and stuff like that. So we've been trying to like section off little pieces and trying to like focus on the type of rose that grows wild and the blackberry things that grow that are all thorny and kind of choke out everything else. So we're trying to start with that kind of stuff so we can get closer to the pears and some of those other things that don't need to be there either. So we were out there again today and it just again it just weather time and other commitments you know that's on our list but it just doesn't always work out the way that we want it to. So We're trying to capture the good weather and that we've kind of got some windows here with good southern Indiana weather right now where it's not too hot, it's not too cold, and it's not wet to get out before the weeds get too tall and destroy us.
