I know that the last meeting I had in here a couple of weeks ago we did have some issues with sound on the owl so. But sound good now. OK, Then without all the detail, I will just repeat for people that might have missed that starting on Monday, we will make the landfill property available for woody and vegetative debris from last night's tornado. So starting Monday from 9 a.m. to 3 p.m. facility will be open for people to bring woody and vegetative debris so they can get it out of their way. The camera is also off as well. That's part of it. again now. There we go. I did talk about some some staffing turnover that we're having that announced CAC member John Arnold has accepted position of controller replacing our current controller we resigned and as a result of that we'll be resigning from the CAC Nobody's comfortable with him being both the controller of the district and a member of the CAC. Then it was getting into our budget. As I said, 2025 General Assembly passed a property tax reform bill that, to put it bluntly from my perception, nobody really seems to understand the full impact of. And since about two thirds of our annual revenue is for property taxes, it's hard to put a budget together without knowing what the tax, what the estimate is about tax revenue in a given year. We do have our budget workshop with DLGF on July 17th. So at the very least, we will have good numbers to move forward with after that meeting. But unfortunately, that does fall after the July board meeting where we generally do the first presentation of the budget to the board, which is a first version. And it does sometimes change between that and the August meeting and the board. would vote to approve submitting the budget to the County Council for adoption. But we'll get it done, we always get it done and we'll have a budget for 27, one way shape or form. Other than that, I don't, oh, I will, I guess go ahead and announce I hope Jacob's is aware. We are going to pilot taking hard to recycle plastics to the Hefty Renew program at our South Walnut facility beginning in July. So for those who aren't aware, the Hefty Renew program is a program that Hefty Company has started. where you have to purchase bags, hefty, renewed bags, which unfortunately at this time, because the program's not here, aren't available locally, but can be purchased online through Amazon. I believe, I know Walmart has them through online. I believe you should be able to get them delivered to the local store. So there are some online options to purchase the bags. And, you know, hard to recycle plastics, straw slits, styrofoam, plastic bags, things like that are accepted to that program. What we've worked out with the Rumpke representatives is those bags will just go in with our commingled plastics and will be sorted out at the sorting facility by Rumpke down the road. So we're gonna start filing that in July and we'll see where that goes. Did you know that? Yes. That's the same one we're doing in Cincinnati? Yes. Yeah. Yeah. Rumpi is currently doing the renew program in the greater Cincinnati area. And beyond that, I'm not sure. A new pilot in Cincinnati. Yeah. And since ultimately our plastics wind up in Cincinnati, on that side of it, it doesn't seem like logistically a big deal to do it. The bags are going to be compacted at our sites, and then taken to the local facility, put on a semi-truck to sense if there's some concern about are the bags going to hold up through all the transportation process and all of that. And obviously, Ramkey wants the bags intact when they get to that facility so they don't contaminate the other plastics that are going to be processed there. But we're going to pilot it. Hopefully it works and it's successful, and if so, we'll expand it to other facilities. If it doesn't, unfortunately it doesn't. I'm not sure you can do without that. And a similar question about that, you said hard plastics? Hard to recycle. Which is actually probably going to be mostly softer plastics. booth again at the fair this year where we will have more announcements and more information about the Renew program available. It will be sometime after the fair that we'll start rolling that program out. And I got that. I don't know if we have a whole lot of the normal that's going on. Happy to answer any questions. Any questions? I do have one. I found the executive committee meeting very interesting around the batteries and the challenges of the fire department bringing a burnt-up car electric battery. How do you guys deal with that? Is there any plans for additional education with lithium ion and keeping those separate? I feel like especially with vapes and a lot of those are lithium and shock those I'm sure you yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah yeah For some procedural, it had really good support, but for some procedural reasons, in a short session, it wound up not getting out of committee because it got assigned to a second committee and there wasn't time for that committee to hear it. So we do anticipate that. We're very similar to legislation coming back beginning of next year and the next legislative session. And what that legislation proposes to do is put some mandates regarding how waste lithium-ion batteries are handled. And it, in essence, imposes what's termed extended producer responsibility on manufacturers and distributors of the batteries, where they'll be able to put up money how exactly that will be managed. I think it's just an ending workout, but the money we put up will probably create what's called a batteries stewardship organization, something for that VSO, something to that effect. And then those funds will be made available to the collectors and all the people that have to deal with these waste batteries once the users of them need to get rid of them. that will hopefully keep them out of the waste stream, have them packaged in such a manner that limits the hazards they pose when they're being transported. So for that reason, anything that we do right now is going to be viewed as a temporary, education-wise or fee-wise or anything like that is temporary because we hope that that legislation will go through in the next session and that will create funding that will be available that will change the way that we manage them on our end and the cost associated with that. Very interesting. Just working in the mines with all the vapes. I know. Just for general information for anybody, we don't take vapes because unfortunately we can't determine what's in the faith. And we're not dealing with illegal substances. We do not accept them unfortunately because we don't want to have things in our possession that are illegal issues and So yeah, vapes are still lithium ion and a whole different animal altogether, though, than just the battery by itself. Got it. I guess I was thinking one of the negative basements. Yeah, but there are others out there, unfortunately. So we've got the 2077 CSE budget request. Last year, we had $500 for other supplies, $500 for travel, $350 for other rentals. That was to be in the farmers market and they're trying to recruit and then $1,500 for training and education which typically goes towards the Association of Indian Assault Race Management Districts conference. You certainly aren't restricted to that event for the use of the money. Thank you for the clarification. I don't see any reason to change any of that outside of maybe the other rentals I don't plan on going to the farmers market to recruit this year. Does anybody see any reason to change the budget as it stands? So as you can see, right here, we've got other supplies later. And then we've got 500 travel. Okay. 350 for other rentals and the turnings change to 500. So does anybody see any reason to change any of that? I mean, obviously, I can't too far away from my old eyes to read. But obviously, there's a number of other lines up there. And so those are the lines that the CDC has historically budgeted out of. But if anybody has an idea for all the things to do that there might be a cost associated with, by all means, you know, throw it out and I can help you determine what line it would be appropriate to request an appropriation form. So we generally do that either piggybacked on the July board meeting and the July CAC meeting so that that occurs before the board actually votes on it. One of the caveat in that is the statute does also require that the CAC provide the board with written comments regarding the proposed budget before the vote. So generally we do the board meeting and then into the joint meeting after that or at the CAC meeting, we do the joint meeting before, and then so that after the joint meeting, the CAC meets, you can have your own discussion, regard without the board present, and then out of that meeting, approve any written comments that would then be provided to me to include at the board pack until the August board meeting. And I will say I did, I pulled the board members right now, I have a quorum available to meet at the board meeting on July 9th, is that right? Yeah, July 9th. I do not have a quorum confirmed to meet 16th at this time. Which is the next year's meeting. Yeah. So then that begs the question, can we be able to have quorum at the tomorrow night meeting with the board after the board's meeting Mr. Harwood will no longer be a member, so we'll be down to. Yeah, and what will probably happen, but we have the two pending requests. Right. So if the board, assuming the board approves those appointments to the CAC, those appointments will probably be made with an effective date of July 10th, so that they don't impact quorum. at the, so if there's a joint meeting on the night, those discussions, we don't have any guarantees that they'll be present or available to be present at that time, so. So you would, you would need three for a quorum. I would ask, let me ask the legal, John technically might still be a member, but It's still three out of five. It should be three, yeah. When should my effective date of resigning be? It should be the 9th or the 10th. Once the board ratifies your hire, then you will... Not that you're not officially the controller now, but then it's all... It's the board, the controller reports directly to the board. So the controller is the board's hire. They delegated the authority to make that hire to get somebody in place to the chair with the condition that the candidate be brought back to the full board at the next meeting for the hire to be ratified. So until the full board ratifies the hiring decision, There's not a need for you to resign from the CAC. But that will happen. I don't know anything about registration fees at this point. There's generally a lower fee for early bird registration and accommodate bird bumps up a little bit. If everybody on the CAC wants to go, I generally would exceed the CAC's budget, but again, that's happened in the past and the district's been able to cover it. I know I've always enjoyed it and learned a fair amount as well. It's in Springville State Park, so it isn't on this side of the state. Yeah, it usually takes an hour and a half, two hours. In the past, we've been fortunate enough to have a team on each side of the road, so we usually drive down to the nursery and just cover both sides of the road going back towards Crowder's.
